(Baonghean.vn) - As a district sharing a border with Laos, maintaining sovereignty and border security is always a top concern of the Party committees, authorities and forces in Ky Son with many effective and practical methods.

About 5 years ago, Ky Son district had many "hot spots" for drugs such as Muong Long, My Ly, Tay Son, Ta Ca... However, after 5 years of implementing Directive 05/CT-TU of Nghe An Provincial Party Committee "on strengthening the protection of sovereignty, border security and sea areas in Nghe An province in the new situation", Ky Son is no longer a "hot spot" for drugs.

Lieutenant Colonel To Van Hau - Head of Ky Son District Police said that, implementing Directive 05, together with all levels and sectors, Ky Son District Police actively advised the Standing Committee of the District Party Committee, People's Council, and People's Committee to direct departments, sectors, organizations, armed forces, Party committees, and authorities at all levels, mobilizing the combined strength of the entire political system to participate in the fight against crime. Thanks to that, the activities of all types of crimes and law violations in the district have been gradually controlled and pushed back. Up to now, there has been no more crime operating in the style of "mafia", crime of setting up camps to illegally buy and sell drugs in border areas with hot weapons like many years ago.

In recent times, Ky Son District Police have successfully established and broken many major cases, fighting against many dangerous criminals. Most recently, in Ta Ca commune, on June 16, 2021, the functional forces successfully broke Project 621C, arresting 2 subjects: Duong Van Sang, born in 1973, residing in Tam Lanh commune, Phu Ninh district, Quang Nam province; Nguyen Thi Van, born in 1980, residing in Ba village, Huu Kiem commune, Ky Son district for the act of "Illegal drug trafficking". The seized evidence included 1 heroin cake weighing 371g.

Lieutenant Colonel Thai Doan Thanh - Deputy Head of Ky Son District Police said: The two subjects were very reckless and daring. When they were discovered, they drove straight into the working group to escape and threw the drugs to deny their crime. Currently, the District Police Investigation Agency is continuing to investigate and handle the case. Project 621C is the result of coordination between forces directly monitoring the base, including the working group of Ky Son District Police, Nam Can International Border Gate Border Guard Station, Police of Na Ngoi, Nam Can, Nam Can communes (co-chairs) along with the Drug Prevention and Control Department of the Provincial Border Guard and the Drug Prevention and Control Team of the Provincial Customs Department.

In 2020, Ky Son District Police broke 20 special cases, arrested and handled 159 cases, 192 subjects. Of which, 150 cases with 175 defendants were prosecuted; 04 drug trafficking lines from Laos to Ky Son to other localities for consumption and 7 locations, 17 retail points were eliminated. More than 27 heroin cakes, 124,980 synthetic drug pills, 42 kg of crystal meth, 08 kg of Ketamine, 07 homemade guns, 01 grenade, 02 detonators, 46 bullets, 1 car, 20 motorbikes and many other exhibits were seized.

Implementing Directive 05/CT-TU, in 5 years (2016 - 2021), Ky Son district has also directed other forces such as Border Guard and Military to grasp the area, coordinate the fight, launch raids on all types of crimes, strictly carry out patrols, protect and maintain security and order in the border area. Accordingly, 85 criminal cases were discovered and arrested; 287 cases of violations of economic and environmental management order; 770 cases/888 subjects with drug trafficking and storage, seized evidence of more than 18 kg and 278 heroin cakes; 22 marijuana cakes; more than 384 thousand synthetic drug pills; 51.5 kg of crystal meth; 10 kg of Katemin, 95 kg of opium fruit. 189 households and 925 people were discovered migrating to Laos. In addition, the forces also handled 65 cases/125 subjects with illegal entry and exit; completed entry procedures and sent more than 6,450 people to quarantine according to procedures.

Focus on coordination

With the characteristics of a mountainous, remote, large natural area, rugged terrain, 11/20 communes sharing a border with Laos with a length of 203,409 km, bordering 4 districts and 3 provinces of Laos, keeping the border peaceful is extremely important. And to do that, according to the leaders of Ky Son district, it is necessary to mobilize the participation of the entire political system, especially the coordination between forces, organizations, unions and local authorities. "This is also one of the goals and requirements that are highlighted and emphasized in the direction of implementing Directive 05/CT-TU in Ky Son", said Secretary of Ky Son District Party Committee Vi Hoe.

Thanks to the smooth coordination, most localities in Ky Son have made remarkable progress in border security work. For example, in Na Loi commune, if before 2016 it was still a complicated area with many illegal immigration and drug crimes, now this situation has almost disappeared. According to Mr. Vi Van Khuon - Secretary of the Party Committee of Na Loi commune: That is thanks to the close coordination between associations, unions, armed forces stationed in the area as well as the government. Among them, there are many models and clubs operating effectively.

A typical example is the Women's Club participating in protecting border security sovereignty in Na Loi - one of the five clubs that the District Women's Union has coordinated with Border Guard Stations to build and maintain for the past five years, aiming to propagate and mobilize people and women members to participate in protecting the border, landmarks, fighting against all kinds of crimes, contributing to maintaining border security. The Youth Union has also built 11 "Youth Volunteers to Keep the Border Peace" clubs, and in five years has carried out more than 50 patrols and guard duty on the border and border landmarks. In particular, since 2020, the Covid-19 epidemic and African swine fever have been complicated, the Youth Union of communes have coordinated and participated with the functional forces on duty to prevent and control the epidemic, and mobilized people in border areas to strictly comply with regulations related to border security.

Party committees and authorities at all levels in Ky Son closely coordinated with border posts stationed in the area to mobilize people to participate in 104 groups participating in self-management of security and order in villages, 41 collectives self-managing border lines and landmarks to operate in a disciplined manner, thereby contributing to building a strong people's border defense posture. In addition, Ky Son has signed 15 pairs of villages with Laos; signed agreements between 2 Women's Unions, between 5 Border Posts and Lao border protection forces... At the same time, maintaining meetings twice a year with districts along the Vietnam - Laos border, creating conditions for authorities and people on both sides of the border to exchange experiences, grasp the security and order situation, and cooperate in crime prevention.

Secretary of Ky Son District Party Committee Vi Hoe said: In the coming time, Ky Son will continue to strictly implement Directive No. 05-CT/TU, Resolution 33-NQ/TW dated September 28, 2018 of the Politburo on "National border protection strategy in the new situation", Vietnam Border Law. In addition, it is associated with thoroughly implementing resolutions, directives, and plans of the District Party Committee and District People's Committee related to border work and the task of protecting border security and sovereignty to villages, hamlets, organizations and the masses. Thereby, helping each person to have a correct awareness of their responsibility in border protection work and building a strong border area in all aspects, meeting the requirements of border protection in the new situation.
