4:00 a.m. July 18, the center of the storm is located at about 18.9 degrees North latitude; 110.5 degrees East longitude, in the area east of Hainan Island, about 470km east of the mainland provinces from Thai Binh to Ha Tinh. The strongest wind near the center of the storm is level 9 (75-90km/hour),level 11.
