(Baonghean.vn) - This move by the General Department of Vocational Education took place after a number of universities responded to the proposal to stop college enrollment.

On the evening of July 29, 45 universities on the list of universities proposed to stop enrolling in college programs received a new dispatch from the General Department of Vocational Education (Ministry of Labor, War Invalids and Social Affairs). This unit affirmed that universities will continue to proactively plan to enroll in college-level majors and occupations in 2019-2020 that have been granted in the certificate of registration for vocational education activities.

Of these 45 schools, three are in Nghe An, including Vinh Medical University, Vinh Technical Pedagogical University, and Vinh Industrial University. This move by the General Department of Vocational Education comes after a number of universities responded to the proposal to stop college enrollment from July 1.

Previously, as reported by Nghe An Newspaper, the General Department of Vocational Education sent a document to 45 universities requesting them to stop enrolling students in college and intermediate training programs. For courses enrolled before July 1, universities will continue to train until the end of the course and award graduation certificates according to regulations.

According to the General Department of Vocational Education, the above proposal is to implement the provisions of the Law amending and supplementing a number of articles of the Law on Higher Education, effective from July 1, 2019. Accordingly, higher education institutions only perform the function of training at higher education levels (including undergraduate, master's, and doctoral degrees). The Ministry of Education and Training is in charge of state management of universities, and the General Department of Vocational Education is in charge of state management of college and intermediate levels.

The above document surprised and disapproved many schools because they believed that both the Law on Higher Education and the Law on Vocational Education do not stipulate that universities are not allowed to provide college-level training.
