Provincial Party Secretary: We need to make every effort to achieve the 2019 goals

GRDP scale exceeds 88,000 billion VND

Based on the results of the first 10 months of 2019 and forecasts for the last months of the year, according to the Party Committee of the Provincial People's Committee, the estimated gross regional domestic product (GRDP) in 2019 reached VND 88,258 billion, an increase of 9.03% compared to 2018.

The economic structure has shifted positively, in which the proportion of industry, construction and services increased from 77.62% in 2018 to 78.64% in 2019; the proportion of agriculture, forestry and fishery decreased from 22.38% in 2018 to 21.36% in 2019.

In 2019, budget revenue is estimated to increase by 10.2% compared to 2018, reaching 15,500 billion VND, of which in the first 10 months of the year alone, revenue reached more than 12,900 billion VND. Total export value in 2019 is estimated at 1.1 billion USD.

More than VND10,000 billion has been registered for investment in Nghe An in the first 10 months of this year; this figure increased nearly 1.15 times compared to 2018. Nine projects have also adjusted their investment capital with a total of more than VND679 billion.

The cultural and social sectors continue to receive attention. Notably, this year Nghe An is expected to create jobs for about 37,000 - 38,000 workers; the sustainable poverty reduction program continues to achieve positive results. This year, the poverty rate decreased by about 1.54% compared to 2018, to 4%.

Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son assessed that the GRDP increase results demonstrated the province's efforts, and at the same time requested to clarify some lessons learned in leadership, direction and management to achieve the above results, especially some indicators with sudden growth rates in the last months of the year;...

Comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, raised a number of issues related to the forecast of the increase in the number of 5-year-old children in 2020 and the quality of building standard schools and proposed solutions regarding facilities, quantity and quality of teachers.

Leaders of departments and branches such as the Provincial Statistics Office, Department of Industry and Trade, Department of Planning and Investment reported and clarified contents related to statistical data.

Chairman of the Provincial People's Committee Thai Thanh Quy said that from the beginning of the year, he had developed a growth scenario and established working groups to direct the work. Regarding statistical data, he had also directed relevant sectors to review and coordinate for unification.

In particular, according to the Chairman of the Provincial People's Committee, since the beginning of the year, Nghe An has identified 35 key products, of which 25 products have achieved and exceeded (of which 11 products achieved and increased slightly and 14 products exceeded the plan) in terms of production value. The reason is that many new factories have come into operation, contributing to this positive growth result, compensating for the shortfall due to a decrease in output of some products such as Hoa Sen corrugated iron...

Efforts to achieve 2019 goals

Concluding the socio-economic content, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation emphasized that 2019 is the most important pivotal year of the term, almost the decisive year that has a great influence on the results of implementing the targets of the whole term.

Therefore, right from the beginning of the year, the province determined a very high target. However, in the first 3 quarters of the year, there were difficulties, but the province focused and tried to propose solutions to overcome them.

In particular, the agricultural sector has made great efforts, despite difficulties, it achieved growth of 4.81%, construction increased much higher than in 2018. The service sector also achieved encouraging signs with an increase of 7.51%...

Based on the economic development situation in the first 10 months of the year and the estimates for the whole year, the Provincial Party Secretary emphasized that every effort must be made to achieve the target.

However, the Department of Planning and Investment and the General Statistics Office need to further evaluate and closely calculate the estimated figures for economic targets in 2019 to report to the Provincial People's Council at the upcoming session.

Regarding the planning for next year, the Provincial Party Secretary requested that the targets for 2020 must be linked to the targets of the 2015-2020 term, including the expected targets for the term, the targets not achieved to report to the upcoming meeting of the Provincial People's Council and the Provincial Party Executive Committee.

In the field of culture and society, the Provincial Party Secretary also requested the Education sector to evaluate the results of the 2015-2020 term to have plans and solutions for the new period.

It is especially noteworthy that although the number of students with high scores in the annual high school exam, and many students winning national, regional, and international awards, the average score of the province's high school graduation exam subjects is in the bottom half of the 63 provinces and cities nationwide. This is an issue that needs to be re-evaluated to review the cause...

In addition, the Culture sector also needs to pay attention to in-depth management; the Science and Technology sector, in addition to application, needs to pay attention to building a science and technology force in the area; the Labor sector needs to pay attention to assessing the labor and employment situation; the Provincial Party Committee's Organization Board and the Department of Home Affairs need to study and develop mechanisms and policies to develop a team of experts...

Overall, in agreement with the solutions for 2020 presented by the Party Committee of the Provincial People's Committee, comrade Nguyen Dac Vinh emphasized that the development of solutions must be linked to targets, and at the same time noted that in the solutions for 2020 - the year of organizing Party congresses at all levels - it is necessary to launch emulation to achieve achievements in the spirit that all levels and sectors must both perform well at the same time both tasks of organizing Party congresses at all levels and directing the implementation of socio-economic development tasks of the term.

Information at the meeting said that on the morning of November 27, a working group from Nghe An province was present at Noi Bai airport (Hanoi) to receive the bodies of those who died in the UK more than a month ago and bring them back to their families. Of the 16 bodies brought back to Vietnam this time, 5 were from Nghe An.

At the regular meeting in November, on behalf of the Provincial Party Committee Standing Committee, Provincial Party Secretary Nguyen Dac Vinh expressed his deepest condolences to all families and relatives of the victims; at the same time, he said that the province will continue to take good measures to receive, transport and hand over the remaining bodies or ashes to the victims' families in the second phase for funeral arrangements.
