As reported, upon receiving the news that Ms. Dam Thi Thuy (born in 1997, residing in Nghia Dan district), who was temporarily residing in Nghi Phu commune, Vinh city, was 5 months pregnant and was beaten by a group of masked young men who jumped over the fence into her room, cut off her head, and robbed her property, Vinh city police promptly arrived at the scene to conduct a crime scene investigation and take statements.

Vinh City Police discovered a suspect named Luu Viet Ben (born in 1980), residing in Hamlet 6, Nghia Tien Commune, Nghia Dan District, currently hiding in Hoang Mai Town. Initial quick verification revealed that Ben is the son of Dam Thi Thuy's cousin.

After having enough documents and evidence to confirm that Luu Viet Ben was one of the three subjects who committed the case of humiliating and robbing Ms. Dam Thi Thuy, on August 17, the Vinh City Police Department called on Ben to surrender, and at the same time organized raids on all suspected places where Ben and his accomplices could be hiding.

On August 20, Luu Viet Ben turned himself in to the Quynh Phuong Ward Police Station, Hoang Mai Town. On the same day, Vinh City Police took Luu Viet Ben from Hoang Mai Town to the Police Investigation Agency for investigation. Another task force was assigned to continue investigating and arresting the two related suspects.

Through the initial investigation, suspect Luu Viet Ben stated: At around 5:00 p.m. on August 17, 2016, Ben was in his hometown when he heard Ms. Ta Thi Tuyet, residing in Nghi Kim commune, Vinh city, calling to hire Ben to go to Ms. Dam Thi Thuy's rented room to cut her hair, shave her head, apply lime, and beat Ms. Thuy because Ms. Tuyet suspected that the fetus in Ms. Thuy's womb was her husband's child.

Ben agreed and invited Nguyen Van Tuan (born in 1989), residing in Quynh Phuong ward, Hoang Mai town, and Nguyen Viet Dan (born in 1991), residing in Quynh Thang commune, Quynh Luu district, to join. On the morning of August 18, all three of them, Ben, Dan, and Tuan, went to meet Ms. Ta Thi Tuyet.

Here, Ms. Tuyet hired Ben, Tuan and Dan to go to Ms. Thuy's rented room to beat her, cut her hair, tear her clothes, take pictures, then turn the camera to take her phone and kick her in the stomach. If they completed the task, Ms. Tuyet would pay 3 million VND as wages.

Ben, Dam and Tuan agreed and asked to advance 1,300,000 VND. Then the three subjects hired a taxi to go to the rented room of Ms. Dam Thi Thuy, who was temporarily residing in Nghi Phu commune, Vinh city, to commit the crime as per the "contract". Seeing the group of thugs break into the room to beat, humiliate her daughter and rob her property, Ms. Ng. Th. L (Ms. Thuy's biological mother) spoke up and was immediately threatened by the subject Dan: "Shut up, otherwise you will not leave this room".

Then all three subjects took a taxi to Cua Lo town to show Ms. Ta Thi Tuyet the images of the assault on Ms. Thuy. Ms. Tuyet gave Ben 1,000,000 VND and made an appointment to meet again 2 days later to pay the rest.

At the investigation agency, Ben also returned the Nokia phone he had taken from Ms. Thuy. As for the white Iphone5, Ben said he accidentally dropped it while running away.

On the night of August 20, 2016, based on Ben's testimony, the Vinh City Police Department conducted an investigation and urgently arrested two related subjects: Nguyen Van Tuan and Nguyen Viet Dan for the acts of humiliating others and robbing property.

After the three suspects Ben, Tuan and Dan were arrested, the Vinh City Police Department made an emergency arrest of Ms. Ta Thi Tuyet, but Ms. Tuyet was not present in the area. On the afternoon of August 21, a working group led by Senior Lieutenant Nguyen Duy Dung was present in Cua Lo town and Nghi Kim commune to search for Ms. Tuyet.

At the investigation agency, Ms. Tuyet admitted to hiring Ben, Tuan and Dan to cut her hair, strip her clothes, beat Ms. Thuy and take her cell phone because of a personal conflict.

She explained that due to frequent illness, she asked Luu Viet Ben to find a maid for her because Ben and Ms. Tuyet's husband had known each other for a long time.

Then Luu Viet Ben introduced Dam Thi Thuy, Ben's cousin's daughter, to help Mrs. Tuyet and her husband. Seeing that Ms. Thuy was hard-working and honest, Mrs. Tuyet was excited and trusted her. Even though she had to go far away from home for medical treatment, she felt secure.
