Thanh Long Commune (Thanh Chuong): Determined to innovate thinking and doing

Comprehensive development

Located in Bich Hao area, Thanh Long commune (Thanh Chuong) is not favored by nature, production is difficult to be stable, difficult to change crops; infrastructure is poor, people's lives are difficult. These are factors that hinder the development of the locality; especially the education movement at each level such as preschool ranked 39/41 schools in the whole district or secondary school ranked 33/40 schools.

Comrade Tran Thi Hang - Secretary of the Commune Party Committee shared: Entering the 2015 - 2020 term, on the basis of the goals, targets and tasks set out by the Resolution of the Commune Party Congress; especially the general development of society, especially localities in the district, has urged the Party Committee, government and the entire political system in Thanh Long commune to consider and renew their thinking and perception, not to blame objective conditions for "staying in place" but to find solutions to rise up and surpass themselves.

Accordingly, many policies and plans associated with implementation solutions were discussed and re-discussed many times by comrades in the Standing Committee, Standing Committee, and Party Executive Committee of the commune to reach consensus before implementation.

The viewpoint of the Commune Party Committee is that "all policies and plans must first and foremost serve the rights and interests of the people".

From that perspective, during the past term, the Thanh Long Commune Party Committee has solved many core issues and motivations for local development. First of all, the school system, through calling on businesses and children far from home to support, together with the consensus and solidarity of the people to contribute money and effort, the two kindergartens and junior high schools have been successively completed in terms of facilities. When the facilities are completed, the schools also focus on building the quality of the staff, the quality of teaching and learning.

Thanks to that, the secondary school was recognized as meeting national standards in 2018 and the kindergarten was recognized as meeting standards in 2019. Notably, from a position near the bottom of the district, at the end of the 2018-2019 school year, the kindergarten rose to rank 1st and the secondary school ranked 3rd in the district's comprehensive movement. During the term, in order to create favorable conditions for people to exchange goods, at the same time encourage production and promote the non-agricultural economy, the Party Committee and the local government have advocated and built a market for the locality.

Coming to Thanh Long today, we witnessed the emulation movement to build concrete roads being pushed up. To achieve this movement, according to comrade Tran Tri Tue - Chairman of the Commune People's Committee, in addition to stimulating demand through supporting cement according to the province's policy and allocating investment resources for building new rural areas; the Party Committee and the Thanh Long Commune government have known how to arouse the people's strength through promoting democracy at the grassroots level, properly implementing the motto "people know, people discuss, people do, people inspect and people benefit".

The commune also organized the selection of hamlet points and routes according to residential groups to focus on directing in a systematic manner, attaching the responsibility of cadres and civil servants in charge of hamlets together with party members in each party cell in propaganda, mobilization and direction. Thanks to that, although the income of the people is at a modest level, the construction of concrete roads has been contributed by every household; the lowest household is 5 million VND, the highest is more than 30 million VND. As a result, the concrete roads within hamlets and residential groups were discussed and directly built by the people themselves, with 12 km, and the commune's main axis system has been constructed on 3 routes with a total length of 5 km.

Along with the traffic routes, the system of cultural houses and cultural and sports facilities were built synchronously by the people's contributions in the hamlets. Along with that, the Party Committee and the government assigned responsibilities to mass organizations, especially the Association of the Elderly, the Women's Union, and the Youth Union as the core force to ignite and spread the movement of health exercises for the elderly, volleyball for women, and soccer for teenagers, becoming a daily movement among all classes of people...

In Thanh Long commune, the innovative thinking in production and finding ways to increase income is clearly defined. And in fact, the average income in Thanh Long commune in 2020 will reach 40 million VND/person/year, higher than the NTM standard. Or the economic restructuring has reduced the proportion of agriculture to 36% and increased industry, trade, services, especially labor export. Some new economic models have been formed such as sweet tangerine trees, green-skinned grapefruit, lily flowers, chicken farms; converting low-lying land to combine rice and fish; converting early spring peanut areas to produce goods.

In particular, since the beginning of the term, the criteria for building a new rural area have increased from 9 to 16, adding 7 criteria including: average income per capita; form of production organization; poverty rate of 2.19%; all 3 kindergartens, primary schools, secondary schools and medical stations meet standards. And currently, the Party Committee and people of Thanh Long commune are determined to bring the locality to the new rural area finish line by the end of 2020.

Innovation in thinking, way of thinking, way of doing

Based on lessons learned in leadership and direction as well as the results achieved in the 2015 - 2020 term, it is an important foundation and premise for the Thanh Long Commune Party Committee to continue to set directions and set development goals at a higher level in the 2020 - 2025 term.

Specifically, after achieving the NTM standards, the locality will continue to promote internal resources, mobilize external resources to invest in building infrastructure associated with improving the quality of NTM criteria, building advanced NTM communes. In economic development, pay attention to synchronous solutions, the fields of agriculture, industry - construction, services, trade; Take comprehensive care of the cultural - social fields, especially taking care of children's education, health as well as the spiritual life of the people; build a safe and healthy rural environment; Build a clean and strong Party organization...

To achieve the above objectives and tasks, comrade Tran Thi Hang - Secretary of the Commune Party Committee said that in the process of leadership and direction of the Party Committee and operation and management of the government, the participation of the Vietnam Fatherland Front and mass organizations will continue to focus on political and ideological work; promote the spirit of self-reliance; broad democracy, solidarity and high unity within the Party and the people.

To achieve this, the Party Committee, the government and the entire political system must truly be concerned and responsible so that each policy issued must be accurate; clearly identify the focus and key points in the direction; at the same time, promote the strength of the entire political system to participate synchronously on the basis of clear division of labor and work, taking work efficiency as a measure of the quality and capacity of each organization and individual.

Secretary of the Commune Party Committee Tran Thi Hang also emphasized: Regarding new issues, difficulties, obstacles in the locality or pressing issues among the people, the Party Committee, the government, the Fatherland Front and organizations in the political system will also continue to innovate thinking, approaches, mobilize collective intellectual strength, bring them up for discussion and thorough discussion within the Party, government and people to find a common voice in solving them, absolutely not avoiding them.

Today's results are the driving force for the Party Committee and people of Thanh Long to make determination, continue to innovate thinking, ways of thinking, and ways of doing to develop further in the new term 2020 - 2025 according to the ideology "Economic development is the focus, Party building is the key, culture is the spiritual foundation, both the goal and the driving force of development".
