The Standing Committee of Nghe An Provincial Party Committee gives opinions on the construction and development of Hoang Mai town.

BASIC IMPLEMENTATION OF GOALS AND TASKS

After 7 years of implementing Resolution 11, up to now, Hoang Mai town has had many changes, the urban appearance has been formed; compared with the general goals of Resolution 11, Hoang Mai town has basically achieved the set goals and tasks.

Total production value (at comparable prices) by 2020 reached 15,712 billion VND, an increase of 2.52 times compared to 2014, the average increase in the period 2015 - 2020 was 17.4%. Annual economic growth reached a high level and completed the set target, the average in the period 2015 - 2020 reached 13.05% (the set target was 13-15%).

The economic structure has shifted in the right direction. By the end of 2020, the proportion of industry - construction and trade - services accounted for 71.4%, an increase of 4.97% compared to 2014. In particular, industry has become a spearhead sector, creating a breakthrough in development. From 2014 to present, 48 projects have been approved for investment in the area with a total registered capital of over 19 trillion VND.

Average added value per capita increased rapidly, from 31.75 million VND/year (2014) to 55.24 million VND/year (2020).

Thanks to that, Hoang Mai town has developed rapidly, making an important contribution to the economic growth rate of the province and is gradually becoming a key economic zone and growth pole of the province.

The urban appearance is gradually taking shape in a civilized and modern direction; political security, order and social safety are ensured; the material and spiritual life of the people is improved.

The leader of Hoang Mai Town Party Committee also said: In order to continue to effectively implement the goals and tasks set forth in Resolution No. 11 of the Provincial Party Standing Committee in conjunction with the Action Program to implement the Resolution of the 19th Provincial Party Congress, term 2020-2025, the town is focusing on advising on completing the Project to develop the Hoang Mai - Quynh Luu area into the northern growth pole of the province.

However, compared to the target and requirements set out before 2025, the town will meet the criteria of a type III urban area, the task is still very heavy, because there are still 10 criteria that have not been met, especially some criteria on infrastructure; the goal of striving to become a growth pole of the province, the key economic region of Nam Thanh - Bac Nghe will still face many difficulties and challenges.

At the meeting, the opinions of the comrades in the Provincial Party Standing Committee acknowledged and highly appreciated the development steps of Hoang Mai town; at the same time, they discussed a number of contents related to the development orientation of the town.

Comrade Bui Thanh An - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission agreed with the town's proposal to adjust the General Planning with the Detailed Construction Planning at a scale of 1/2000 on both sides of Nghia Dan-Dong Hoi road and the Detailed Planning on both sides of the coastal road from Nghi Son to Cua Lo, including the section through Hoang Mai town; from there, it is necessary to manage the planning along these two important routes well.

Many opinions of comrades in the Provincial Party Standing Committee agreed that it is necessary to study and change old mechanisms and policies to build new mechanisms and policies for Hoang Mai that are more synchronous, comprehensive, and commensurate with the current development requirements of the town.

Agreeing with this content, comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee proposed to unify the policy of building a comprehensive mechanism and policy for Hoang Mai to submit to the Provincial People's Council for consideration and approval, helping the locality develop better.

Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee proposed to review the criteria for a type III urban area, thereby proposing specific groups of solutions to complete the missing criteria.

Comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee highly appreciated Hoang Mai's approach, especially some models in supporting party members aged 50 or older without salary; eliminating temporary and dilapidated houses for poor households. However, she also asked Hoang Mai to pay attention to improving the District Competitiveness Index, because in 2020 it only ranked 14/21 districts, cities and towns in the province.

SPECIAL MECHANISMS AND POLICIES WILL BE ISSUED FOR HOANG MAI TOWN

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy acknowledged the development steps of Hoang Mai, the urban appearance gradually taking shape on an initial foundation of pure agriculture.

However, the Provincial Party Secretary also frankly acknowledged and analyzed some limitations of Hoang Mai from both the town's and the province's responsibilities, such as: The orientation of Hoang Mai as a civilized and modern urban area, taking advantage of the advantages of a river-based, sea-oriented urban area is not clear; the role and functions set by the province for the town as the growth pole of the province have not been properly and fully implemented; the urbanization process has changed but is still slow...

In the coming time, Provincial Party Secretary Thai Thanh Quy agreed with the proposal of Hoang Mai City Party Committee to continue implementing Resolution 11 of the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee will conduct a hearing, summary, and evaluation exactly 10 years after implementing the Resolution in 2024 and may issue a new Resolution on Hoang Mai.

The head of Nghe An Provincial Party Committee emphasized that from now until 2024, Hoang Mai needs to base on the Resolution of the 19th Nghe An Provincial Party Congress and the Resolution of the Hoang Mai Town Party Congress, term 2020-2025 to gradually change direction with new orientations.

Accordingly, regarding the major, strategic issues associated with the proposals of the Hoang Mai Town Party Committee, the Secretary of the Nghe An Provincial Party Committee shared that Hoang Mai was previously oriented to be built into a heavy industrial development urban area, but up to now, there have been changes in terms of viewpoints and strategies, shifting to developing light industry, high-tech industry, new materials, and environmentally friendly industries. Thereby, the town needs to focus on accelerating the completion of infrastructure of industrial parks to anticipate large projects in these fields.

Highly agreeing with the proposal of Hoang Mai City Party Committee to focus on planning, because this is the premise for development orientation, Provincial Party Secretary Thai Thanh Quy suggested considering making the planning of Hoang Mai, Quynh Luu area associated with Nghia Dan, Thai Hoa into the growth pole of the province and including it in the research framework in Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050.

In particular, the head of the Provincial Party Committee requested to select a qualified consultant to study the planning of Hoang Mai and Quynh Luu regions, linked to the planning of Nam Thanh - Bac Nghe that the Central Government has approved with the view of not letting the administrative boundary between Hoang Mai (Nghe An) and Nghi Son (Thanh Hoa) hinder development thinking, but needing to see this as a common development space to build the plan, specifically demonstrating the role of Hoang Mai and Nghi Son on the basis of complementing each other for mutual development.

Along with that, according to the Provincial Party Committee Secretary, Hoang Mai and Quynh Luu must pay attention to the relationship with localities in the Northwest region of Nghe An in terms of socio-economics, import, export, goods circulation, labor and employment settlement, land settlement; pay attention to Dong Hoi Port so that this port and Nghi Son Port can form a deep-water port cluster; study and update the development direction of logistics; study routes and types of transportation to maximize the traffic advantages of the town; at the same time, pay close attention to electricity planning to continue to recommend the Government to convert this area planned for gas-fired power production into an industrial park, port logistics, logistics, ...

Regarding the proposal of Hoang Mai Town Party Committee on supporting the town to soon complete essential infrastructure to meet the requirements of building a type III urban area; support in attracting investment, protecting natural resources and the environment; developing digital government, digital economy and digital society; strengthening foreign affairs, expanding cooperation, the Provincial Party Secretary assigned the Party Committee of the Provincial People's Committee to preside over and assign departments, branches and Hoang Mai town to coordinate in developing specific mechanisms and policies for the town, then submit to the Provincial Party Committee Standing Committee for the policy as a basis for submitting to the Provincial People's Council and the Provincial People's Committee for consideration and decision according to their authority.
