In Ha Tinh, there was a case where a civil servant who resigned during the process of restructuring the apparatus and streamlining the payroll policy received more than 550 million VND in policy support.
Implementing Resolution No. 164/2019 of the Provincial People's Council on a number of policies to support cadres, civil servants, public employees, workers, and part-time workers at the commune level in the process of restructuring the apparatus and streamlining the payroll of Ha Tinh province in the period of 2019 - 2021 and Decree 108/2014 of the Government on the policy of streamlining the payroll, according to statistics, in Ha Tinh there have been cases receiving maximum support of more than 550 million VND.
Specifically, according to statistics from the authorities, a civil servant working at the People's Committee of Thach Lien commune (Thach Ha district) resigned and received more than 574 million VND. Of which, the amount received according to Resolution 164 was more than 380 million VND and more than 194 million VND according to Decree 108.
Duc Tho district is the first locality in Ha Tinh to merge the organizational apparatus according to Resolutions No. 18 and 19 of the 6th Central Conference, Session XII.
Mr. Luong Quang Dien - Head of District and Commune Budget Department (Department of Finance) said: "As of December 23, the whole province had 129 commune-level cadres and civil servants enjoying the policy under Resolution 164 with a total budget of more than 17 billion VND. Also with policy 164, if counting 7 district-level cadres and civil servants and 48 non-professional commune-level workers who quit their jobs, the amount paid under Resolution 164 is more than 19 billion VND".
According to Resolution 164, the highest severance allowance for cadres is 311 million VND, the lowest is 10.4 million VND; while the highest severance allowance for civil servants is more than 380 million VND and the lowest is 23 million VND.
In addition, according to Decree 108, retired officials and civil servants will receive the highest support of nearly 200 million VND. It is known that the support amount is high or low depending on many factors such as salary coefficient, training level, number of years of work, etc.
Implementing the project to rearrange commune-level administrative units, by December 2019, Ha Tinh had 1,188 commune-level officials, civil servants and part-time employees retiring under the policy according to Resolution 164/2019/NQ-HDND of the Provincial People's Council.

Merging communes is a major policy, supported by cadres, party members and the entire population. Many cadres and civil servants have sacrificed their own interests to arrange and organize the new administrative unit.
However, at present, although the central and provincial policies have been somewhat encouraging, many cadres and civil servants have not yet boldly taken advantage of the policies to demonstrate their spirit as cadres and party members. Therefore, the surplus in communes is still a problem that needs to be solved for many years.
