Nghe An Provincial Party Secretary Thai Thanh Quy receives citizens at the regular October session
(Baonghean.vn) - On the morning of October 12, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council received citizens at the regular session in October 2022.

Attending the citizen reception session were comrades: Ho Le Ngoc - Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee; Ngoc Kim Nam - Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Committee; Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; leaders of provincial departments, branches, and Anh Son District Party Committee.
Ms. Nguyen Thi Chin, Phuc Son commune, Anh Son district, requested the Provincial Party Secretary to direct the settlement of the regime for people with meritorious services before the August Revolution in 1945 for her father, Mr. Nguyen Huu Tich.

Information from citizens and relevant agencies shows that Mr. Tich's file was submitted to the Organizing Committee of Anh Son District Party Committee in 2000. During this period, the recognition of revolutionary activists before the August Revolution of 1945 was implemented according to Decree No. 28/CP dated April 29, 1995 of the Government, which stipulates: "For cadres who did not leave and only operated at the grassroots level, they must be certified by two people who were recognized as revolutionary activists before the August Revolution of 1945 and must be recognized by the Conference of veteran cadres in the locality".
However, according to the Organizing Committee of Anh Son District Party Committee, Mr. Nguyen Huu Tich's profile does not meet the conditions to comply with Decree No. 28/CP of the Government, one of the reasons being that the profile does not have the confirmation of two veteran revolutionary cadres working together.

Up to now, since the time Ms. Chin submitted her application, the Government has successively issued Decree No. 31/2013/ND-CP dated April 9, 2013 and Decree No. 131/2021/ND-CP dated December 30, 2021 detailing and guiding the implementation of a number of articles of the Ordinance on preferential treatment for people with revolutionary contributions, with many new points compared to the previous Decree No. 28/CP.
Speaking at the citizen reception session, analyzing the profile of Mr. Nguyen Huu Tich, Head of the Provincial Party Committee's Internal Affairs Committee Ho Le Ngoc commented that the regulations of Decree No. 28 were still inadequate, so at that time there was difficulty in confirming the profile for Mr. Tich.

Along with that, Decrees 31/2013 and 131/2021 replacing Decree No. 28 have content aimed at party members; cadres who do not leave but work at the grassroots level like Mr. Tich are not regulated. Therefore, based on the period when Decree 31 is in effect, or currently Decree 131/2021 is in effect, to resolve the recognition of revolutionary activists before the August Revolution in 1945 in the case of Mr. Nguyen Huu Tich is impossible because he was a union member, not a party member when he was active.
The Head of the Provincial Party Committee's Internal Affairs Committee also raised the issue of responsibility of Anh Son District Party Committee, especially the District Party Committee's Organization Committee, especially the officials who directly received and processed the documents during the period from 2000 to 2014, when they did not clearly answer the family whether Mr. Tich's case was recognized or not, leading to the family waiting for 14 years.
Based on that analysis, the Head of the Nghe An Provincial Party Committee's Internal Affairs Committee requested the Provincial Party Committee Secretary to direct a more comprehensive review of this entire incident to adequately respond to citizens.

Concluding the citizen reception session, Nghe An Provincial Party Secretary Thai Thanh Quy assigned the Provincial Party Committee's Organizing Committee to review the entire process of processing the application for recognition of Mr. Nguyen Huu Tich as a revolutionary activist before the August Revolution in 1945 within 1 month from the citizen reception session.
In particular, the head of the Provincial Party Committee noted that it is necessary to clarify whether there were any mistakes at the commune and district levels when processing the dossier; especially paying attention to the verification detail of "there were 2 people who were confirmed to be revolutionary cadres before the August Revolution of 1945"; as well as clarifying the basis and basis on which Mr. Tich was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee in 2013 for his achievements in the resistance war against the French colonialists.
On that basis, the Provincial Party Committee's Organizing Committee reported to the Provincial Party Committee Secretary the results as well as proposed solutions; in which it noted the plan to recommend that the competent authority consider whether to resolve Mr. Nguyen Huu Tich's case according to Decree No. 28 of the Government or not, thereby satisfactorily answering citizen Nguyen Thi Chin about the resolution of the file related to her father.
