The Standing Committee of the Party Committee of Nghe An Provincial People's Committee discussed solutions to develop human resources with vocational skills.

Attending the meeting were comrades of the Provincial Party Executive Committee, Vice Chairmen of the Provincial People's Committee, members of the Provincial Party Executive Committee: Hoang Phu Hien, Phung Thanh Vinh; comrades of the specialized Deputy Secretaries of the Party Committee: Pham Tuan Vinh, Hoang Van Nhien, Chu Ba Long and comrades of the Standing Committee of the Party Committee, members of the Provincial Party Executive Committee.

Proposal to remove difficulties and improve training efficiency

The Standing Committee of the Provincial Party Committee gave its opinion on the 3-year summary report on the implementation of Project No. 14-DA/TU dated January 25, 2022 of the Provincial Party Committee Standing Committee on training and developing skilled human resources in Nghe An province for the period 2021 - 2025, with a vision to 2030 (hereinafter referred to as the Project).

After 3 years of implementing the Project, the basic targets and objectives have been achieved and exceeded the set plan. The quality and effectiveness of vocational training have been improved.

Accordingly, vocational training enrollment for 330,150 people, reaching 101.68% of the Project's target; including the following levels: college 14,971 people, reaching 94.75%; intermediate 29,106 people, reaching 100.37%; primary, training under 3 months 156,743 people, reaching 102.65%. Of which, the proportion of female vocational students accounts for 38.6%, reaching 111.9% of the Project's target.

The average employment rate of students after graduation reached 81.9%, reaching 100.94% of the Project's target (college 96.5%, intermediate 96%, primary and training under 3 months 77.4%); 3 student start-up projects were supported by businesses for investment, reaching the Project's target.

The rate of trained workers by the end of 2024 will reach 70.1% (reaching the target); of which, those with degrees and certificates will reach 29.81% (especially in ethnic minority and mountainous areas, it will reach 62.3%).

The rate of junior high school graduates entering vocational training in 2024 will reach 37% (reaching 97% of the Project's target) and the rate of high school graduates entering vocational training will reach 37.5% (reaching 89.29% of the Project's target); 1 school will meet the criteria of a high-quality school; 69.5% of teachers will meet vocational skills standards, reaching 100% of the Project's target.

At the meeting, members of the Standing Committee of the Provincial Party Committee focused on discussing and analyzing in depth the contents related to the implementation of the Project. Many opinions emphasized the need to ensure facilities and a strong enough teaching staff to meet the increasing demand for vocational training.

Vice Chairman of the Provincial People's Committee Hoang Phu Hien suggested that it is necessary to carefully assess the existing problems and limitations in order to find solutions to connect vocational schools and businesses, to ensure training is close to the practical needs of the labor market.

Deputy Secretary of the Provincial Party Committee Pham Tuan Vinh emphasized: In addition to evaluating the effectiveness of the revision of the training program, it is necessary to pay attention to the autonomy of vocational training institutions; at the same time, focus on building a vocational school model that meets ASEAN standards. He said that one of the key factors is to strengthen the connection between vocational training institutions and businesses both inside and outside the province.

Leaders of a number of vocational training institutions also participated in giving comments and suggestions on new training trends, reflecting on practical difficulties and problems in the implementation of the Project that need to be resolved soon.

Work closely with investors to orient the industry

Concluding this content, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial People's Committee Party Committee Le Hong Vinh highly appreciated the results of the Project implementation, and at the same time, shared the difficulties in the implementation process arising from the fact that the Project is not only under the control of the State management agency but also depends on the implementing agencies, recruiting units; regulations from the management and implementation mechanism, as well as objective impacts from the labor market.

From the analysis of the current labor market situation, he requested the Education and Training sector to fully absorb the opinions at the meeting to complete the 3-year summary report on the implementation of the Project; focusing on proposing policies to attract and improve the quality of teachers and vocational lecturers; retraining and improving the skills of lecturers to meet new requirements in vocational training; promptly converting and supplementing industry codes to suit the needs of businesses.

The Secretary of the Provincial Party Committee also suggested that it is necessary to supplement the content of close coordination with investors to orientate occupations and develop policies to support vocational students, especially in remote areas and ethnic minority areas.

Comrade Le Hong Vinh requested that departments and branches in the province continue to accompany and coordinate with the Department of Education and Training to effectively implement this important project in the coming time.

At the working session, the Standing Committee of the Provincial People's Committee Party Committee listened to and gave opinions on the adjustment of the Hoang Mai I Industrial Park project, Hoang Mai town, Nghe An province; reported on the results of 10 years of implementing Directive No. 05-CT/TW dated May 15, 2016 of the Politburo (12th tenure) on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle and some contents on Party organization and development work and other contents under its authority.
