Crane collapse kills male student: Clarifying responsibilities of individuals involved
(Baonghean.vn) - On November 22, Vinh City Police said they will clarify the roles and responsibilities of individuals involved in the crane collapse at an apartment building project that killed a 10th grade male student on the afternoon of November 14, 2016.

Previously, on the afternoon of November 14, a group of students from Le Viet Thuat High School (Vinh City) were playing basketball in the gym when suddenly a tower crane from the Truong Thanh 2 apartment and villa construction site next to the school suddenly collapsed.
The accident caused Tran Van Hai (10A7 student, Le Viet Thuat High School) to die on the spot. After the incident, Vinh City Police coordinated with other functional forces to examine the scene and investigate the cause.
On November 21, the Vinh City Police Investigation Agency issued Decision No. 579, initiating a case to investigate violations of labor safety regulations in the crane collapse that killed a person at an apartment project in Block 5, Truong Thi Ward (Vinh City). The violation was prosecuted by the Vinh City Police Department for "Crime of violating construction regulations causing serious consequences" under Article 229 of the Penal Code.
Currently the case is being investigated and the case file is being consolidated.
Article 229 (Criminal Code). Crime of violating construction regulations causing serious consequences 1. Anyone who violates construction regulations in the fields of survey, design, construction, use of raw materials, materials, machinery, construction acceptance or other fields, if not falling under the cases specified in Article 220 of this Code, causing damage to life or causing serious damage to the health or property of others, shall be subject to a fine of from ten million to one hundred million Dong, non-custodial reform for up to three years or imprisonment from six months to five years. 2. Committing a crime in one of the following cases shall be punishable by imprisonment from three to ten years: a) Being a person with a position and authority; b) Causing very serious consequences. 3. Crimes with particularly serious consequences shall be punishable by imprisonment from eight to twenty years. 4. The offender may also be fined from five million to fifty million Dong, banned from holding positions, practicing a profession or doing certain jobs from one to five years. |
