The Prime Minister assigned the Minister of Planning and Investment to develop the Operating Regulations of the Socio-Economic Subcommittee.

The Government Office has just announced the conclusion of Prime Minister Nguyen Xuan Phuc, Head of the Socio-Economic Subcommittee, at the first meeting of the Subcommittee.

According to Decision No. 150-QD/TW dated October 26, 2018 of the Central Executive Committee, the Socio-Economic Subcommittee is tasked with summarizing the implementation of the 10-year Socio-Economic Development Strategy 2011-2020, developing the 10-year Socio-Economic Development Strategy 2021-2030 and developing a Report on the 5-year Socio-Economic Situation 2016-2020, the 5-year Socio-Economic Development Plan 2021-2025 to submit to the 13th National Party Congress.

These are particularly important documents, providing strategic directions for the country's development in the next decade and the following period. Therefore, all members of the Subcommittee and all levels and sectors need to focus on implementation and make the greatest efforts to best complete the assigned tasks.

The Prime Minister and Head of the Subcommittee assigned the Ministry of Planning and Investment as the assisting and standing agency of the Subcommittee to be responsible for carefully studying and completing the overall Program, implementation roadmap; Implementation plan and assigning specific responsibilities for related tasks; reporting to the Prime Minister and Head of the Subcommittee for discussion and consensus at the next Subcommittee meeting.

The Minister of Planning and Investment reports to the Prime Minister to decide on the establishment of the Standing Subcommittee consisting of the Prime Minister, Deputy Prime Ministers, Minister of Planning and Investment, Minister, Head of the Government Office and assign tasks to the Standing Subcommittee, submit to the Prime Minister before November 20, 2018.

Propose that relevant ministries, branches, localities and agencies send people to participate in the Editorial Team; report to the Prime Minister to decide to establish an Editorial Team headed by the Minister of Planning and Investment, members are representatives of leaders (at the Deputy Minister level) of Central Committees, Ministries, branches and Chairmen/Vice Chairmen of Provincial People's Committees of some localities, representatives of research agencies, scientists and representatives of leaders of the support units of the Editorial Team Leader at the Ministry of Planning and Investment and the Government Office. In which, clearly stipulate specific tasks, working methods, organization of the Editorial Team, assign tasks into groups, each group includes a Group Leader and members responsible for a number of areas of work and appropriate tasks. Submit to the Prime Minister before November 20, 2018.

The Prime Minister also assigned the Minister of Planning and Investment to develop the Operating Regulations of the Socio-Economic Subcommittee and the Operating Regulations of the Editorial Team, and submit them to the Prime Minister for signing and promulgation in November 2018. This includes assigning tasks and defining the responsibilities of each member, organization, and individual involved; clearly defining work requirements, products, and specific implementation roadmap.

The Prime Minister and Head of the Subcommittee requested each member of the Subcommittee and requested relevant levels, sectors, organizations and individuals to focus on researching and innovating methods, approaches and content; focusing on summarizing and carefully evaluating practices, achievements, shortcomings, limitations and causes, lessons learned; analyzing the international and domestic context; closely coordinating with domestic and international research agencies; widely soliciting opinions from people and businesses; closely coordinating with other Central Subcommittees, especially the Document Subcommittee; regularly soliciting opinions from Party and State leaders; proposing strategic orientations, tasks and breakthrough solutions to promote socio-economic development in the coming time to include in documents and materials submitted to the 13th National Party Congress./.
