Conducting surveillance, the reconnaissance force determined: The above subjects colluded with each other, forming an inter-provincial criminal ring operating on the following acts:drug trafficking, manufacturing, storing and illegally trading military weapons, such as: guns of all kinds, homemade bullets, explosives... Therefore, a special project was immediately established by the leaders of Que Phong District Police to concentrate forces to fight and destroy.
Using professional measures, the Task Force established the ringleader, Vi Van Ngoc (born in 1993), residing in Thai Phong block, Kim Son town (Que Phong). He regularly colluded with subjects in Kim Son district (Ninh Binh) to carry out acts of buying, selling, transporting drugs and producing homemade guns, bullets and many other types of weapons to bring to the northern provinces and cities for consumption.
After many days of surveillance, on August 23, the reconnaissance force discovered a subject from Ninh Binh appearing at Ngoc's private home to conduct illegal drug transactions. At the same time, having obtained important information, the subject was about to leave Que Phong for Ninh Binh by bus.

Immediately, an urgent meeting was held by the Task Force to devise a detailed and effective plan and strategy to catch the criminals in the act and ensure absolute safety for all forces participating in solving the case.
Accordingly, dozens of experienced officers and soldiers of the Criminal Police Team on HS-KT-MT were divided into two working groups and deployed to hot spots, key routes as well as the area near the private home of the leader Vi Van Ngoc to monitor, ambush, block and capture.
At around 4:30 a.m. on August 27, at Truong Banh Intersection in Tien Phong Commune (Que Phong), a working group of the Special Task Force stopped and inspected a passenger bus moving towards the lowlands. Thereby, they discovered and caught Vu Van Thanh (born in 1962), residing in Hamlet 7, An Hoa Commune, Kim Son District (Ninh Binh) for illegally transporting drugs; confiscated 104.51 grams of heroin and 2 mobile phones.
At the same time, another task force quickly tightened the siege, raided and arrested Vi Van Ngoc at his home. During an urgent search of the residence, the Task Force discovered and seized the following evidence: 1 stun gun, 1 sports gun, 1 homemade gun, 1 gun stock, 2 gun barrels, 10 stun gun bullets, 10.1 kg of homemade bullets, 5.6 kg of bullet making materials, 300 grams of explosives, 2 bullet molds, 42 air gun shells, 31 stun gun shells, and many tools related to the manufacture of "hot" weapons (bullet molds, bore drills, welding machines, cutting machines, etc.).
At the Que Phong District Police Investigation Agency, the two subjects initially admitted their crimes. Accordingly, Thanh confessed to buying the above drugs from Vi Van Ngoc for 47,000,000 VND with the purpose of bringing them home to use and sell for profit.
Vi Van Ngoc confessed to buying the above drugs from a Mong person (unknown background and specific address) for 25,000,000 VND in the mountainous area of Tam Hop village, Chau Thon commune (Que Phong).
