Building traffic culture associated with enhancing the responsibility of public servants

(Baonghean) - Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Traffic Safety Committee gave an interview to Nghe An Newspaper on the occasion of launching the Traffic Safety Year 2016.

PV:In 2015, Nghe An was one of the provinces with a decrease in traffic accident rate in all 3 criteria. Could you please tell us about the solutions and outstanding results in ensuring traffic order and safety in our province in recent times?

Comrade Nguyen Xuan Duong:Based on the deep awareness that traffic accidents are a danger threatening the lives, health and happy, peaceful life of the people, in 2015, the Provincial People's Committee issued 5 directives, 17 decisions, 7 telegrams, 12 plans and many other documents to direct the synchronous and drastic implementation of the task of ensuring traffic order and safety, with many positive solutions right from the beginning of the year, with the determination and efforts of the entire political system.

In particular, the Provincial People's Committee has focused on directing the propaganda and dissemination of laws on traffic safety and order to innovate in content and methods, diversify forms to all classes of people, contributing to raising awareness of self-compliance with the law of traffic participants. The work of ensuring traffic infrastructure safety has been directed with attention. In 2015, the province has promoted investment in upgrading and constructing new and soon put into use many important traffic works such as: National Highway 1A, railway overpasses, Khe Ang bridge, Tay Nghe An road, Quan Hanh-Quan Banh residential road...

Patrolling, controlling and handling of violations were focused on and resolutely directed, initially promptly preventing violations of traffic safety laws, contributing to curbing traffic accidents. Thanks to that, in 2015, traffic accidents in Nghe An province decreased compared to the same period in 2014 (3 fewer cases, 8 fewer deaths, 15 fewer injuries). There were 6 localities with a decrease in the number of traffic accidents in all three criteria: Quynh Luu, Con Cuong, Tuong Duong, Nghia Dan, Quy Chau and Cua Lo.

But besides that, we must also frankly admit that the direction and implementation of tasks to ensure traffic order and safety in some localities and units is not resolute and not regular; the handling of black spots, potential traffic accident spots, and traffic congestion prevention is slow to be implemented; violations of traffic order and safety laws still occur frequently. There are still localities where traffic accidents increase in all three criteria such as: Dien Chau, Thai Hoa, Que Phong...

The reason is that the awareness of traffic safety law compliance of some traffic participants is still limited, many of whom intentionally violate the law; traffic infrastructure has not met the requirements and is not commensurate with the rapid development of means of transport.

PV:Recently, the Provincial People's Committee issued Official Dispatch No. 19 to rectify traffic safety and order in the whole province. Could you please tell us the basic content of this Official Dispatch?

Comrade Nguyen Xuan Duong:In recent times, traffic safety in the province has been rectified, but there are still cases of encroachment on roadsides for business purposes, especially on roads near markets and commercial centers, which often occur... causing disorder in traffic safety and traffic congestion on many roads and intersections. In fact, there have been a number of serious traffic accidents causing great loss of life and property of the people, caused by encroachment on roadsides and sidewalks.

Implementing the Official Dispatch No. 25 of the National Traffic Safety Committee and strengthening the work of urban beautification, ensuring traffic order and safety during Tet, the Provincial People's Committee issued Official Dispatch No. 19 requesting localities and units to develop specific plans, assign forces, especially assigning responsibility to local leaders in leading, directing and effectively implementing to restore traffic order and safety in the whole province. In which, it requires clearing the traffic safety corridor violations before January 30, 2016.

PV:To effectively implement the work of ensuring traffic order and safety in 2016, what directions has the Provincial People's Committee given, comrade?

Comrade Nguyen Xuan Duong:In 2016, we need to continue to promote the implementation of Directive No. 18 of the Central Party Secretariat and Directive No. 12 of the Standing Committee of Nghe An Provincial Party Committee on strengthening the Party's leadership in ensuring traffic order and safety. In that spirit, the People's Committee of Nghe An province has issued a plan to ensure traffic order and safety in 2016 with the theme "Building a traffic culture associated with enhancing responsibility and tightening discipline of public servants".

With the aim of improving the effectiveness of state management in ensuring traffic order and safety, enhancing the role and responsibility of party committees at all levels, heads of relevant departments, branches, sectors, mass organizations, political and social organizations; strengthening state management of traffic; promoting the combined strength of the entire political system in ensuring traffic order and safety, associated with the mass movement to build a cultural life in residential areas; raising awareness and self-consciousness of law compliance of traffic participants, building traffic culture in the community...

We also require departments, branches, organizations, and localities to deploy solutions in a more synchronous, stronger, effective, practical, and long-term manner. Develop a specific implementation plan for each task and activity, in accordance with the practical conditions of the locality and unit, absolutely avoid formalities, thoroughly practice thrift. Organize implementation resolutely from the provincial to district and commune levels right from the first month, the first quarter, and the whole year of 2016.

The goal is to reduce by 5-10% the number of traffic accidents, deaths and injuries due to traffic accidents; to prevent traffic jams in Vinh city and key routes and areas across the province.

PV:As Head of the Provincial Traffic Safety Committee, what message do you want to send to the community about compliance with traffic safety order?

Comrade Nguyen Xuan Duong:For the health, life and happiness of every person, we hope that every citizen, every family and the entire community will raise their sense of responsibility, strictly comply with the regulations of the law on traffic safety and order, and always remember when participating in traffic "Traffic safety is the happiness of every family".
