The Provincial Party Standing Committee assigned targets for developing new party members in 2023.

Implementing Resolution No. 21-NQ/TW dated June 16, 2022 of the 13th Central Executive Committee on strengthening and consolidating grassroots party organizations and improving the quality of party members in the new period, on January 13, 2023, the Standing Committee of the Provincial Party Committee issued Official Dispatch No. 1657-CV/TU assigning the target of developing new party members in 2023 to district party committees, city party committees, town party committees and party committees directly under the Provincial Party Committee. Accordingly, district party committees, city party committees, town party committees and party committees directly under the Provincial Party Committee will admit new party members in 2023 at least equal to 3% of the total number of party members in 2022, the whole province will admit 6,095 new party members.

The Provincial Party Standing Committee requested the Standing Committees of the District Party Committee, City Party Committee, Town Party Committee and affiliated Party Committees to survey the situation, develop plans, and propose solutions to develop Party members, focusing on both quantity and quality in accordance with the spirit of Resolution No. 21-NQ/TW.

In particular, focusing on implementing the target of recruiting the masses in private enterprises and foreign-invested enterprises according to Conclusion No. 189-KL/TU, dated June 10, 2020 of the Provincial Party Standing Committee on continuing to implement the Project on developing party members and party organizations in private enterprises and foreign-invested enterprises in the province, and state-owned enterprises after equitization; recruiting the masses in areas with a large number of ethnic minorities and religious people, in hamlets without party cells or party members according to Conclusion No. 95-KL/TU, dated July 5, 2021 of the Provincial Party Executive Committee on implementing Project No. 01-DA/TU, dated August 10, 2016 of the Provincial Party Executive Committee (term XVIII) on building party cells and developing party members in blocks, hamlets and villages without party cells or party members and blocks, hamlets and villages at risk of no longer having party cells; the masses are students, trainees and pupils in schools and training institutions; the masses in urban areas, new apartments...

Before Resolution No. 21-NQ/TW was issued, the annual quota for admitting new party members of party committees was implemented according to the Resolution of the Provincial Party Congress for the 2020-2025 term. Each year, the whole province admitted 4,500-5,000 party members. District Party Committees, City Party Committees and affiliated Party Committees implemented according to the congress resolutions of their Party Committees.

From 2020 to 2022, the province admitted 11,328 party members, an average of 3,776 party members per year. In 2020, 3,293 new party members were admitted, reaching 77.51% of the target; in 2021, 4,037 new party members were admitted, reaching 90% of the target; in 2022, 3,998 new party members were admitted, reaching 94.11% of the target. In general, since the beginning of the 2020-2025 congress term, the work of developing party members in the whole province has encountered many difficulties.

The assignment of the quota for admitting new party members according to Resolution No. 21-NQ/TW of the Central Committee will increase the number of newly admitted party members each year with the quota of the Resolution of the 19th Provincial Party Congress of 1,847. Some units have a large increase in the number, while Directive No. 28-CT/TW, dated January 21, 2019 of the Secretariat on improving the quality of admitting party members and reviewing, screening, and removing unqualified party members from the Party requires that the work of admitting party members must pay due attention to quality, which will pose difficulties and challenges for party committees and party organizations in 2023.

To effectively implement the Party member development target in 2023, the Standing Committees of District Party Committees, City Party Committees, Town Party Committees and affiliated Party Committees need to effectively implement the following solutions:

1. Survey, develop plans, and propose solutions for developing party members, focusing on both quantity and quality in the spirit of Resolution No. 21-NQ/TW.

2. Carry out well the work of political and ideological education, propaganda and education, making the masses deeply aware of the Party, the standards and tasks of Party members, have the right motivation to strive to join the Party, voluntarily and eagerly join the Party's ranks.

2. Improve the quality of training programs and materials for new party members and party members to ensure practicality and effectiveness; conduct end-of-course awareness assessments to ensure substantive learning outcomes; regularly inspect the organization of party training classes; promptly correct and strictly handle violations.

3. Strengthen the direction of Party committees over socio-political organizations, especially the Ho Chi Minh Communist Youth Union and Trade Unions, in educating and selecting outstanding union members and members to introduce to Party organizations for consideration, training and admission into the Party.

4. Improve the quality and progress of procedures and documents for party admission and official party membership recognition.

5. Standing Committee members and executive committee members at all levels regularly lead, inspect and supervise the training and admission of new party members of each party committee and branch. Have drastic solutions to urge the monthly admission targets of each unit.
