Lang Thanh Commune: Focus on improving people's lives

(Baonghean) - During the 2010 - 2015 term, the Party Committee and people of Lang Thanh commune (Yen Thanh) have promoted the strength of the great national unity bloc, strengthened the direction and administration of the Party Committee, the government and the activities of mass organizations, and focused on improving the material and spiritual life of the people. On the occasion of the Congress of the Party Committee of the commune, term 2015 - 2020, Nghe An Newspaper reporter had an interview with comrade Nguyen Ba Hung, Secretary of the Party Committee of Lang Thanh commune.

PV:With the efforts of the Party Committee and people in the 2010 - 2015 term, what outstanding results has Lang Thanh commune achieved, comrade?

Comrade Nguyen Ba Hung:During the past term, Lang Thanh has had stable economic development. Specifically, the production value by the end of the term is estimated at 148.2 billion VND; the economic growth rate in the period 2011 - 2015 is on average 10.25%. The economic structure has shifted in the right direction: agriculture - forestry - fishery has developed stably, industry - construction increased from 9.84% in 2011 to 16.11% in 2015; trade - services increased from 21% in 2011 to 26.01% in 2015; average income per capita reached 20.2 million VND/year.

Regarding agricultural production, the commune has shifted the crop and season structure in the right direction; applied science and technology to production, the average planting area is 934 hectares, of which hybrid rice accounts for 70 - 85%, the average yield is 65 - 70 quintals/hectare; grain food reaches 4,700 tons/year; the livestock production value reaches 27,263 billion VND. In the work of forest management, protection and reforestation, the concentrated forest planting area is 2,257.5 hectares, scattered tree planting is 40 - 70 hectares per year; the production value from forestry reaches nearly 15 billion VND/year; Industrial and handicraft industries are growing strongly, such as brick and tile making, plowing and harvesting machine services, and dashboard making... In addition, there are 1,395 workers working in the provinces, 505 exported workers, bringing in 86,738 billion VND annually.

The cultural and social fields are increasingly concerned; promoting traditional cultural values ​​such as Cheo, Vi and Giam folk songs; Cheo club. The commune has met national standards on cultural and sports institutions, the medical station facilities have been repaired and upgraded, the commune has met the national criteria for health in the period 2012 - 2020; well implementing national health programs, expanded immunization, and reproductive health care. The commune has well implemented social policies such as creating conditions for loans to develop local secondary industries and services to develop the economy to eliminate hunger, reduce poverty and solve the problem of surplus labor, up to now the balance at banks is 29.1 billion VND, credit funds 10 billion VND; The rate of trained workers is 25% (total number of workers is 3,280 people), the number of workers with regular jobs is 2,934 people... Thanks to that, the poor households have decreased from 16.2% in 2010 to 5.8% now. National defense and security are maintained.

Regarding the Party building work, the Commune Party Committee regularly takes care of political and ideological education for cadres and Party members. Organizes, disseminates, and develops plans to implement Party resolutions at all levels seriously and qualitatively. Conducts ideological meetings well to grasp the two-way information situation and orient public opinion. Conducts well the planning and arrangement of cadres reasonably. During the term, the positions of the Party, government, Fatherland Front, and a number of mass organizations have been basically consolidated, rotated, and supplemented. Conducts well the inspection and supervision of Party work, promotes "Studying and following the moral example of Ho Chi Minh". Implementing the National Target Program on New Rural Construction, the commune has so far achieved 12/19 criteria. People voluntarily donated 26.44 hectares of land for irrigation and transport, the total investment for land conversion and irrigation was 3,458 billion VND, of which people contributed and donated land 2,201 billion VND, the commune budget 1,257 billion VND. It is expected that in 2015, 3 more criteria will be achieved including schools, health care, and culture, bringing the total number of qualified criteria to 15/19 criteria.

PV:Could you please tell us what lessons the Party Committee and the communal government have learned from the process of directing and organizing the implementation to achieve the above results?

Comrade Nguyen Ba Hung:To achieve the above goals, Lang Thanh has summarized the lessons learned in the past term: First, the issuance of policies and resolutions must be appropriate to the situation; the development of programs and actions must have specific solutions, and the work of directing, urging, inspecting, and summarizing in a timely manner must be done well. Second, it is necessary to know how to exploit the strengths of the homeland's available resource potential in conjunction with protecting the ecological environment. Promote grassroots democracy, mobilize all resources for development. Take advantage of support and assistance for project investment from above. Third, build a team of qualified and capable cadres who dare to think and dare to do. Fourth, promote the strength of the entire political system on the basis of Party leadership, State management, and the Fatherland Front and mass organizations to do a good job of mobilizing the masses, implementing discipline, order, and synchronization; administrative reform; and implementing democratic regulations well. Fifth, it is necessary to maintain solidarity and unity within the Party Committee, among cadres, and throughout the Party, listen to the opinions of Party members and the masses, and create consensus and support among the people.

PV:To accelerate development, how does the Party Committee of the commune determine the direction, tasks and implementation solutions for the 2015 - 2020 term?

Comrade Nguyen Ba Hung:In the 2015 - 2020 term, Lang Thanh Party Committee set a target of striving for a total production value of 213,082 million VND, an average annual economic growth rate of 7.3%, an average income per capita of over 30 million VND/year; striving for the rate of cultural families to reach over 85%, 12/13 cultural villages, reaching 92%; 100% of schools meeting national standards, maintaining communes meeting national standards on health, reducing poor households to 4.5%, the rate of people using hygienic water to 95%, 100% of residential areas having waste collection teams, arranging reasonable waste dumps...

The Party Committee has also developed 10 key programs for the 2015 - 2020 term, such as: Supplementing planning and striving to achieve 19 criteria in the mid-term on new rural construction; forming specialized areas (hilly areas to develop raw materials for paper, timber, cassava and livestock; primeval ironwood forests and Chua mountain range converted to special-use forests serving eco-tourism; midland areas, lakes and dams to develop vegetables, farms combined with livestock; plain areas to form model fields focusing on intensive investment in high-quality rice production...); managing and promoting architectural and artistic relics of Sung communal house, Lang Giap temple, temples and pagodas combined with the ecological environment of ironwood forests and Chua mountain range to serve the spiritual needs of the people, developing eco-tourism services...

To achieve the set goals, the Lang Thanh Commune Party Committee determined to continue to improve the leadership capacity and fighting strength of the Party organization, promote the management and operation role of the government, and do a good job of mobilizing the masses of the Fatherland Front and people's organizations. Promote internal resources, take advantage of investment support from superiors, focus on exploiting the potential available resources of the homeland; Accelerate growth rate and economic restructuring; increase investment in infrastructure construction; focus on comprehensive agricultural development and rural development associated with ecological environment protection; carry out hunger eradication and poverty reduction, take care of social security work, coordinate job creation, labor export, develop industries and services; develop synchronous culture and sports, improve the material and spiritual life of the people.
