Arrested a subject illegally buying and selling 4 kg of ketamine worth more than 3 billion VND

At 9:00 p.m. on May 5, 2020, at the Ben Thuy 1 Toll Station area in Block 15, Ben Thuy Ward (Vinh City), Vinh City Police presided over and coordinated with Dien Chau Traffic Police Station (Traffic Police Department - Nghe An Provincial Police) to organize forces to intercept and arrest Le Thanh Vinh (born in 1976), residing in Hung Loc Commune (Vinh City) for illegally buying and selling drugs, seizing 4 kg of ketamine synthetic drugs.

In mid-August 2019, through professional work, Vinh City Police discovered a drug trafficking ring from the Vietnam-Laos border area to Vinh City and then transported to northern provinces and cities for consumption.

In September 2019, Vinh City Police established a special project to combat and eradicate this ring. Subject Le Thanh Vinh, residing in Hung Loc Commune (Vinh City) was identified as the main "link" in this ring.

Through reconnaissance work, the police force determined that on May 5, 2020, Le Thanh Vinh would drive a motorbike from Vinh city to Ha Tinh to get drugs. The process of monitoring the subject was planned very meticulously and in detail. At about 4:00 p.m. on May 5, 2020, as predicted, Le Thanh Vinh drove a motorbike from Vinh city to get the goods. However, during the move, the subject drove the motorbike around, at times switching to another motorbike, with the purpose of "scouting" and distracting the police force.

When he felt "safe", Le Thanh Vinh drove his motorbike from Vinh city to Huong Son district (Ha Tinh) to buy drugs from a Laotian. After getting the goods, he drove his motorbike at high speed to return to Vinh city.

According to the plan of the fight, at 9:00 p.m. the same day (May 5), when Le Thanh Vinh moved to the Ben Thuy Bridge Toll Station area, suddenly the working groups of Vinh City Police and the Traffic Police force rushed in to control him. Being chased, Le Thanh Vinh panicked, drove his motorbike straight into the police force to escape, but failed. Quickly searching the scene, the functional force seized 4 packages of ketamine synthetic drugs, weighing 4 kg, 1 motorbike with license plate 37K1 - 869.52 and 1 mobile phone.

Investigators from Vinh City Police said: Le Thanh Vinh is a serious drug addict, has 2 previous convictions for drugs, so he has many sophisticated tricks, often changes clothes, moves his motorbike at very high speed, causing many difficulties for the police force.

At the investigation agency, Le Thanh Vinh admitted to his crime. The drugs he bought from a Laotian man were worth more than 3 billion VND.
