The adjacent villa apartment complex in Block 5, Truong Thi Ward (Vinh City) of Truong Thanh Company Limited was approved by the Provincial People's Committee for detailed construction planning at a scale of 1/500 in Decision No. 2443/QD.UBND dated May 31, 2016. As of September 22, 2016, the construction drawing documents of the project have not been completed.

In Official Dispatch No. 469/TD.SXD – HDXD on the announcement of the results of the appraisal of the design and construction drawings of the commercial apartment building of the project of the adjacent villa apartment complex in Block 5, Truong Thi Ward, the Department of Construction concluded that the investor must ensure that the treatment of domestic wastewater meets environmental standards and supplement and complete the design and construction drawings. Although not yet licensed, this project is still under construction and has committed many violations.

On July 18, 2016, the People's Committee of Truong Thi Ward inspected and fined the investor of this project for violating construction order. Specifically: In the Minutes No. 0074 dated July 18, 2016, the People's Committee of Truong Thi Ward stated that "The Company arbitrarily poured 2 concrete pillars to make the base of the tower crane on the sidewalk of Nguyen Kiem Street". With this action, the People's Committee of Truong Thi Ward requested Truong Thanh Company Limited to restore the sidewalk to its original state.

Also in July 2016, in response to the concerns of the people of Truong Thi ward about the construction of the apartment building causing environmental pollution, noise and not ensuring safety, Truong Thi ward held a meeting on July 25 with the participation of all the people of block 5 and the investor. Here, many opinions of the people affirmed that the project was operating but still had many shortcomings, many items and works still had negative impacts on the environment and contained many potential problems of concern.

Construction works do not ensure safety factors during construction.

The crane was uprooted, causing the accident on the afternoon of November 14.

On August 4, 2016, the People's Committee of Truong Thi Ward sent Document No. 1631/UBND.DT to the relevant authorities, stating that the project is currently constructing the foundation of the house, but the safety and protection measures are too sketchy; the construction process does not ensure environmental hygiene.

Dust flies to local houses, the drainage system during construction is sketchy and inconsistent, there is still wastewater overflowing onto the street; workers' toilets are located in an unsightly location, causing environmental pollution; construction time is not carried out as committed, often working overtime, material transport vehicles often drop materials and cement water onto the street, honking causing loud noise, people are very upset.

In particular, during the construction process, the investor has not purchased insurance for adjacent works, has not taken measures to ensure the safety of the works for people living in the area, etc.

According to the investigation, the People's Committee of Truong Thi Ward has repeatedly requested the investor to overcome the existing problems and complete the legal documents before continuing the construction, but the construction still continued and caused the heartbreaking incident on the afternoon of October 14, which resulted in the death of a 10th grade male student.

According to a responsible official in Truong Thi ward, up to now, after inspection, the investor has not yet presented a construction permit. This official said: "We really hope that the authorities will clarify and strictly handle the case because the situation of construction works of organizations violating construction order in the city is quite large"./.
