Last week, public opinion witnessed and agreed with the decision to discipline Mr. Nguyen Xuan Anh, member of the Party Central Committee, Secretary of the Da Nang City Party Committee by: removing him from the position of Secretary of the Da Nang City Party Committee, member of the Standing Committee, member of the Executive Committee of the Da Nang City Party Committee for the 2015-2020 term; and removing him from the position of member of the Party Central Committee, term XII.

Previously, Mr. Huynh Duc Tho - Chairman of the People's Committee of Da Nang City was also subject to a disciplinary warning; Mr. Nguyen Phong Quang was disciplined by being removed from all positions in the Party (including being removed from the position of Deputy Head of the Standing Committee of the Southwest Steering Committee; being removed from the position of Member of the Executive Committee of the Party Committee of the Southwest Steering Committee; being removed from the position of Secretary of the Party Committee of the Southwest Steering Committee).

According to Associate Professor Dr. Nguyen Quoc Bao (Academy of Journalism and Communication), the above conclusions have further strengthened the people's trust in the Central Committee and the Party, not tolerating or avoiding any acts of violating ethics, lifestyle, or law by officials and Party members, regardless of whether they are still in office or have retired.

This further demonstrates the determination of the Central Committee as well as the practical and specific implementation of Resolution 4 of the 12th Central Committee, initially creating great effectiveness, influencing the thinking of cadres, party members, and public opinion.

Associate Professor, Dr. Nguyen Quoc Bao said that the cases of disciplined cadres show that there are problems with cadre management. Because, the promotion of a cadre must have an organizational system, principles and thorough collective discussion. However, in some units, they still consider and decide to transfer and appoint some cadres in violation of the principle of democratic centralism and Party regulations; decide to recruit, accept, appoint civil servant ranks, rank salaries, appoint and transfer cadres in violation of regulations...

“Obviously, those working in personnel work are irresponsible, bureaucratic, undemocratic, not highly collectivist and dependent on the leader. President Ho Chi Minh talked a lot about the role of the leader. A good leader makes the collective good, on the contrary, a leader who shows signs of being autocratic, authoritarian, and patriarchal will affect the collective” – Mr. Nguyen Quoc Bao shared.

The story of disciplining cadres in the Party in recent times gives us a serious lesson about cadre management, democracy, promoting collective intelligence, especially the selection of truly virtuous and talented cadres, following strict and rigorous procedures.

Concerned about this issue, Mr. Le Quang Thuong - former Deputy Head of the Standing Committee of the Central Organization Committee also said that allowing regrettable violations such as those in collectives and individuals in the conclusion of the Central Inspection Committee in recent times also shows a reality of loopholes in power control, laxity in inspection, supervision, and education of cadres.

The voices of honest cadres and Party members are not heard, the voices of the masses, and the people's supervision of organizations and individuals have not had any influence while most of the violations, irregularities, and dishonesty of cadres and Party members are exposed by the eyes and ears of the people.

"People know who did what, whether it was right or wrong, but are those opinions accepted by the leaders and Party organizations?" - Mr. Le Quang Thuong asked, at the same time saying that if there is regular supervision, mass organizations and people have effective coordination, then violations by officials and Party members will be discovered and handled promptly.

Associate Professor, Dr. Nguyen Quoc Bao also said that one of the reasons for many violations is that cadres and party members lack self-cultivation and training, have reduced fighting spirit, and forget their responsibilities and duties to the Party and the people. Because one of the principles in Party building is the self-cultivation and self-training of cadres and party members, because the organization is not always on the side of cadres and not always each person recognizes his or her own shortcomings.

Once we are aware of ourselves and cultivate ourselves, we will have the courage and always be aware of whether our work is done correctly, for the people, and whether it harms the collective common interests or the people.
