The Cau Thong market construction project was approved by the People's Committee of Nghe An province on March 8, 2005 and the detailed construction planning adjustment was approved on August 12, 2010. The land area for the project is 2,318.7m2.², including 2 areas: Area 1 has an area of ​​1,855m²and area 2 has an area of ​​467.3m².

Currently, Area 1 has been granted a Land Use Right Certificate to the investor and the company has paid the land use fee; while Area 2 (where Mr. Phan Trong Nguyen's family has a house and other assets on the land) has not been granted a Land Use Right Certificate to the investor. However, since 2010, the investor has not yet implemented the project, causing pollution and affecting the lives of the people, including Mr. Nguyen's family.

At the citizen reception session, leaders of the Provincial Party Committee's Internal Affairs Committee and the departments of Planning and Investment, Natural Resources and Environment, Construction, and Vinh City People's Committee all agreed to propose separating area 2 of the project with an area of ​​467.3m2.²Compensation and site clearance have not been completed outside the planning scope of Cau Thong Market Project, and will be handed over to Vinh City People's Committee for management, ensuring planning and compliance with the law.

Chairman of Vinh City People's Committee, Mr. Tran Ngoc Tu, added: Currently, the land plot of Mr. Phan Trong Nguyen's family is located in the residential land planning. Therefore, if this plan is implemented, Mr. Nguyen's family will meet the conditions and standards for land allocation according to regulations.

Based on the analysis of the process of directing the handling of issues related to this project by the Provincial People's Committee, Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee expressed his opinion that if this option is determined, it is necessary to consider reclaiming both area 1 and area 2 of the project. Because the remaining area of ​​area 1, if used to build a market, will be limited and will not meet the scale and environmental conditions.

Thereby, comrade Le Hong Vinh proposed that the Citizen Reception Council assign the Provincial People's Committee to preside over and assign relevant departments and branches to review the entire project from the beginning, as well as have a plan to refund the investor's expenses for compensation and site clearance.

Concluding the citizen reception session, Provincial Party Secretary Thai Thanh Quy agreed with the viewpoints of the departments and branches and assigned the Citizen Reception Council to notify the handling of citizens' petitions. Accordingly, the Provincial People's Committee needs to direct the relevant agencies to carry out two tasks at the same time: First of all, adjust the 463.7m²out of the planning scope of Cau Thong Market Project; at the same time, it is necessary to consider whether to stop the entire project or not?

The Provincial Party Secretary assigned the Provincial Party Committee's Internal Affairs Committee to advise on putting this project under the supervision and direction of the Provincial Administrative Reform Steering Committee, which will be established in the near future. Accordingly, the Provincial Party Committee's Internal Affairs Committee needs to collect all documents and transfer them to the relevant agencies to review and clarify the project's investment process; especially clarify the reasons why the project has been "suspended" for a long time, clarify the responsibilities and capacity of the investor, and the responsibilities of the State management agency, etc.
