The police identified the two ringleaders as Do Van Trong (born 1996) and Do Van Long (born 1987, both residing in Cao Thang ward, Ha Long city, Quang Ninh province).
Upon entering Nghe An, Trong and Long rented a motel in Thai Hoa town to disguise themselves as locals, making it easier to commit crimes. Faced with that situation, Nghia Dan District Police established Project 819M to combat and destroy this drug trafficking ring.
