Post-inspection handling of Golden City 10 Project in Vinh City

Accordingly, the Chairman of Vinh City People's Committee is assigned to advise the Chairman of the Provincial People's Committee to decide on administrative sanctions against the project investor (Golden City Joint Stock Company - CKV) in accordance with the provisions of Clause 8, Article 13 of Decree No. 121/2013/ND-CP dated October 10, 2013 of the Government before April 25, 2018;

Organize review, draw lessons, clarify the responsibilities of collectives and individuals due to shortcomings and defects in the management and implementation of the Project investment as stated in the inspection results (in Official Dispatch No. 200/TTr.NV3 dated April 9, 2018 of Nghe An Provincial Inspectorate), report to the Provincial People's Committee before May 15, 2018.

Assign the Chairman of Vinh City People's Committee to direct the People's Committee of Quan Bau Ward, specialized agencies, and units under the city to strengthen the management of the area, manage urban construction order, and resolutely not allow illegal construction to take place at projects in the area without permission from competent authorities.

Assign heads of relevant levels and sectors to seriously review, learn from experience, clarify the responsibilities of collectives and individuals due to shortcomings and defects in project investment management and implementation as stated in the inspection results, and report to the Provincial People's Committee before May 15, 2018.

On the side of Golden City Joint Stock Company - CKV, strictly comply with the sanction according to the decision of the competent authority regarding the violations stated in the inspection conclusion of the Interdisciplinary Inspection Team; complete the project procedures in accordance with the provisions of the Law, strictly prohibit the implementation of the project without being licensed by the competent authority as prescribed; comply with the provisions of the State and the law in implementing the investment of this project and other projects (if any), take full responsibility before the law if violations occur in the future.

After Golden City Joint Stock Company - CKV strictly implemented the decision to sanction administrative violations, the directors of the departments and branches: Finance, Planning and Investment, Construction, Natural Resources and Environment; Director of the Tax Department, based on their functions and tasks, guided the investor to complete the documents and procedures according to the law; conducted appraisals and advised the Provincial People's Committee to issue documents as a legal basis for the investor to continue implementing the Golden City 10 Residential Area Project at No. 7, Mai Hac De Street, Vinh City in accordance with the law./.
