The Provincial Party Standing Committee approved the Congress of Party Delegates of Nghia Dan district for the 2020 - 2025 term.

STEP BY STEP FORMING A HIGH-TECH AGRICULTURAL CENTER

Over the past five years, the Party Committee and people of all ethnic groups in Nghia Dan have truly strived to rise up, achieved many important results, and completed most of the goals and targets set by the 28th Congress.

The economy is shifting in the right direction, with a fairly high and sustainable growth rate. The average annual growth rate is 16.5%. The total budget revenue in the area in the 2016-2020 period is estimated at 1,974 billion VND, 2.34 times higher than the total budget revenue in the area in the 2011-2015 period.

Agriculture development is associated with the transformation of crop and livestock structure and the application of science, technology and high technology. New Rural Development has achieved many important results. By 2020, it is expected that 14/22 communes (63.6%) will be recognized as meeting the National Criteria for New Rural Development.

Culture and society are progressive, meeting the essential needs of the people. The poverty rate of the whole district has decreased rapidly from 11.05% (in 2015 according to one dimension) to below 2.69% (in 2020 according to multidimensional). The average added value per capita in 2020 is expected to reach 63.5 million VND.

National defense and security are maintained. Party building and the political system are taken care of and built to be strong.

Nghia Dan gradually formed the center of agricultural economic development of the Northwest region of the province as proposed by Resolution of the 28th Congress.

In the 2020-2025 term, with the motto: "Courage - Exemplary - Democracy - Solidarity - Dynamism - Creativity", Nghia Dan strives to build itself into a new rural district, gradually becoming a center for high-tech agricultural economic development in the Northwest region of Nghe An province.

At the meeting, the provincial leaders and departments had many comments on the draft Political Report of the District Party Executive Committee. Many opinions shared the common view that in the 2015-2020 term, Nghia Dan had high solidarity and unity, creating a foundation and strength for the district to develop.

Comrade Hoang Nghia Hieu - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee assessed that in the 2015 - 2020 term, Nghia Dan had outstanding high performance targets such as: growth rate, total social investment capital... In particular, Nghia Dan is a bright spot of the whole country in high-tech agriculture.

Analyzing the district's agricultural strengths, the Vice Chairman of the Provincial People's Committee agreed that one of the key development directions for the coming term is high-tech agriculture linked with businesses and cooperatives.

Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son expressed that Nghia Dan has had miraculous changes with the right investment attraction policy; therefore, it is necessary to summarize experiences for the new period.

However, in addition to attracting businesses to invest in high-tech agriculture, Nghia Dan needs to think carefully to strengthen the development of household economy, develop remote areas, and ethnic minority areas. Accordingly, it is necessary to perfect the linkage mechanism between businesses and farming households.

Besides, to meet development requirements, the district needs to pay attention to training human resources of working age and improving professional qualifications for officials, especially commune-level officials.

Deputy Secretary of the Provincial Party Committee Nguyen Van Thong said that the evaluation of the results of the 2015-2020 term of Nghia Dan needs to be different from other districts.

It revolves around the close relationship with TH Group and Vinamilk in the development process of the district. The results achieved are comprehensive and of great significance, through which the district needs to summarize the development formula. This is an extremely important solution for Nghia Dan to develop in the new period.

In addition, with TH and Vinamilk being the fundamental factors for development, it is necessary to identify solutions for people to accompany and participate in the development process of enterprises. At the same time, the district needs to review and re-evaluate agricultural development experience related to land factors in the area;..

At the meeting, opinions were also given to Nghia Dan regarding investment attraction; strengthening propaganda work to create social consensus; improving the effectiveness of leadership and management roles at the grassroots level; reviewing the implementation data of some indicators;...

NEED TO KNOW THE ROOM FOR DEVELOPMENT IN A DEEP ASSESSMENT

Concluding the meeting, Provincial Party Secretary Thai Thanh Quy acknowledged the direction of organizing grassroots congresses, as well as the preparation process for the District Party Congress for the 2020-2025 term.

Regarding economic development results and implementing the province's orientation, Nghia Dan has strived to overcome many difficulties and has now become a bright spot in high-tech agriculture not only of the province but also of the whole country.

However, the Provincial Party Secretary also suggested that the district should deeply evaluate the effectiveness of State budget programs and projects and programs and projects through attracting investment into the area. This matter in Nghia Dan must be deeply studied and carefully evaluated to see the implementation process, impact and influence on the development process during the term; thereby orienting the new period.

In addition, the system of indicators needs to be evaluated reasonably, scientifically, logically, and accurately to come up with a suitable and strict system of indicators for the new term; at the same time, focus on analyzing and thoroughly evaluating the limitations, shortcomings, and targets that were not achieved in the 2015 - 2020 term.

Regarding the tasks and solutions for the next term of Nghia Dan, assessing that “this is a very big question”, comrade Thai Thanh Quy emphasized that the province has identified Nghia Dan as a center of high-tech agriculture, a breakthrough point of Nghe An. Up to now, the locality has had specific products, becoming a bright spot of the province and the whole country.

Therefore, the development direction in the next stage must also revolve around this axis. To do so, Nghia Dan must have some truly profound insights into the potential for developing a high-tech, clean agricultural center in which enterprises are the main actors. Can this field still develop? Will the method change in the future? How will the large agricultural land fund with high quality land be used for a long time?

Answering the above questions, the Provincial Party Secretary noted that Nghia Dan needs to sit down with large corporations and enterprises investing in the area to discuss thoroughly.

On the other hand, also revolving around the axis of developing high-tech, clean agriculture, Nghia Dan also re-evaluates whether the local people have truly integrated into this development flow.

From there, the district has oriented people to develop in association with selecting truly key crop varieties and building new-style cooperatives, linking with businesses, turning Nghia Dan into a high-tech, clean agricultural area, producing on a commodity scale.

To more effectively implement the above orientations, the head of the Provincial Party Committee requested the district to carry out planning work well, especially paying attention to planning on both sides of important routes passing through the area, namely National Highway 48, 48D and Ho Chi Minh Road; and planning towns and townships.

In the planning, it is also necessary to pay attention to the regional linkage factor, especially in the Nam Thanh - Bac Nghe economic zone with Nghi Son Economic Zone and Hoang Mai town. With favorable traffic conditions and suitable distance, Nghia Dan must calculate long-term to reserve land funds that cannot develop high-tech agriculture for industrial parks, to take the lead and become a belt and buffer zone to attract investment from Nghi Son and Dong Hoi.

In addition, the planning also pays close attention to the connection with Thai Hoa town - a "neighboring" urban area that the province is oriented to build into a commercial and service center of Northwest Nghe An. Therefore, the areas adjacent to Thai Hoa and Nghia Dan need to pay attention to planning for service and trade development. "Planning must pay attention to having a long-term strategy," the Provincial Party Secretary emphasized.
