Article by General Secretary and President Nguyen Phu Trong on preparations for the 13th National Party Congress

For nearly a century now (90 years since the Party was founded), for our country, every time we organize and carry outThe National Party Congress is considered a major event of historical significance, marking a new step in the country's development.

The 13th National Congress of the Party takes place in the context of the world and regional situation having very rapid, complicated and unpredictable developments; the country is facing many advantages, opportunities and difficulties, challenges with many new issues; our cadres, party members and people place their hopes on the correct, strong and wise decisions of the Party.

With the motto: Solidarity - Democracy - Discipline - Creativity - Development, the Congress not only reviews the implementation of the Resolution of the 12th National Party Congress but also looks back at 35 years of carrying out the renovation process, 30 years of implementing the 1991 Platform, 10 years of implementing the Platform (supplemented and developed in 2011), the Socio-Economic Development Strategy 2011 - 2020; sets out directions and tasks for the 2021 - 2026 term, determines goals and directions to 2030 (the 100th anniversary of the Party's founding) and the vision for national development to 2045 (the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam).

Therefore, this will certainly also be an important milestone in the development process of our Party, our people, and our country, with the meaning of orienting the future, continuing to comprehensively and synchronously promote the process of innovation, integration, and national development.

The draft documents submitted to this Congress have been and are being prepared in a very elaborate, methodical and thoughtful manner; thoroughly grasping the principle of combining theory and practice, steadfastness and innovation, inheritance and development; on the basis of maximizing democracy, listening to the contributions of scientists, cadres, party members and people; selecting, refining and referring to dedicated and responsible proposals; crystallizing the intelligence and creativity of our entire Party, people and army.

The political report is the central document of the Congress, together with the Report summarizing the implementation of the 10-year socio-economic development strategy 2011 - 2020, building the 10-year socio-economic development strategy 2021 - 2030; Report evaluating the results of implementing the 5-year socio-economic development tasks 2016 - 2020 and the directions and tasks of socio-economic development for the 5-year period 2021 - 2025; Report summarizing the work of Party building and implementation of the Party Charter.

The documents submitted to the Party Congress have demonstrated the major viewpoints, policies and directions, showing the Party's vision and strategic thinking, the nation's development aspirations and the political determination of the entire Party, people and army in the cause of building and firmly defending our beloved Socialist Republic of Vietnam, a rich people, strong country, democracy, fairness and civilization.

The recent grassroots and grassroots congresses have thoroughly discussed all draft Congress documents. I understand that the contributions are very rich, diverse, multi-dimensional, from different perspectives and approaches. The Document Subcommittees have synthesized and absorbed, supplemented and completed the reports. At the congresses of the Party Committees directly under the Central Committee and the National Congress of Delegates, delegates and delegations will certainly continue to participate in the discussions. I will not present each report content again, but will mention general issues of a general, synthetic nature, suggesting some more major and important issues to continue to seek opinions from the Congress.

I- Looking back at the 12th Congress term, we are pleased to see that our entire Party, people and army have promoted the spirit of solidarity, demonstrated courage, intelligence and creative efforts, overcome many difficulties and challenges, successfully implemented key goals and tasks, and achieved many very important achievements; the country continues to develop rapidly and quite comprehensively, with positive changes, with many outstanding marks:

- In the context of the global economic and trade downturn, then falling into a serious crisis due to the impact of the Covid-19 pandemic, our country's economy still maintains a fairly high average growth rate (reaching about 6%), being one of the fastest growing economies in the region and the world.

Growth quality has improved; the macro economy remains fairly stable; major balances of the economy have been basically ensured; financial and state budget discipline have been strengthened. Social investment and production and business capacity have increased sharply. The potential, scale and competitiveness of the economy have continued to be raised one step further. Society is basically stable, people's lives have been increasingly improved (the poverty rate has decreased from 58% (in 1993), 9.88% (in 2016) to below 3% in 2020). The fields of social security, health care, education - training, science - technology, environmental resource protection, cultural development, building Vietnamese people, etc. have many positive changes, with some quite prominent aspects.

- The work of building and rectifying the Party and the political system has received special attention and been carried out comprehensively in all aspects of politics, ideology, ethics, organization and cadres, creating outstanding impressions. The work of fighting against corruption, negativity and waste has changed dramatically, been implemented resolutely, systematically, in depth, had breakthroughs and achieved many specific, clear and positive results.

The situation of corruption, negativity, degradation, self-evolution, and self-transformation within the Party and the political system has been gradually controlled. Many economic and corruption cases, especially major and serious cases, have been discovered, investigated, prosecuted, prosecuted, and tried strictly, without any forbidden areas or exceptions, creating a great deterrent and warning effect, and have been welcomed, highly appreciated, and supported by cadres, party members, and the people.

- In the face of complicated developments in the world and the region, hostile forces have intensified their sabotage, our country's defense and security continue to be strengthened. Political security, social order and safety are maintained. Foreign affairs and international integration activities are promoted, constantly expanded and deepened, contributing to consolidating a peaceful and stable environment for development; resolutely and persistently maintaining the independence, sovereignty, sovereign rights, unity, territorial integrity and strategic interests of the country; Vietnam's prestige and position in the international arena are constantly enhanced.

- In particular, in 2020, thanks to the sharp and correct leadership of the Party and State; the drastic and timely direction and management of the Government; the synchronous and active participation of the entire political system; the consensus, response and strong support of the people nationwide and our compatriots abroad, we have controlled, basically controlled and prevented the spread of the Covid-19 pandemic in the community, minimizing the damage and losses caused by the epidemic, ensuring social security and welfare for the people; gradually restore production and business, strive to complete at the highest level the socio-economic development tasks of 2020 and the entire 2016-2020 period. Vietnam has become a bright spot in successfully controlling and preventing the Covid-19 pandemic, recognized and highly appreciated by the world, contributing to enhancing people's trust in the Party, State and socialist regime.

The achievements over the past 5 years have both objective and subjective causes, the most important of which are the correct leadership and direction of the Central Executive Committee, the Politburo, the Secretariat and Party committees at all levels in implementing the Resolution of the 12th National Congress, promptly and effectively resolving many new issues arising in practice; the sharp and drastic management and administration of the Government and authorities at all levels; the efforts to innovate the content and methods of operation of the National Assembly; the solidarity, unity and synchronous coordination of the entire political system; promoting the tradition of patriotism and the strength of great national unity; the efforts of the contingent of cadres and Party members; the spirit of active, creative and responsible work of the people; the trust, consensus and support of the international community.

Those achievements are the crystallization of creativity, the result of a process of continuous and persistent efforts over many terms of our entire Party, people and army; contributing to creating great and historically significant achievements of our country.

I have said many times that, with all modesty, we can still affirm: Our country has never had such a foundation, potential, position and international prestige as today. From a small, poor, backward, very low-level country, almost no name on the world map, today Vietnam has risen to become a country with a population of nearly 100 million people, developing, with average income, having relations with most countries in the world, participating in most international organizations and being a member, a reliable and responsible partner of the international community.

Saying this will give us more confidence, excitement and pride, continuing to affirm that our path forward is correct, in accordance with objective laws, in accordance with Vietnam's reality and the development trend of the times; our Party's guidelines are correct and creative; the Party's leadership is wise, the leading factor deciding all victories of the Vietnamese revolution; the Party's political platform continues to be the ideological and theoretical flag leading our nation to firmly promote the renovation process; is the foundation for our Party to continue to perfect the guidelines for building and defending the Fatherland in the new period.

Five years of implementing the Resolution of the 12th Party Congress is a very vivid and rich hot reality for us to continue to affirm, supplement and deepen the lessons learned from previous terms:

The first,The work of Party building and rectification (organizational building, human building) must be implemented comprehensively, synchronously, and regularly in terms of ideology, politics, ethics, organization, and cadres. Being steadfast and firm on the Party's ideological foundation goes hand in hand with building the Party's apparatus and the entire political system to be truly streamlined and operate effectively and efficiently.

Deeply imbued with President Ho Chi Minh's teachings "cadres are the root of all work", "all successes or failures are due to good or bad cadres". Therefore, organizational and cadre work must be a breakthrough, the "key" of the "key" task, related to the survival of the Party, the fate of the regime; the rapid and sustainable development of the country. It is necessary to pay special attention to building and purifying the cadre team, especially building a strategic-level cadre team with sufficient qualities, capacity and prestige, equal to the task; promote the responsibility of setting an example for cadres and party members; the higher the position, the more exemplary one must be.

Wednesday,In ensuring national defense, security and foreign affairs, we must proactively study, grasp and accurately forecast the situation, proactively have response plans, avoid being passive and surprised; properly and effectively handle relations with major countries, strategic partners, traditional friendly countries and neighboring countries; pay attention to enhancing the prestige and image of the country, while being extremely vigilant against the increasingly sophisticated and sinister plots and tricks of hostile, reactionary and opportunistic political forces that are always actively opposing our Party, State and people, especially in the political and ideological fields.

Thursday,In all work of the Party and State, always identify "people as the root", truly trust, respect and promote the people's right to mastery; persistently implement the principle: "people know, people discuss, people do, people inspect, people supervise, people benefit". People are the center, the subject of the innovation process; all policies and guidelines must truly originate from the aspirations, rights and legitimate interests of the people.

The Party must take full and deep care of the people's lives and interests; build a close relationship with the people; rely on the people to build the Party; take work results, satisfaction and trust of the people as important criteria to evaluate the quality of the organizational apparatus and the quality of cadres and Party members.

To strengthen the people's trust in the Party, we must resolutely and actively purify the Party's cadres, overcome the phenomena of decline and degeneration in the qualities and lifestyles of a number of cadres and Party members, consolidate and build truly clean and strong Party organizations, making the Party truly a leader and a truly loyal servant of the people.

Those valuable lessons are an important basis for our Party to continue to apply and promote in leadership and direction, helping us gain more courage and confidence in the face of many new and more serious difficulties and challenges due to the impact of the Covid-19 pandemic and the global economic recession as we enter the 13th tenure.

II- On the direction and tasks of the 13th Congress term and the upcoming period:It is forecasted that in the coming years, the international and regional context will continue to have many complex, rapid and unpredictable changes. Under the impact of the Covid-19 pandemic, the world has fallen into a serious crisis in many aspects, including health, economy, society and governance. Strategic competition, economic competition, and trade wars continue to be fierce. The Fourth Industrial Revolution is developing strongly, creating breakthroughs in many fields, creating both opportunities and challenges for all countries. Countries are making efforts to adjust their development strategies and methods to adapt to the new situation. The Asia-Pacific region has an increasingly important strategic position. In Southeast Asia, the security environment and the situation of sovereignty disputes in the East Sea continue to be complicated. Climate change, natural disasters, epidemics and other non-traditional security issues are increasingly having strong and multi-faceted impacts, seriously threatening the stable and sustainable development of the world, the region and our country.

Meanwhile, despite achieving very proud results, our country still faces many difficulties and challenges. Economic growth is not commensurate with its potential. After the first 4 years of continuous high growth, in 2020 it declined sharply, possibly only 3%; quality is still low and is facing many negative impacts of the Covid-19 pandemic. The autonomy and resilience of the economy are not high. The state economy, especially state-owned enterprises, are still operating inefficiently and are facing many difficulties and bottlenecks.

The domestic private economy and the economy with foreign investment capital have developed rapidly but are not yet truly sustainable. State leadership and management of the socio-economy, ensuring political security, social order and safety, and protecting environmental resources still have many shortcomings, causing social outrage. The struggle to protect national sovereignty and territorial integrity is still complicated. The historical values ​​and cultural traditions of the Vietnamese nation and people have not been fully promoted. Institution-building capacity is still limited; the quality of laws and policies is still low. The leadership capacity and methods, and fighting strength of many party organizations and party members are not up to the task.The mechanism for controlling power in the Party and State is not yet complete and consistent; its effectiveness and efficiency are not high.

These difficulties, limitations and shortcomings require the entire Party, the entire people and the entire political system of our country to be highly determined, make greater efforts and take more drastic actions to overcome them. Continuing to promote the renovation process, our Party must be truly steadfast, maintain its revolutionary and scientific nature, be closely attached to the people, be trusted and loved by the people, to overcome all difficulties and challenges, and lead the successful implementation of the goal of building and defending the socialist Vietnamese Fatherland.

The guiding ideology of our entire Party, people and army is to firmly adhere to and creatively apply and develop Marxism-Leninism and Ho Chi Minh Thought; firmly adhere to the goal of national independence and socialism; firmly adhere to the Party's renewal policy to build and defend the socialist Fatherland of Vietnam. This is a matter of vital significance to our regime, the solid foundation of our Party, and does not allow anyone to waver or waver.

It is necessary to grasp and handle well the relationship between steadfastness and innovation, and apply creativity. If we only "steadfastly" mechanically, it will easily lead to dogmatism, rigidity, and conservatism, but if we are not steadfast, but "innovate" without principles, it will also be very easy to fall into revisionism, deviate from the direction, and "change color". Therefore, it is necessary to clearly understand and correctly apply the dialectical method of Marxism-Leninism: Steadfastness must be associated with creativity, and creativity must be based on steadfastness that is consistent with reality, with the requirements of innovation, integration, and national development.

The overall strategic thinking for our country's development in the coming period is to develop rapidly and sustainably, ensuring close connection and synchronous implementation of tasks, in which: Socio-economic development is the center; Party building is the key; cultural development is the spiritual foundation of society; ensuring national defense and security is essential and regular.

The driving force and resources for national development in the new period are to strongly arouse the spirit of patriotism, the will of national self-reliance, promote the combined strength of the entire political system and of the culture and people of Vietnam; combine national strength with the strength of the times. That is the precious tradition of the nation that our Party has creatively applied during 90 years of leading the people to fight for national independence, unify the country and build socialism; it is extremely important when the country is at a historic turning point, needing to mobilize enormous material and spiritual resources to continue to break through and rise up.

Our recent prevention and control of the Covid-19 pandemic is a strong example affirming the superiority of our regime, the tradition of solidarity, patriotism, humanity and the indomitable will of our nation and people; we must never be complacent, subjective or negligent; the more difficulties and challenges arise, the more those qualities and traditions must be promoted and multiplied.

The decisive factor for the success of the cause of national construction and development and defense of the Fatherland is to strengthen Party building and rectification, improve the Party's leadership capacity, governing capacity and fighting strength; build a clean, strong, streamlined State and political system that operates effectively and efficiently; build a contingent of cadres and Party members, especially a contingent of strategic-level cadres, with sufficient qualities, capacity and prestige, equal to the task, and closely attached to the people.

With a genuine, clean, strong revolutionary party, with enough courage, intelligence, experience, and leadership prestige like our Party, and with the people's wholehearted trust and support, we will have great strength, overcome all difficulties and challenges, and no force can stop our nation from moving forward, creating new miracles in the cause of building and developing the country to become more and more dignified and beautiful as Uncle Ho always wished.

Promoting the will and strength of national unity, our upcoming Congress needs to have a vision beyond the mid-21st century: Striving to turn our country into a socialist-oriented developed country, setting specific goals and tasks to be completed for each stage; clearly demonstrating the inheritance and development, continuity and completeness in the process of building socialism in our country; being the heart, intelligence and belief, being "the Party's will, the people's heart" combined with the desire, aspiration and will to reach a bright future for the country and the entire nation.

The political report presented to this Congress sets out the general goals of: Improving the leadership capacity, governing capacity and fighting strength of the Party; building a clean and strong Party and political system in all aspects; consolidating people's trust in the Party, the State and the socialist regime; promoting creativity, will, aspirations for development and the strength of great national unity, combined with the strength of the times; comprehensively and synchronously promoting the cause of innovation, industrialization, modernization, rapid and sustainable development of the country; firmly defending the Fatherland, maintaining a peaceful and stable environment; striving to make our country a developed country with a socialist orientation by the middle of the 21st century.

On the principle of ensuring scientific, feasible and practical nature; inheriting and supplementing appropriately with changes in each stage of the country's development; at the same time referring to the experiences of other countries and the world's common development standards, we determine specific goals towards important development milestones of our country:

- By 2025: A developing country with modern industry, surpassing the low-middle income level.

- By 2030, the 100th anniversary of the Party's founding: A developing country with modern industry and high average income.

- By 2045, the 100th anniversary of the founding of the country: Become a developed, high-income country.

The general and specific goals set by the Congress are an extremely important basis for determining the direction, tasks, and solutions for national construction, development, and defense; ensuring consistency and feasibility, both meeting long-term requirements and having a focus and strategic breakthroughs that need to be prioritized for implementation; creating unity from awareness to action of the entire Party, people, and army in the period from now until the middle of the 21st century. Specifically:

One is,Continue to strongly innovate thinking, build and synchronously perfect institutions for sustainable development in economics, politics, culture, society, environmental protection, etc., unleash all potentials and resources, and create new momentum for the country's rapid and sustainable development. First of all, focus on comprehensively perfecting and synchronously the socialist-oriented market economic institutions on the basis of unified awareness that this is the general economic model of our country in the transition period to socialism.

Focus on building and perfecting institutions and policies to effectively and harmoniously resolve the relationship between the state, the market and society. In particular, it is necessary to create real institutional breakthroughs to solve practical, very practical and specific problems such as: Mobilizing, managing and effectively using resources for development, overcoming corruption, waste and negativity in the management and use of land, resources and public assets; accumulating and concentrating land for high-tech agricultural development; synchronous development and creating links between economic entities and types of production and business organizations; innovating and improving the operational efficiency of the state economic sector and state-owned enterprises; encouraging and facilitating the development of the private economy to become an important driving force of the economy; Removing the inconsistency, contradiction, and overlap in the development and implementation of laws, strategies, planning, and plans that are hindering the development and operation of a full, modern, and internationally integrated market economy.

Promote breakthroughs in building modern and synchronous infrastructure to create a foundation to promote the development of new industries and fields, especially the digital economy, digital society and digital government. Build a strong national industry; develop a large-scale commodity agriculture, applying high technology; strongly develop the service sector based on the digital economy and applying modern scientific and technological achievements.

Consistently implement the policy that science and technology is the top national policy, the most important driving force for developing modern productive forces, innovating the growth model, improving productivity, quality, efficiency and competitiveness of the economy. Create a strong breakthrough in developing human resources, especially high-quality human resources through fundamental, comprehensive and synchronous innovation in education and training; in which, focus on building synchronous institutions and policies, synchronously innovating goals, contents, programs, methods and approaches of education and training towards modernity, international integration, building a healthy educational environment, resolutely overcoming the disease of achievements, strictly handling negative aspects in education and training.

Third,Properly and fully implement the issue of sustainable social development management; harmoniously resolve the relationship of interests in society. Effectively handle the relationship between practicing democracy and strengthening the rule of law, ensuring social discipline. Ensure social progress and equity; focus on ensuring sustainability in population and development policies, social policies, especially social welfare, social security, human security, aiming at sustainable employment, developing a comprehensive social security system, moving towards universal coverage through reforming the multi-layered, sustainable social insurance system based on the contribution-benefit principle.

Building and promoting cultural values ​​and the strength of Vietnamese people; perfecting and implementing the building of a system of national values, a system of cultural values ​​and human standards associated with promoting the will, aspiration for development and the strength of Vietnamese people in the new era; implementing breakthrough and strong solutions to effectively prevent the degradation of morality and lifestyle, repel social negativity and social evils.

Four is,Implement foreign affairs activities synchronously, creatively and effectively; build a modern diplomacy for the benefit of the nation, taking people and businesses as the center of service; proactively and actively integrate comprehensively and deeply into the international community. Resolutely and persistently defend the independence, sovereignty, sovereign rights, unity and territorial integrity of the Fatherland; protect the Party, the State, the people and the socialist regime. Build a regular, elite, and gradually modern revolutionary armed force. Proactively prevent the risks of war and conflict early and from afar; detect early and promptly handle unfavorable factors, especially those that can cause mutations; fight to defeat all plots and activities of hostile forces.

Five is, strengthen the building and rectification of the Party, the State and the entire political system to be clean, strong, streamlined, and operate effectively and efficiently. Strengthen the protection of the Party's ideological foundation, resolutely and regularly fight against criticism and rejection of erroneous and hostile viewpoints; fight against, prevent and repel the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party.

Resolutely and persistently fight against corruption, waste, and negativity, with higher determination, stronger, more drastic, and more effective actions, with no forbidden areas or exceptions. Continue to focus on building a contingent of cadres at all levels, especially strategic cadres, with sufficient qualities, capacity, and prestige, equal to the task. Promote the spirit of self-cultivation, moral training, and responsibility to set an example for cadres and party members; the higher the position, the more exemplary one must be.

Combine strengthening discipline, the rule of law, and strict Party building with education and nurturing of personality and revolutionary ethics to effectively prevent and combat the diseases of individualism. Implement well the regulations on controlling power in personnel work, combating the abuse of positions and power. Strictly and synchronously handle both party discipline, administrative discipline, and legal handling of officials who violate the law. Strongly innovate and improve the effectiveness and efficiency of inspection, supervision, and party discipline work in the direction of close and synchronous coordination between inspection, examination, auditing, investigation, prosecution, and trial agencies and state management agencies, the Fatherland Front, and socio-political organizations.

The 35-year process of our country implementing the renovation process, 30 years of implementing the Platform, including 10 years of implementing the Platform (supplemented and developed in 2011), the Socio-Economic Development Strategy 2011 - 2020 and 5 years of implementing the Resolution of the 12th National Congress, shows that it is necessary to have a deeper understanding, continue to supplement, develop and improve the quality and effectiveness of resolving major ideological and theoretical relationships, propose policies, remove barriers and obstacles, continue to develop the country quickly and sustainably, especially focusing on better handling the relationships: Between innovation, stability and development; between economic innovation and political innovation; between following market rules and ensuring socialist orientation; between developing productive forces and gradually building and perfecting socialist production relations; between the state, the market and society; between economic growth and cultural development, social progress and justice, environmental protection; between building socialism and protecting the socialist Fatherland; between independence, autonomy and international integration; between Party leadership, State management and people's mastery; between practicing democracy and strengthening the rule of law, ensuring social discipline. These are major relationships that reflect dialectical laws, core theoretical issues on the renovation policy in our country, requiring the entire Party, the entire people and the entire army to fully perceive, truly absorb, thoroughly grasp and implement well and effectively.

The 13th National Congress of our Party is approaching. The workload is huge while time is running out. Party committees at all levels and members of the Party Central Committee must further enhance their responsibility to the Party and the people, striving to successfully complete the goals set out in the Resolution of the 12th National Congress and resolutions of Party congresses at all levels for the 2015-2020 term.

At this important moment, let us take to heart the teachings of beloved Uncle Ho: "The Party Congress is very important to the revolutionary future of our Party and our people. The Congress will make our already united Party even more united, our thoughts and actions even more unanimous". Let our entire Party, people and army be of one mind, join hands and hearts, prepare and conduct the 13th National Party Congress well, bringing the country into a new stage of development for the goal of "a rich people, a strong country, democracy, fairness and civilization", successfully realizing the wishes of great President Ho Chi Minh and the aspirations of the entire nation./.
