According to information from the Vietnam Register, the Vietnam Register has updated and posted a list of all expired vehicles and vehicles with expired registration on the website for people and authorities to look up.

Legal sanctions for using expired vehicles or vehicles with expired registration are quite comprehensive, such as: fines, revocation of driving licenses and confiscation of expired vehicles, but violations are still complicated.

Currently, localities have 186,000 cars that have expired their usage period, but in reality, many of these cars are still participating in traffic, evading and floating around. In addition, more than 200,000 cars do not comply with periodic inspection. These are common, serious violations and pose a direct risk of causing traffic accidents.

“The Vietnam Register needs to have new solutions and approaches to solve the above problem; proactively request the district authorities and equivalent units where there are expired vehicles and vehicles with expired registration to manage them according to their authority. If the sanctions are not deterrent enough, it can be proposed to increase them,” Minister of Transport Nguyen Van The requested.

In particular, the head of the transport sector said that there is a gap in state management of the quality of automobiles between two inspection periods. Because after the inspection is completed, the maintenance of quality is done by the vehicle owner himself, but there is no mechanism to monitor whether the vehicle maintains technical safety and environmental protection quality or not.

The Minister raised the question, if the vehicle owner rents standard spare parts for inspection, then after the inspection is completed, they remove them, how will it be controlled? Or after the inspection, the vehicle owner neglects to maintain the quality, what will happen? If the Vietnam Register suspects that there is such a thing, can it directly go down to inspect and handle the violation?

Previously, according to the report of the Department of Vehicle Registration, as of June 1, the whole country had 205,058 cars that had expired inspection for 30 days or more. If the car owners still use the cars on the road, it will potentially cause a very high number of traffic accidents.

To date, the whole country has 186,883 cars that have expired, including 138,510 cargo vehicles and 48,373 passenger vehicles (in 2017 alone, there were 24,264 cars that had expired, including 21,651 cargo vehicles and 2,613 passenger vehicles).
