Valuable lessons to make 'extraordinary sessions' become normal activities of the National Assembly

On the afternoon of January 11, under the direction of Permanent Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly held an online plenary session. This was also the closing session of the first extraordinary session of the 15th National Assembly.

General Secretary Nguyen Phu Trong attended the closing session, along with leaders and former leaders of the Party, State and Fatherland Front through the periods.

The National Assembly passed 1 Law, 3 thematic resolutions, and 1 session resolution.

At the working session, the National Assembly heard the Reports on receiving, explaining and revising the Draft Resolution on Fiscal and Monetary Policy to support the Socio-Economic Recovery and Development Program; Draft Law amending and supplementing a number of articles of the Law on Public Investment, the Law on Investment under the Public-Private Partnership model, the Investment Law, the Bidding Law, the Electricity Law, the Enterprise Law, the Law on Special Consumption Tax and the Law on Civil Judgment Enforcement; Draft Resolution on investment policy for the North-South Expressway Construction Project in the Eastern Region for the 2021-2025 period; Draft Resolution on piloting a number of specific mechanisms and policies for the development of Can Tho city; Draft Resolution of the First Extraordinary Session of the 15th National Assembly.

As a result, through voting, 84.97% of delegates participating in the vote agreed and unanimously passed the Resolution on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program.

87.37% of delegates participated in the meeting and unanimously approved the Law amending and supplementing a number of articles of 9 Laws including: Law on Public Investment, Law on Investment under the public-private partnership model, Law on Investment, Law on Housing, Law on Bidding, Law on Electricity, Law on Enterprises, Law on Special Consumption Tax and Law on Civil Judgment Enforcement.

93.99% of delegates participated in approving and unanimously passing the Resolution on investment policy for the North-South Expressway Construction Project in the Eastern region for the 2021-2025 period.

92.79% of delegates participated in approving and unanimously passing the Resolution on piloting a number of specific mechanisms and policies for the development of Can Tho City.

The National Assembly also passed the Resolution of the First Extraordinary Session of the 15th National Assembly with 94.59% of delegates participating in the meeting in agreement and approval.

Create new momentum, new opportunities, successfully achieve goals for the entire period 2021-2025

In his closing speech, National Assembly Chairman Vuong Dinh Hue emphasized that the first extraordinary session had many extremely important contents not only for 2022 but also for the 2021-2025 period and the following years. The session received the attention of compatriots, voters, public opinion at home and abroad, and the business community. In particular, the impact of the COVID-19 pandemic over the past 2 years has severely affected all aspects of economic and social life; production and business activities of enterprises, the lives of people and workers have encountered many difficulties, the speed of economic recovery is still slow, and there is a risk of missing the pace with the world economy.

In that situation, the National Assembly needs to have timely decisions to institutionalize and concretize the Party's policies and the National Assembly's Resolutions on economy, society, finance and budget to support the COVID-19 Prevention and Control Program and the Socio-Economic Recovery and Development Program, meeting the urgent needs of the country, businesses, livelihoods and lives of the people.

The National Assembly Chairman said that with nearly 1,100 delegates speaking through 3 group discussion sessions and 3 online plenary sessions, the National Assembly delegates focused on research, discussed enthusiastically, and contributed many profound, dedicated, quality, and constructive opinions; the National Assembly agencies, the Government, and relevant agencies made maximum efforts, working day and night, to synthesize, absorb, and fully and seriously explain the delegates' opinions so that the National Assembly could consider and vote to pass 1 Law, 3 thematic Resolutions, and 1 session resolution.

Emphasizing the importance of the Resolution on fiscal and monetary policies to support the Socio-economic Recovery and Development Program, National Assembly Chairman Vuong Dinh Hue highly appreciated the preparation work of the National Assembly Standing Committee, the Government, the Prime Minister, and the National Assembly agencies who highly agreed on the issuance of a Resolution on fiscal and monetary policies with a scale of about VND 350,000 billion to proactively prevent and control the COVID-19 pandemic and provide timely support for socio-economic recovery and sustainable development.

Regarding the investment policy for the North-South Expressway Construction Project in the Eastern Region for the 2021-2025 period, the National Assembly and its deputies spent a lot of time discussing and giving opinions on the necessity of investing in the construction of the project, the suitability of the project for the strategy and socio-economic development plan...

On that basis, the National Assembly unanimously approved the Resolution on the investment policy of the Project using public investment capital, with a preliminary total investment of VND 146,950 billion, with a scale of 729 km on the sections of Ha Tinh - Quang Tri, Quang Ngai - Nha Trang and Can Tho - Ca Mau, including 12 component projects that can be operated and exploited independently, aiming to connect economic and political centers, key economic zones and industrial parks, especially key economic regions, enhance the competitiveness of the economy, gradually complete the synchronous infrastructure with modern works, create a spillover effect to promote socio-economic development and ensure national defense and security, contributing to the successful implementation of the socio-economic development goals and strategies set out in the Resolution of the 13th National Party Congress...

In order for the Resolutions of the First Extraordinary Session of the 15th National Assembly to come into effect, National Assembly Chairman Vuong Dinh Hue suggested that, immediately after the session, the Government, the Prime Minister, the National Assembly Standing Committee, the Nationalities Council, the National Assembly Committees, all levels, sectors, agencies in the state apparatus, the National Assembly delegations, and the National Assembly deputies urgently organize the rapid and timely implementation of the Laws and Resolutions that have just been passed so that they can soon be effective and come into effect.

"With the successful organization of the first extraordinary session, we have learned valuable lessons so that "extraordinary" sessions become "normal" activities of the National Assembly to promptly meet the urgent demands of reality. The spirit and results of the first extraordinary session of the 15th National Assembly have created new momentum and new opportunities. Together with newly issued policies, the drastic management of the Government, the participation of all levels, sectors and the entire political system, the support and consensus of the people and the business community, we believe that we will successfully carry out the socio-economic development tasks in 2022 and the entire 2021-2025 period," National Assembly Chairman Vuong Dinh Hue believed.
