Strictly handle violations of the Law on Domestic Violence Prevention

The report at the conference said that in order to implement the Law on Domestic Violence Prevention, over the past 10 years, departments, branches, units and localities in the province have focused on building and implementing national strategies and programs on domestic violence prevention.

At the same time, integrate the implementation content into the tasks of the Steering Committee "Family work", the Steering Committee "Movement for the whole people to unite to build a cultural life"; promote guidance on propaganda and education of good traditional cultural values ​​of Vietnamese families; integrate knowledge on family building; prevent and combat domestic violence in accordance with all levels and grades of education.

People's Committees at all levels have directed the implementation of extensive propaganda on policies and laws on family and family building among the people, focusing on propaganda work in disadvantaged areas, remote areas, industrial zones, and areas with high rates of domestic violence.

In addition, authorities at all levels and associations have actively implemented the construction of clubs and models for preventing and combating violence... Up to now, 430/480 communes, wards and towns have built models for preventing domestic violence.

Currently, the province has 525 officials in charge of family work and domestic violence prevention. There are 5,924 mediation teams with 38,630 mediators; 2,731 trusted addresses where victims of domestic violence can provide information or seek shelter when being abused.

However, up to now, domestic violence cases are still at a high level, a part of the people still have the mentality of "preferring men over women", not wanting to "show their backs", so the work of preventing domestic violence still faces many difficulties. According to statistics from localities, from 2009 to 2017, the whole province had 7,490 cases of domestic violence. Police units received, investigated and resolved domestic violence cases through 608 reports, of which 279 cases were mediated in the community; 266 cases were handled for administrative violations; 63 cases were prosecuted, 62 defendants were handled for criminal cases.

Also at the conference, delegates said that the reported cases of violence are much less than the actual cases, so in order to effectively prevent domestic violence, it is necessary to further promote the role of consulting groups and mediation groups in villages, hamlets, residential groups and residential clusters in the work of propagating and disseminating the Law on Prevention and Control of Domestic Violence.

In particular, localities need to organize reconciliation when domestic violence occurs; replicate good models and creative and effective methods to reduce domestic violence cases in the locality.

Concluding the conference, comrade Le Minh Thong requested departments and branches from the province to the grassroots level to continue advising the Provincial People's Committee on synchronous solutions in deploying and enforcing the Law; local Party committees and authorities need to step up propaganda work, proactively review, evaluate, develop programs and plans to implement the Law on Prevention and Control of Domestic Violence; and strengthen inspection and handling of violations of the Law.

He also requested that localities need to balance and spend local budgets on implementing the Law on Prevention and Control of Domestic Violence... towards achieving the goal of building a "prosperous, equal, progressive, happy and sustainably developed" family...

On this occasion, the Provincial People's Committee awarded Certificates of Merit to 26 collectives and individuals with achievements in implementing and enforcing the Law on Prevention and Control of Domestic Violence in the province in the period 2008-2018.
