Consider allowance regime for non-professional cadres at commune and hamlet level

(Baonghean.vn)- Voters in some localities have proposed to review and re-evaluate the implementation of Decision No. 14 dated January 27, 2014 of the Provincial People's Committee on the number, positions and allowances for non-professional workers in communes, wards, towns, hamlets, blocks and villages. Currently, there are a number of positions belonging to organizations in wards, communes, blocks and villages who have worked for a long time but do not receive allowances; some positions have low allowances...

Regarding this issue, the competent authority responded as follows:

- Currently, the policy regime for non-professional workers is being applied according to Resolution No. 117/2013/NQ-HDND dated December 13, 2013 of the Provincial People's Council, Decision No. 14/2014/QD-UBND dated January 27, 2014 of the Provincial People's Committee on the number, titles and allowance levels for non-professional workers in communes, wards, towns and hamlets, blocks and villages in Nghe An province.

- Regarding the contents of voters' reflections related to the policy of deputy-level cadres for other organizations in the commune and hamlet. In the coming time, in conjunction with the implementation of Plan No. 199-KH/TU dated July 23, 2015 of the Provincial Party Committee on the implementation of Resolution 39-NQ/TW dated April 17, 2015 of the Politburo, the Party Committee of the Provincial People's Committee will advise on allocating funds to pay allowances to non-professional workers at the commune, hamlet, block and village levels.

The Department of Home Affairs will continue to study and coordinate with relevant departments, branches, sectors and localities to advise the Provincial People's Committee to amend and supplement Decision No. 14/2014/QD-UBND in the spirit of allocating operating expenses so that localities can proactively arrange the number and pay allowances for non-professional workers at the commune, hamlet, block and village levels.
