Khanh Son Commune (Nam Dan): Strongly aiming for the new rural "destination" in 2018
(Baonghean) - Over the past 5 years, with the joint efforts of the Party Committee, the government, the Fatherland Front, mass organizations and people of all walks of life, Khanh Son commune has had a good economic growth, creating a driving force for comprehensive change; the material and spiritual life of the people has been improved, with an average income per capita reaching 24.8 million VND/year...
Up to now, the total production value in 2015 is estimated at 203.79 billion VND, the average annual growth rate of production value is 7.8%. Of which, agriculture - forestry - fishery: 102.38 billion VND; small-scale industry - construction: 64.7 billion VND; services - trade: 36.7 billion VND... To achieve that result, in agricultural production, the crop structure has been shifted towards increasing value per unit area, actively applying scientific and technological advances, especially new varieties that bring high economic efficiency. Total food output has reached 6,581 tons (reaching 86% of the congress resolution target); many economic models with good income are increasingly replicated such as: growing safe vegetables, growing watermelon, squash, hybrid chili, home garden model, field garden... Farm economy is developed, the whole commune has 23 farms, of which 3 are combined livestock farms with good income. Aquaculture and exploitation of aquatic resources were carried out effectively, with the aquaculture area increasing from 39.0 hectares (2010) to 42.0 hectares (2015).

The industrial - handicraft sector has developed quite rapidly in terms of quantity, scale and occupations. Many establishments have attracted and created jobs for workers and produced effectively such as tunnel kiln bricks, sand and gravel mining, garments, and food processing. Currently, there are 88 handicraft production establishments providing jobs for 115 workers. The commercial - service sector has developed quite rapidly and diversified. The number of commercial establishments has increased, to date there are 185 establishments, with an estimated revenue of 7.2 billion VND in 2015.
The movement to build new rural areas has been positively supported by the people. The whole commune has invested 53.3 billion VND, of which the people contributed 3 billion VND. Many households have voluntarily demolished fences, trees, and donated land to build new rural areas. The commune strives to achieve 12/19 new rural criteria by the end of 2015.
During the past term, the locality also paid attention to the cultural and social fields. The quality of comprehensive education was improved; the quality of primary and secondary education was maintained and improved, and preschool education for 5-year-old children was completed. There were 2 primary schools that met national standards. The quality of mass education was over 99.3% every year, with 21% of excellent students. The rate of children being enrolled in kindergarten was 67% (374 children in 2011 to 460 children in 2015); 5-year-old children was 100% (in 2015). The number of students passing the entrance exams to universities and colleges in the 5 years (2010 - 2015) was 385 (an increase of 8 children compared to the previous term). The work of promoting learning, promoting talents, and building a learning society was of interest to organizations, sectors, learning promotion associations of communes, hamlets, and some clans. The results in 5 years have been mobilized: 79,340 million VND, awarded to more than 702 teachers and students with high academic achievements and passing the entrance exams to colleges and universities. The activities of the Community Learning Center have initially been quite effective.
People's health care, disease prevention and control are given attention, preventing major epidemics from occurring. The commune meets the national health standards for phase 2; national health programs and expanded immunization programs are implemented effectively; 100% of children under 6 years old receive free medical examination and treatment; 73% of the population has health insurance cards, an increase of 20% compared to 2010. Population and family planning work is coordinated and implemented with many effective combined measures. Many hamlets have no one giving birth to a third child or more in a year... The natural population growth rate reaches 11.3%.
The movement of the whole people uniting to build a cultural life is increasingly going into depth and becoming more effective. Cultural lifestyle in weddings, funerals and festivals is being directed and implemented; the rate of households achieving cultural family status is 82.5%; the rate of units, blocks and cultural hamlets is 84.7%.
Social policies in the commune are implemented in accordance with regulations. The movements of "Repaying gratitude", "Humanitarian charity", and contributing to the "For the poor" Fund have always been promoted and implemented effectively. In 5 years, 290,650 million VND has been donated to the Gratitude Fund, 133,238 million VND to the Fund for the poor, 115 million VND to support floods and storms, 197,450 million VND to the Fund for the elderly; borrowing capital from the Social Policy Bank has been done well to help poor households develop their economy, contributing to reducing the poverty rate to 5.3% by 2015 (a decrease of 245 households compared to 2010). The work of caring for and protecting mothers and children has been paid attention to and implemented effectively every year. Vocational training has been given more attention, with the number of trained workers accounting for 50% of the total number of workers; created jobs for 2,405 workers (exceeding 160.3% of the term congress target), of which 700 workers went to work abroad.
Entering the 2015 - 2020 term, with the goal of building Khanh Son commune to develop comprehensively and sustainably, the Party Committee, government and people of the commune set out specific targets: The average growth rate of basic value in the area in the period of 2016 - 2020 is from 7.7 - 8.0%/year; in which: agriculture - forestry and fishery increased by 2.6%; industry - construction increased by 13.9%; services increased by 10.1%; average income per capita: 47-50 million VND/year; budget revenue in the area reached 3.5 - 4.0 billion VND; total food output reached 6.6 - 6.7 thousand tons; striving to achieve a new rural commune by 2018. Regarding culture and society, strive to reduce the annual poverty rate by 2-3%; trained and coached workers reached 70%; creating jobs for an average of 250 - 300 workers each year; 85 - 88% of families achieving cultural titles; 75 - 80% of hamlets, 85 - 90% of agencies achieving cultural titles; 100% of hamlets having cultural and sports facilities meeting national standards...
