Why is Ho Chi Minh City slow to conclude on Mr. Doan Ngoc Hai's resignation?

Responding to the press about the handling of the resignation application of Mr. Doan Ngoc Hai (Vice Chairman of District 1 People's Committee), Mr. Le Van Lam - Deputy Director of the City Department of Home Affairs said that he is currently waiting for the Standing Committee of the Ho Chi Minh City Party Committee to give a conclusion.
According to Mr. Lam, after receiving Mr. Hai's resignation, the City People's Committee had a working group led by Vice Chairman of the City People's Committee Tran Vinh Tuyen to meet with Mr. Doan Ngoc Hai in District 1.
After that, the working group reported to the Party Committee of the Ho Chi Minh City People's Committee on the working contents. The report was also considered by the Standing Committee of the City Party Committee and submitted to the Standing Committee of the City Party Committee for conclusion.
Meanwhile, Chief of Office of the Ho Chi Minh City People's Committee Vo Van Hoan said that the Standing Committee of the City Party Committee had listened and directed a number of matters. The city and District 1 were very receptive, listening, and considering whether there were any other issues besides the contents as stated by Mr. Hai in the petition. The petition contained many issues that needed to be considered and directed for clarification. The Standing Committee of the City Party Committee continued to clarify a number of contents in Mr. Hai's resignation letter to gain experience in sidewalk management and develop solutions to overcome them.
According to Mr. Hoan, the Standing Committee of the City Party Committee directed to clarify some contents, so the processing of the petition was a bit slow. In addition, the city leaders have been busy with many things recently, so they have not yet held a meeting of the Standing Committee of the City Party Committee to consider.
“When there is a conclusion from the Standing Committee of the City Party Committee, we will continue to handle it, not because we are hiding anything and are slow to handle it. Mr. Hai is still happy and working normally. The delay is because he is open to feedback,” Mr. Hoan affirmed.

Mr. Doan Ngoc Hai stated that the reason for his resignation was that he "failed to fulfill his promise to the people and the expectations of revolutionary veterans about restoring order to the sidewalks." However, many sources said that this was not the key to this sudden decision.
