Provincial Party Secretary oriented 5 key tasks at the 4th session of the 17th Provincial People's Council

Today, I am very pleased to attend and speak at the 4th session of the 17th Provincial People's Council. On the occasion of the 70th anniversary of War Invalids and Martyrs' Day, I would like to express my deep gratitude to the heroic Vietnamese mothers, war invalids, sick soldiers, families of war invalids and martyrs, and people with meritorious services to the revolution. I respectfully send to the distinguished guests, delegates of the Provincial People's Council, all voters and people of the province my best wishes for health and happiness. I wish the session a great success.

... The 4th session of the Provincial People's Council will decide on important issues on economic, cultural, social, national defense and security development, issues within its authority and supervise the implementation of laws and resolutions of the Provincial People's Council...

In the first six months of 2017, despite facing many unfavorable conditions, Party committees and authorities at all levels focused on leadership and direction, along with the efforts of the entire political system, the support and response of the people, the province's socio-economy continued to develop, basically achieving the set goals.

The growth rate of gross regional domestic product (GRDP) is estimated to increase by 6.9%, higher than the same period of the last 3 years. All economic sectors generally grew higher than the same period: agriculture, especially aquaculture and fishing achieved good results; industry continued to recover and grow; the number of tourists increased sharply.

Several large projects have been put into operation and are operating effectively such as Hoa Sen Steel Factory, 1-5 Wood Processing Factory, Song Lam Cement Factory... Road D4, N5 have been opened. Nghi Thiet deep-water seaport has been basically completed, preparing to receive ships with a capacity of 70,000 tons. The cultural and social fields continue to have many positive changes. The material and spiritual life of the people has been improved. National defense and security have been maintained, social order and safety have been ensured, and complicated incidents have been resolved promptly.

The entire Party has seriously implemented the Resolution of the 4th Central Committee (12th tenure) in conjunction with studying and following Ho Chi Minh's ideology, morality and lifestyle, creating positive changes. The political system and authorities at all levels, especially at the grassroots level, have been proactive and active in leading and directing the implementation of political tasks, and more closely connecting with the people.

The Provincial People's Council has made many innovations in its activities, grasped reality, selected the right important and urgent issues to issue resolutions, strengthened supervision and re-supervision, especially in resolving voters' opinions and recommendations.

The Provincial People's Committee has strengthened management, direction, and operation, being proactive and creative towards the people and businesses.

The above achievements and results have increased trust and social consensus, creating a premise for successfully completing the tasks of the last 6 months of the year, the socio-economic development plan for 2017 and the following years of the term.

On behalf of the Provincial Party Executive Committee, I acknowledge and warmly commend the efforts and important contributions of the entire political system, people of all walks of life and business community throughout the province.

Besides the achievements, we need to seriously acknowledge the limitations and shortcomings: Leadership, direction and management sometimes lack determination; there is still a fear of conflict; direction is not specific and does not follow closely to the end.

Party committees and authorities at some grassroots levels have not proactively resolved pressing issues, have not gone deep, closely, discussed and dialogued with the people, and mobilized the people to support common policies. Enterprises' production and business activities still face many difficulties. Industrial production has not developed as expected.

Key projects have been focused on and directed vigorously, but some projects are still slow in progress. Winter-Spring crop output decreased by 1.46% compared to the same period last year. Consumption of some agricultural products is difficult, such as pork, duck, passion fruit... selling prices have dropped sharply.

The trade in counterfeit and substandard goods is still complicated. Domestic revenue is low, only 46.7% of the estimate. The security and order situation continues to be complicated. Violations of construction order in urban areas are still common.

The 2016 Provincial Administrative Reform Index and Provincial Governance and Public Administration Performance Index of the province decreased compared to 2015. There are still some sectors and localities that have not really paid attention to properly resolving the people's legitimate petitions; some complaints and denunciations have been lingering, especially those related to land, site clearance, and policies and regimes, and have not been completely resolved.

At this session, based on the orientation and conclusions of the Provincial Party Executive Committee, I propose that the Provincial People's Council focus on discussing the following tasks:

The first,Focus on assessing the socio-economic situation in the first 6 months of the year, deeply analyzing the causes, accurately forecasting the situation in the last 6 months of the year, closely following the goals and tasks of the Resolution of the 18th Provincial Party Congress; the conclusion of the Provincial Party Executive Committee on the socio-economic situation, national defense, security and foreign affairs in the first 6 months of the year to discuss and decide on the goals and tasks for the last 6 months of 2017, especially solutions for economic growth, budget revenue, ensuring social security, sustainable poverty reduction, ensuring social order and safety...

After this session, the Provincial People's Committee, all levels, sectors and localities will soon develop programs and plans to implement the resolutions passed by the Provincial People's Council; promote responsibility to the people in management, direction and operation; promote ideological work and propaganda to unify awareness, unity, synergy, and enhance the responsibility of the entire political system, striving to successfully carry out the tasks of the last 6 months of the year and the 2017 plan.

Monday,Strengthen the role and responsibility of organizations and individuals in performing assigned tasks, especially the responsibility of leaders; research and participate in developing the project "Continuing to innovate the Party's leadership method, building a streamlined political system apparatus that operates effectively and efficiently". Pay attention to consolidating and building the political system at all levels, especially at the grassroots level.

Continue administrative reform, improve discipline, discipline, and ethics in performing public duties at agencies and units in conjunction with implementing Resolution 4 of the Central Committee (12th tenure) and Directive 05-CT/TW of the Politburo on promoting studying and following Ho Chi Minh's ideology, morality, and lifestyle.

Enhance the leadership capacity and fighting strength of the Party, strengthen the people's trust in the Party. Cadres and Party members must promote their pioneering and exemplary role, practice what they preach, stay close to the people, listen to their thoughts and aspirations, and effectively resolve pressing issues arising in society.

Tuesday,Continue to improve the investment environment, strengthen foreign affairs, promote and attract investment. Proactively innovate forms of contact and dialogue with businesses; focus on supporting and promptly resolving problems, especially those related to mechanisms and policies related to investment procedures, capital access, site clearance, taxes, customs, etc., to create conditions for business development. Urge to speed up the progress of key projects.

Check, review and classify slow-progressing and slow-implementing projects to have a definitive solution. Continue to effectively implement 2 national target programs: new rural development and sustainable poverty reduction.

Focus on directing and organizing the production of the summer-autumn, summer-autumn, and winter crops well. Strengthen the management of land and mineral resources, speed up the reorganization of forestry farms. Improve productivity and output of aquatic exploitation and processing. Replicating effective economic models. Focus on the management, protection, and prevention of forest fires.

Wednesday,Take care of the cultural and social fields. In the immediate future, focus on gratitude activities, towards the 70th anniversary of War Invalids and Martyrs Day. Direct the preparation of conditions for the 2017-2018 school year, improve the quality of education, improve facilities, and resolve problems related to the education sector's staffing.

Actively prevent all kinds of epidemics, improve the quality of medical examination and treatment at all levels. Strengthen state management of food hygiene and safety. Pay attention to directing the work of job creation, labor export, social security, and sustainable poverty reduction.

Ensure political security and social order and safety are maintained. Implement well solutions to curb traffic accidents. Direct good preparation for the 2017 Defense Zone exercise.

Timely detect, resolutely and effectively fight against plots and tricks of reactionary and opposition organizations, ensure stability, security and order, and maintain the great national unity bloc. Thursday,The Provincial People's Council is the local state power agency, representing the will, aspirations and mastery of the people. Therefore, it must always innovate and improve operational efficiency, ensuring the good implementation of the function of deciding on important policies and measures in all aspects of the province.

Strengthening the supervision of law enforcement by state agencies and economic and social organizations in the area to promptly detect weaknesses and inadequacies in management and operation, helping state agencies adjust their operations in a positive and effective direction.

Delegates need to be closer to the people, listen and pay attention to monitoring and urging the resolution of voters' legitimate petitions; coordinate regularly and closely with political and social organizations, organize well monitoring activities, contact voters, detect problems early and take effective actions.

... The implementation of the tasks in the last 6 months of the year is of great significance in completing the targets and tasks of 2017 and the following years.
