Talking with Mr. Hoang Van Minh - Director of Nghe An Social Insurance, it is known that: With the goal of taking people's satisfaction as a measure of work efficiency, in 2022, the Provincial Social Insurance will continue to promote administrative reform, focusing on shortening the time to handle administrative procedures, promptly and fully handling social insurance, health insurance, and unemployment insurance regimes and policies for workers and people in the province.
In 2022, reviewed and shortened the processing time of 4 administrative procedures in 4 fields; Innovated the operation of the one-stop and inter-connected one-stop mechanisms; Continued to implement the operationOrganization and individual satisfaction assessment system; Information reflected from channels such as electronic kiosks, hotline numbers, etc. is used as a basis for conducting inspections, proposing handling and evaluating and classifying cadres and civil servants quarterly and annually.
At the same time, post administrative procedures on the electronic information portal of the provincial Social Insurance (nghean.baohiemxahoi.gov.vn) and at the "One-stop" department of the Social Insurance agency from the province to the district to facilitate the people and employers to learn about the social insurance, health insurance, and unemployment insurance regimes and policies.

Seriously and effectively carry out the work of receiving and returning results of administrative procedure settlement through the Public Postal Service, through the electronic transaction system and directly at the "One-stop" department, the transaction counter of the Provincial Social Insurance at the Public Administration Service Center.
Along with administrative procedure reform, Nghe An Social Insurance has arranged its organizational structure to ensure streamlining, professionalism, modernity, and effective operation, meeting the requirements of reform and modernization of the Social Insurance sector, aiming at the satisfaction of people, organizations, and businesses.
In 2022, the total number of records processed through the reception and return of results under the one-stop mechanism is 458,194 records; the number of records returning results is 454,650 records, the number of records within the processing period: 3,544 records. Of which, the number of records received for processing at the Provincial Public Administration Service Center is 21,576 records, the number of records returning results: 21,513 records, and records not yet due: 63 records.
It is estimated that by December 2022, 9,970 employers in the province have registered to install electronic transactions, of which 9,740 have conducted electronic transactions, reaching a rate of 97.69%, an increase of 0.74% compared to the third quarter of 2022.

Efforts on many administrative reform solutions in 2023
With the motto of taking participants and beneficiaries of social insurance and health insurance policies as the center of service, administrative procedure reform and information technology application have always been identified by Nghe An Social Insurance as key tasks, towards a service-oriented administration. To more effectively implement administrative reform, in 2023, Nghe An Social Insurance will continue to synchronously and drastically implement solutions, specifically:
Review and evaluate the organizationhandle administrative proceduresin departments and functional offices to develop a roadmap to reduce the number of hours to handle administrative procedures compared to requirements, thoroughly overcome overdue records, create the most favorable conditions for individuals, organizations, and businesses to participate and benefit from social insurance and health insurance policies. Aiming to reduce the time to a maximum of 15 minutes/transaction by 2025.
Promote the implementation of electronic transactions, online public services, and the application of information technology in administrative procedure reform to ensure timely, complete, and proper handling of social insurance, health insurance, and unemployment insurance regimes and policies for employees and the people; at the same time, encourage new initiatives, reform models, and breakthrough solutions to improve the effectiveness of administrative reform.
