Firstly, although the economic growth rate is forecast to reach the target of 6.7%, especially since our growth does not rely on resource exploitation, such as coal and crude oil mining, it is worth noting that the growth rate depends heavily on the FDI enterprises which do not create much added value. Thus, it can be said that our current economic growth is still unsustainable.
Besides focusing on and promoting the development of the internal strength of the economy, the problem is how we continue to attract foreign investment and FDI capital to meet the requirements of development. We must select and choose effective investment projects, not attract them at all costs. At the same time, we must pay attention to avoid the situation where FDI enterprises report losses, transfer prices, and cause losses.
Second, voters are extremely concerned that the land management work of some localities currently still has many shortcomings and is lax, the transfer of land use purposes is not in accordance with regulations, the transfer of assets such as land use rights, assets attached to land of agencies, units of state-owned enterprises causes great losses.
Third, voters have repeatedly commented on the construction planning work in cities in recent times, which still has many shortcomings, especially the implementation of too many investment projects to build apartments in concentrated residential areas, creating pressure on traffic and major social issues, but up to now the situation has not been promptly rectified...
Fourth, currently, the implementation of investment projects in the form of BT contracts is being focused on, this is an investment form that plays an important role in infrastructure development. However, reality shows that the BT investment form is also very easy to be exploited and distorted. Therefore, it is recommended that the National Assembly and the Government need to have a full assessment of this public-private partnership model and have measures to promptly rectify the ineffective investment in the form of BT.
Voters are also upset and concerned that in our country today there are enough boards, platforms, and functional agencies to monitor and manage each field. However, most of the cases of law violations are discovered at the grassroots level, from the people and the press, especially when the incident is discovered to be quite serious, or in other words, the disease is already serious, we have to rush to handle the past.
Typical examples include illegal construction projects; huge bad debt in banks; widespread and wasteful investment, large construction debt; many investment projects showing signs of loss, poor quality, low efficiency; deforestation...
Therefore, it is recommended that the National Assembly and the Government have mechanisms to inspect and monitor to detect, prevent and promptly handle this "fait accompli" situation to minimize damage to state and people's assets.
