Stick to the resolution to create practical changes
(Baonghean) - After more than 2 years of implementing Resolution 06-NQ/HU of the District Party Committee on restructuring the agricultural sector, the production structure in this field of Nam Dan district has had many changes according to commodity production and value chains.
Identifying difficulties
According to the Standing Deputy Secretary of the Nam Dan District Party Committee - Comrade Nguyen Lam Son, the difficulty in implementing Resolution 06-NQ/HU of the District Party Committee is that farmers have not fully understood the purpose and requirements of restructuring the agricultural sector, have not changed their production habits, and livestock farming is still fragmented and small-scale.
The leadership role of some commune Party Committees is not strong enough to create a shift in restructuring the agricultural sector; the Party Committee and government have not yet oriented people to form high-tech agricultural production areas commensurate with their potential.
Finding businesses to cooperate in production, forming post-harvest processing facilities as well as building the brand of Nam Dan products is still limited...

Nam Dan was issued by the Prime Minister with the Pilot Project "Building Nam Dan district, Nghe An province to become a model new rural district in the direction of cultural development associated with tourism, period 2018 - 2025". To do that, according to comrade Nguyen Lam Son: "In parallel with other solutions, the district needs to continue to find solutions to direct Party committees at all levels to further promote their roles, focus on leadership, direct the restructuring of the agricultural sector, organize production, and effectively exploit the local potential".
The right move
After Resolution 06 of the District Party Committee was issued, on the basis of the approved new rural planning, the People's Committee of Nam Dan district followed the resolution, developed an implementation plan, specified the targets in each crop season, each year and each stage; established a steering committee, assigned cadres to direct the regions and points responsible for urging, directing production, promptly remedying and reflecting difficulties and problems in the implementation process at the grassroots level.

Every year, the district conducts a preliminary review and assessment of the results achieved, the shortcomings and weaknesses, and from there proposes effective solutions to direct the completion of the goals set out in the Resolution.
At the same time, the Party Committee and People's Committee of the communes develop specialized resolutions and implementation plans, assigning responsibilities to each cadre and Party member in mobilizing people to implement the goals of the Resolution.
In order to improve the efficiency of land use, the communes of Nam Loc, Kim Lien, Nam Xuan, Nam Thanh, Nam Anh, Nam Kim... have mobilized and created conditions for farmers to consolidate land, exchange plots, accumulate land, and form cooperatives such as: Nam Thanh Safe Vegetable Cooperative (2 ha), Nam Anh Vegetable and Fruit Cooperative (4 ha), Truong Thang Nam Loc Cooperative (1.5 ha), Thanh Nien Nam Dan Cooperative (1.5 ha). In addition, some communes such as Nam Thanh, Xuan Lam, Kim Lien, Nam Nghia, Hong Long have planned areas to call for businesses to lease land for high-tech agricultural production, with a lease term of 5 - 30 years, with a rental price of 40 - 50 million VND/ha/year.

To initially support farmers as well as cooperatives and cooperative groups producing safe vegetables, creating links to produce agricultural products in chains, in addition to the support fund, the People's Committee of Nam Dan district focuses on new rural career resources to support and encourage units and individuals to build initial facilities in model building with a total amount of nearly 1.3 billion VND; in addition, it also integrates support funds from programs and projects of the province.
Model diversity
Along the Lam River road, we visited the family of Mr. Nguyen Thanh Hai in Hamlet 7, Nam Tan Commune (Nam Dan), one of the pioneers in the agricultural production movement of the commune. When the Commune Party Committee had a policy of land contracting, Mr. Hai boldly took on the contract to utilize 3 hectares of ineffective alluvial land to create a model of a farm for growing crops and raising livestock. Along with growing fruit trees, he also raised chickens and pigs. There was no need to worry about output, the products were purchased directly by traders at the farm. Mr. Hai's family farm model brought in hundreds of millions of VND per year.

Now, many farming households in Nam Tan commune, thanks to the land conversion policy, have created a premise for farmers to develop their economy. On the commune's alluvial land, specialized vegetable and fruit growing areas have been formed, creating jobs and increasing income, helping farmers to stay attached to the fields.
The family of party member Ho Thi Thuan in hamlet 5, Nam Anh commune (Nam Dan) has 8 sao of rice fields, previously specializing in growing vegetables, but due to unstable markets, it often fell into a situation of good harvests and falling prices. In early 2018, Ms. Thuan decided to invest in renovating and planting nearly 300 Taiwanese guava trees. The advantage is that this guava variety can be harvested all year round, with many fruits, sweet, crunchy fruit, few seeds, favored by customers, easy to sell... the purchase price at the garden is from 25,000 - 30,000 VND/kg, much higher efficiency than other crops.

The introduction of guava trees to the fields of households in Nam Anh has affirmed the conversion and investment in the right direction, creating momentum for farmers in the area to follow suit, diversifying products in the direction of specialization, meeting the needs of consumers, and increasing income for rural residents. From the model of land conversion that brings high economic efficiency of these households, it opens up a new direction for the locality.
Secretary of the Party Committee of Nam Anh commune - comrade Ho Viet Hoang said, with an agricultural land area of 607 hectares, implementing Resolution 06, the Party Committee of Nam Anh commune has had leadership solutions, built key programs and projects to focus on implementation and create breakthroughs for sustainable development, in which special attention is paid to transforming the structure of crops and livestock, building specialized commodity cultivation areas with high economic value.
"To implement these policies, the role of exemplary grassroots cadres and party members "going first, doing first" is extremely important."

After 2 years of implementing Resolution 06, Nam Dan district has 3,890 hectares with an income of over 100 million VND/ha/year, an increase of 1,756 hectares compared to 2016. Initially, 5 fields were formed with links to enterprises that consume products in the chain; 9 models of high-tech application in production such as irrigation system application, construction of net houses, and membrane houses; 4 model fields on rice plants ensuring compliance with the criteria prescribed by the Provincial People's Committee.
