Closing ceremony of the 24th Vinh City Party Congress, term 2020 - 2025

On the morning of July 17, the 24th Congress of Vinh City Party Committee, Nghe An Province, term 2020 - 2025, completed the program contents set forth by the Congress and closed.

At the working session, the Congress discussed and shared good models and creative ways of doing things in the area; through synthesizing comments at the Congress on the drafts: Documents of the 13th National Congress of the Party, Political Report of the 19th Congress of the Nghe An Provincial Party Committee, etc.

The Congress adopted the Congress Resolution, demonstrating consensus in all areas and issues related to viewpoints, policies, and situation assessment, drawing valuable and useful experiences, and clearly defining the direction, goals, tasks, and key solutions and breakthroughs of the Party in the new period.

The general goals for the 2020 - 2025 term are: Enhance the leadership capacity and fighting strength of the Party Committee; build a clean and strong political system. Expand urban space, effectively mobilize all resources to develop Vinh city rapidly and sustainably; closely combine socio-economic development with maintaining political stability, ensuring national defense and security. Gradually build the foundation of a smart city and become the center of the North Central region in a number of fields: Trade, tourism, information technology, healthcare, education - training.

To achieve the above goal, the Resolution sets 24 main targets by 2025. Of which, the growth rate of added value in the period of 2021 - 2025 will reach 10 - 11%. Economic structure: Industry - construction: 33 - 34%; services: 65 - 66%; agriculture: 0.5 - 1%; average added value per capita in 2025 will reach 170 - 175 million VND.

Budget revenue by 2025 in the area will reach 8,500 billion VND; of which the city will manage 2,805 billion VND in 2025. Total social investment capital in the period 2020 - 2025 is 130,000 billion VND.

The rate of trained workers is over 73%, of which the rate of trained workers is 50%. The number of workers with jobs each year is 4,500 people.

The annual poverty reduction rate is 0.01 - 0.02%; by 2025, the poverty rate in the area is expected to be below 0.15% and sustainable poverty reduction for near-poor households.

In his closing speech, comrade Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of Vinh City Party Committee emphasized: The success of the Congress is a joy and a great source of encouragement. The results of the Congress are of great significance in the political life of the Party Committee, and are the driving force to push the Party Committee to rise to the new task: building Vinh city to develop rapidly and sustainably, becoming a modern, civilized, and prosperous urban area, and soon becoming the economic and cultural center of the North Central region, contributing to building Nghe An province to develop rapidly and sustainably, soon becoming a well-off province, and the development connection center of the North Central region.

To fulfill the important tasks assigned by the Congress, the Congress expressed its wish that all cadres and party members in the entire Party, first of all each member of the Executive Committee of the 24th tenure, need to set a good example, constantly cultivate and train in political qualities, capacity, intelligence, moral qualities, lifestyle, style, working manners, dynamism, creativity, solidarity, unity, study and follow Ho Chi Minh's ideology, morality and style, and build a clean and strong Party.

“After the Congress, delegates are requested to carry the spirit of the Congress’s success to propagate and disseminate widely throughout the Party Committee, together with Party committees, authorities, and professionals to develop a specific and practical action program and successfully implement the Resolution of the Congress,” said the Vinh City Party Secretary, and on behalf of the Congress, called on all people, cadres, party members, cadres, and soldiers of the city’s armed forces to strive to achieve the highest results in welcoming the 19th Provincial Party Congress and the 13th National Party Congress.

Taking place from the afternoon of July 15, in the working program, the 24th Vinh City Party Congress elected the 24th City Party Executive Committee, term 2020 - 2025, consisting of 40 comrades; elected the official delegation to attend the 19th Provincial Party Congress.

At the first meeting, the Vinh City Party Executive Committee elected 13 comrades to the Vinh City Party Committee Standing Committee for the 2020 - 2025 term; elected comrade Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Secretary of the Vinh City Party Committee for the 2015 - 2020 term to be re-elected as Secretary of the Vinh City Party Committee and comrades Nguyen Van Lu and Tran Ngoc Tu to be re-elected as Deputy Secretaries of the Vinh City Party Committee for the 2020 - 2025 term.

The Vinh City Party Executive Committee also elected 5 comrades to the City Party Committee's Inspection Committee for the 2020-2025 term. Comrade Nguyen Hoang Minh was elected to hold the position of Chairman of the Vinh City Party Committee's Inspection Committee for the 2020-2025 term.
