Dien Lien Commune (Dien Chau): Determined to achieve new rural standards
(Baonghean) - One of the tasks that the Party Committee of Dien Lien commune focused on leading during the 2010 - 2015 term was to promote the application of scientific and technical advances in production, focusing on the construction of large fields with the main structure being high-quality rice varieties to increase productivity, output and especially increase income per unit area; promote the shift in crop structure, test and replicate varieties suitable and adaptable to local soil quality. In 2010, the whole commune had 128.8 hectares, by 2015 the area of high-quality rice increased to 286.2 hectares, an increase of 139.4 hectares, giving an income of over 100 million VND/ha/year.
To improve the efficiency of low-yield, deep-lying land far from residential areas, the commune gives priority to households receiving land to focus on building a comprehensive farm economic zone in the direction of rice - fish - duck - pig and pond fish; with a total area of pond fish and rice fish farming of 49.3 hectares, annually yielding 4 tons/ha of pond fish and 2 tons/ha of rice fish, with an income of over 150 million VND/ha.

The leaders of the two cooperatives promoted the business function of serving fertilizer materials and irrigation services to fully supply the production needs of the people. Promoted the function of limited liability companies to attract labor, create jobs during the off-season. Provided legal support, selected reputable labor export companies in the commune to advise and help children participate in labor export... During the term, the annual economic growth rate was 11.8%; the average income per capita by 2014 reached 20 million VND; the total social income in 2015 was estimated at 131 billion VND, 2 times higher than at the beginning of the term.
Implementing the National Target Program on New Rural Construction, under the leadership of the Party Committee and the participation of the entire political system, the people have been mobilized to invest in building 9.5 km of canals; asphalting 2 km and concreted 3 km of roads; building 4 new kindergarten classrooms and 12 classrooms, 4 multi-function rooms for primary schools with people's contributions, along with auxiliary works of the schools with socialized education capital and support from the higher budget. In particular, the commune mobilized the people to donate 27 hectares of land and dig and fill 117,000m3 of land to open roads and build canals to serve "land consolidation and plot exchange" with a total cost of over 4 billion VND; by the end of 2014, Dien Lien commune had achieved 16/19 new rural criteria... In total, the total resources focused on investment in basic construction during the term was 24.3 billion VND.

The cultural and social fields have many positive changes. The movement to build a cultural life at the grassroots level has become a vibrant and widespread movement. By 2014, 13 units had achieved the title of cultural unit, the rate of cultural families reached 83%; the poverty rate in 2015 was 4.16%, down 4.24% compared to 2010. The commune completed the universal education of 5-year-old children and all levels. In 2010, the secondary school was recognized as meeting national standards, in 2014 the primary school met national standards level 2. All 3 schools maintained the title of Cultural Unit. Primary health care for the people has been effectively implemented. Every year, the commune maintains the indicators of primary health care for the people. The health station is classified as having excellently completed its tasks.
Over the years, the Party Committee has always paid attention to political and ideological education for cadres and party members regularly, so the awareness of cadres and party members has been raised, strengthening solidarity and unity within the Party, consolidating the great national solidarity bloc; contributing to political stability, economic, cultural and social development in the locality; the rate of Party cells achieving clean and strong status every year is over 80%; the Party Committee has been ranked as a strong Party organization for 5 consecutive years.
Entering the 2015 - 2020 term, Dien Lien commune strives to maintain a clean and strong Party organization, building an increasingly rich and civilized homeland; with the main socio-economic development targets: Average economic growth of 14 - 16%; economic structure by 2020 rapidly increasing non-agricultural sectors, gradually reducing agriculture; average income per capita by 2020 reaching 50 - 65 million VND/year... Regarding cultural - social targets: Reducing poor households to 3%; kindergartens meeting national standards; communes meeting national standards on health; the rate of cultural families reaching 90%; the rate of cultural hamlets reaching 100%... Determined to achieve new rural standards in the next term.
