Provincial Party Secretary: Focus on handling "bottlenecks" at the grassroots level

Attending the conference were comrades in the Provincial Party Standing Committee, representatives of provincial departments, branches, 21 districts, cities, towns and affiliated party committees at connecting points in the area.

Through the conference, the Standing Committee of the Provincial Party Committee listened to and gave opinions on the implementation of socio-economic development tasks, national defense and security, Party building, and political system building in the first 6 months of 2018, and directions and tasks for the third quarter of 2018.

Regarding the economic development task, in the first 6 months of 2018, the total provincial product (GRDP) in the first 6 months of 2018 (at 2010 comparative prices) is estimated at 38,360.3 billion VND, up 7.39% over the same period in 2017, the highest increase in the same period in the last 6 years. The total state budget revenue in the area in the first 6 months of 2018 is estimated at 6,197.55 billion VND, reaching 48.8% of the estimate, up 10.2% over the same period. Industrial production continues to have positive changes and has a good growth rate. In the first 6 months of 2018, the total mobilized capital of the whole society is estimated at 28,596 billion VND, equal to 44.67% of the plan, up 9.6% over the same period.

Efforts to improve the investment and business environment in recent times have initially shown positive signs. In the Provincial Competitiveness Index (PCI) in 2017, Nghe An province ranked 21st, up 4 places compared to 2016; ranking first among the 6 provinces in the North Central region, this is the highest position ever of Nghe An province. In the first 6 months of 2018 (up to June 15, 2018), the whole province has newly granted (approved investment policies and issued investment registration certificates) to 50 projects, with a total registered investment capital of 6,194.08 billion VND.

The work of Party building and political system building continues to be focused on and promoted. In particular, the Provincial Party Committee issued and directed the implementation of Plan No. 111-KH/TU, dated January 2, 2018 of the Provincial Party Committee on implementing the Resolution of the 6th Conference of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". Accordingly, the province has proposed 43 tasks to be done immediately, 06 pilot tasks and 12 tasks to be implemented according to the plan and instructions of the Central Committee; directed the development of 3 provincial-level scientific topics, selected 12 pilot units to synchronously implement the contents of Resolution 6 of the Central Committee (12th term).

Speaking at the meeting, comrade Vo Viet Thanh - Member of the Provincial Party Committee, Secretary of Vinh City Party Committee, after reporting on the city's highlights in the first 6 months of 2018, proposed a number of contents to the Provincial Party Committee Standing Committee, Provincial People's Committee and departments and branches.

Accordingly, in 2018, the city will celebrate the 230th anniversary of Phuong Hoang Trung Do and the 10th anniversary of a class I urban area, so it needs capital to upgrade and build technical infrastructure and traffic. Comrade Vo Viet Thanh proposed that the province leave Vinh city a part of the money from land exploitation to carry out urban beautification. Vinh City Party Secretary also said that after land auctions in the area, the city has collected more than 600 billion VND, of which more than 500 billion VND has been paid to the state budget. Comrade Vo Viet Thanh also suggested that the province soon have a plan to resolve the problems on Ly Thuong Kiet street.

Acknowledging the results that Vinh city has achieved, Secretary of the Provincial Party Committee Nguyen Dac Vinh also noted two issues for the city. That is, the city needs to focus on clearing the Vinh - Cua Lo route because through inspections, the section through the communes of Nghi Loc district has basically completed clearing the land, but Vinh city has not yet done so. Comrade Nguyen Dac Vinh also requested the city to report on the results of the implementation of the flood prevention project at Vinh market. The head of the Nghe An Provincial Party Committee said that the project has been implemented since 2017 and this is an issue that makes people angry and worried.

Also related to the site clearance work, speaking online at the conference, Hung Nguyen District Party Secretary Hoang Van Phi said that at VSIP Industrial Park and the 72m East-West road running through the district, there are currently 2 households that have not agreed to the compensation and relocation plan to return the site. Hung Nguyen District Party Secretary requested the province to support the enforcement.

Directing this content, Provincial Party Secretary Nguyen Dac Vinh said that before organizing enforcement measures, Hung Nguyen district needs to coordinate with departments and branches to conduct dialogue, propaganda, and mobilize people to comply with State regulations. Enforcement is the last measure when other measures have been thoroughly implemented.

At Anh Son district bridge, District Party Secretary Dang Thanh Tung reported to the Standing Committee of the Provincial Party Committee: after 2.5 years of implementing the Resolution of the District Party Congress, 24/33 targets have been completed, it is expected that by 2020, at the end of the congress term, Anh Son district will reach 27/33. There are 6 difficult targets to achieve such as: Average income per capita, forest coverage rate, targets of grassroots party organizations completing their tasks well, party member development work...

Also reporting to the Standing Committee of the Provincial Party Committee on the targets after half of the congress term, Secretary of the Quy Hop District Party Committee Ho Le Ngoc said that the targets that are difficult to achieve are: average income per capita, budget revenue, communes meeting new rural standards, developing party organizations in enterprises...

Comrade Ho Le Ngoc also reported to the Standing Committee of the Provincial Party Committee on the outstanding issue that is causing difficulties for the government and people of Quy Hop district. That is the urgent relocation project of people in the three communes of Chau Thanh, Lien Hop, Chau Tien, which has been unfinished for many years, causing anxiety for the people and the current situation of pollution of the people's domestic water sources. Regarding the water supply project, the Secretary of the Quy Hop District Party Committee suggested that if Nghe An Water Supply Company cannot implement it, other investors should do it to ensure the people's lives.

To alleviate this concern of Quy Hop district, comrade Nguyen Dac Vinh suggested that the Provincial People's Committee quickly reassess the relocation area, and that any area that is urgent or dangerous to the people must be implemented immediately. Regarding the issue of clean water, the Head of the Provincial National Assembly Delegation directed the Department of Natural Resources and Environment to survey and inspect the causes of environmental pollution, and that any unit causing pollution must be handled and responsible for remedying the consequences. Affirming that the reflections of the authorities and people of Quy Hop are true, Secretary of the Provincial Party Committee Nguyen Dac Vinh directed: "Any enterprise causing pollution must have its license revoked. We should have a resolute attitude, when explaining and submitting for licensing, we say very well, but after implementation, we do something else."

Asked by the Provincial Party Secretary to explain why many localities have not met their targets in Party building, especially in developing Party members, comrade Le Quoc Khanh - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board said that the primary reason was that the resources for Party development in the recent past were insufficient, while the long-standing policy was to focus on quality, not quantity. In addition, when setting targets, Party committees did not closely follow reality and did not have specific plans, especially for the target of recruiting Party members in the private enterprise system.

At the conference, representatives of the Provincial Party Committee's Mass Mobilization Committee, Department of Natural Resources and Environment, Department of Agriculture and Rural Development, Department of Planning and Investment... reported and explained a number of contents that the Provincial Party Secretary directed and the districts proposed.

Speaking at the conference, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the results achieved by provincial and local departments, branches and sectors in the past time, especially in the fields of agriculture, investment promotion, resource mobilization for new rural construction, security and order. Identifying some targets in the first 6 months of the year that were not achieved, comrade Nguyen Xuan Duong requested units to base on the growth content of their units and the province to focus on directing implementation. With many solutions focusing on production, increasing budget revenue, disbursing projects, focusing on ensuring security and order... from now until the end of the year.

Acknowledging the achievements of departments, branches and localities in the past time, Secretary of the Provincial Party Committee Nguyen Dac Vinh affirmed that the results of the implementation of tasks in the first 6 months of 2018 objectively reflected the situation in the province. Although the growth target reached 7.39%, the highest in the past 6 years, it was not achieved compared to the target in the first half of 2018. To achieve the growth target of 8.5-9% as proposed in the scenario, the Secretary of the Provincial Party Committee requested departments, branches and localities to focus on urging and synchronously implementing solutions, especially in the fields of industry, construction, trade, investment promotion, etc.

Sharing the difficulties of budget collection, especially the revenue in the first 6 months of this year being lower than the same period in 2017, the Provincial Party Secretary also reminded the authorities of districts, cities and towns to absolutely not use the money collected from land funds for regular expenditure. This is a source for reinvestment and development of technical infrastructure, so it is absolutely not allowed to be spent for the wrong purpose - the Provincial Party Secretary affirmed.

Assessing the positive changes in administrative reform in many sectors and localities, the Head of the Provincial National Assembly Delegation also worried about the situation of overcharging in some localities, especially communes and wards. Comrade Nguyen Dac Vinh requested leaders of units to closely monitor and supervise this issue to avoid it arising and affecting people's lives.

The Provincial Party Secretary also welcomed the units for organizing a good review of 5 years of implementing Resolution 26 of the Politburo on Nghe An development until 2020 and 2.5 years of implementing the Resolution of the Party Congresses at all levels. To successfully and effectively implement the policies and resolutions, comrade Nguyen Dac Vinh noted that the units must have major solutions, draw experience from practice to forecast development trends to closely follow the goals and targets.

Regarding the work of Party building and Party member development, the Provincial Party Secretary said that for a long time, Party committees at all levels have implemented discipline but the efficiency has not been really high. The reason is that Party committees at all levels have not forecasted and assessed the reality accurately, set targets but lacked inspection and supervision. To overcome this problem, comrade Nguyen Dac Vinh suggested that departments, branches and localities continue to promote the study and dissemination of directives and resolutions to well organize the work of Party building and Party member development, especially in enterprises and special areas. Regarding the issues raised by the press, the Provincial Party Secretary noted that the districts should not avoid them but should absorb, consider and have timely and lawful responses.
