(Baonghean.vn) - Although on the way to building a model new rural district, Nam Dan district still faces many difficulties in completing environmental criteria, as the Nam Dan Waste Treatment Plant Project started many years ago but has not yet been implemented.

Waste Treatment Plant ProjectNam Danin Khanh Son commune (Nam Dan) was approved for investment by the Provincial People's Committee at the end of 2019, with an area of ​​63,119.4 m2This project is implemented by Phu An Urban Development and Construction Company Limited located in Vinh city, with a total investment of more than 70 billion VND.

The project area is located at Len Doi, Khanh Son commune. Within the project framework, 16 households are affected (4 households in the core area and 12 households in the buffer area). The procedures have been completed, however, the project has not been able to be implemented yet because the site clearance has not been completed.

In fact, at Len Doi, due to lack of compensation, a vast area where the project is located is still being planted with acacia trees by local people. Mr. Nguyen Van Tinh - a land and construction officer of Khanh Son commune said: This project is located in the commune, after the policy was approved, the commune also carried out the work according to its authority such as determining the origin of the land, measuring and extracting the area of ​​influence. At the same time, the commune coordinated with the district to build a resettlement site, however, there is no compensation fund so the households have not moved yet.

According to Mr. Tinh, the resettlement area for households is built in the Con Trai - Co Bu area, hamlet 1, Khanh Son commune, right at the foot of Mung bridge, next to National Highway 15A, with 12 lots, area 5,510.56 m2.2, total investment cost 5.90 billion VND. Currently, the resettlement area has been completed, just waiting for compensation and site clearance in the project area to complete the procedures for people to move in.

According to research, the initial estimated budgetland clearanceThe total cost of the project is 10.14 billion VND, of which the provincial budget supports 2 billion VND, the investor 2.14 billion VND and the district budget 6 billion VND. However, during implementation, an additional buffer zone of the project with a radius of about 500m arose, and the unit price changed, so the cost of site clearance increased by 17.30 billion VND.

Who bears the additional cost?

Mr. Nguyen Ho Ba - Head of Finance - Planning Department, Nam Dan District People's Committee said: The district's capital is facing many difficulties, it is very difficult to arrange if the district budget has to spend 23.30 billion VND for site clearance (an increase of 17.30 billion VND compared to the initial estimate). Currently, the district is directing the Site Clearance Council to continue reviewing the land origin of households affected within a radius of 500m, determining the correct support budget.

According to Mr. Ba, because the Prime Minister's Decision on approving the pilot project "Building Nam Dan district, Nghe An province to become a model new rural district in the direction of developing culture associated with tourism, period 2018-2025" is being implemented, the district has allocated funds to create conditions for the investor to implement the project to complete it soon and put it into operation. This includes funding for the construction of a resettlement area to relocate affected households out of the project area, the amount of which is 6.2 billion VND. In addition, the district also committed to supporting 6 billion VND, and has been approved by the District People's Council. If the site clearance cost is increased, it will be very difficult to adjust the allocated budget.

On May 17, 2022, in a report sent to the Provincial People's Committee, the Nam Dan District People's Committee proposed that the Provincial People's Committee direct the investor to urgently complete the project and put it into operation soon to serve the people, because this is one of the important projects in the district.

Nam Dan District People's Committee said that this project was implemented in 2017, and by December 31, 2019, Nghe An Provincial People's Committee had just approved the investment policy. This is a project that is being implemented too slowly, affecting the economic and social development of Nam Dan district in particular and Nghe An province in general.

Nam Dan district requested the Provincial People's Committee and relevant departments of Nghe An province to consider the investor's capacity and take appropriate measures to implement the project according to regulations.

On the investor's side, Mr. Nguyen Hai Trieu - Director of Phu An Urban Development and Construction Company Limited said that the investor has completed the procedures to implement the project, but due to the increased cost of site clearance, it has not been implemented yet.

It is known that on July 8, 2022, the Department of Planning and Investment chaired and organized a working session with the Department of Finance, the Department of Natural Resources and Environment, the People's Committee of Nam Dan district and investors. At this meeting, the parties discussed and proposed a number of solutions to remove obstacles.

The Department of Planning and Investment also requested the People's Committee of Nam Dan district to preside over and coordinate with the investor to review and report on the project implementation status up to now. Clearly state the content and budget that Nam Dan district plans to allocate according to the commitment; the content and volume of budget that Nam Dan district People's Committee has implemented up to now.

The Department of Planning and Investment also requested to specifically determine the total compensation and site clearance costs of the project, the basis for calculation and explanation of the reasons for the increase in compensation and site clearance costs compared to the time of investment policy approval, and at the same time agree to propose a plan to arrange funding sources for compensation and site clearance.

After the meeting on July 8, the People's Committee of Nam Dan district is being assigned to chair the work with the investor to have a final answer on the issue of site clearance, after which the Department of Finance will have opinions and submit them to the Provincial People's Committee for the final conclusion.
