Pressure for innovation in railway traffic management and technology transfer

This is the key content mentioned at the Conference to collect comments on the Law on Railways (amended) and the Law on Technology Transfer (amended) organized by the Provincial National Assembly Delegation on the afternoon of April 13.
Delegates said these are important bills, directly impacting the promotion of socio-economic development during the renovation period.
Highly agreeing with the need to amend the current Railway Law, delegates contributed opinions related to issues such as: railway development policies; incentives and support in railway operations; railway traffic development planning; state management of railway operations; railway infrastructure; ensuring railway safety; urban railway business, etc.

Proposing to supplement more clearly and in detail the role of state management in railway activities, delegate Dang Hong Bac (Vinh Locomotive Enterprise) pointed out that in Clause 2, Article 21, which stipulates the responsibility for management and maintenance of railway infrastructure, only stipulates that the Ministry of Transport and the Provincial People's Committee perform state management tasks but has not specifically regulated the content of "management organization", "maintenance organization", "protection organization" of infrastructure, has not determined the method of state management agencies, asset management organizations, maintenance, and protection of infrastructure, nor has it clearly determined which activities are performed by the state and which activities are performed by enterprises.

Regarding the basic principles in railway operations, this delegate expressed his opinion that if Clause 3, Article 4 stipulates unified management of railway transport activities, Clause 4, Article 43 stipulates that railway infrastructure business enterprises must build their own train schedule. These provisions are contradictory.

Regarding the encouragement of technology transfer and development of the science and technology market. Delegate Lam Duy Thuong (Department of Agriculture and Rural Development) said that, in addition to encouraging businesses to apply and innovate technology, it is necessary to encourage individuals to participate in technology application.
