Party Central Committee Secretary Phan Dinh Trac: The best solution to poverty reduction is "giving fishing rods"
(Baonghean.vn) - Meeting with voters of Quang Phong commune, Secretary of the Party Central Committee Phan Dinh Trac emphasized that the best solution in poverty reduction is to "give fishing rods" - increase guidance for people on how to do business and build economic models.
On the morning of October 9, the provincial National Assembly delegation, including comrades Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Committee; Nguyen Thi Thao - Doctor of Nghe An Northwest General Hospital; Moong Van Tinh - official of Que Phong District Youth Union, had a meeting with voters in Quang Phong commune, Que Phong district.
Also attending were leaders of Que Phong district, departments and branches: Labor, War Invalids and Social Affairs; Industry and Trade.

After listening to the National Assembly Deputies announce the expected agenda of the 6th session of the 14th National Assembly, voters of Quang Phong commune proposed a number of contents: Proposing to soon allocate forestry land to people for production according to Decree 163; approving forest planting dossiers; investing in supporting materials for building new rural roads; completing the project to relocate households in landslide areas to resettlement areas; renovating and expanding National Highway 48D; having a policy to create jobs for children in mountainous areas after graduating from universities, colleges or training orientation; increasing allowances for non-professional cadres at the commune level; considering awarding resistance medals to those who have contributed to the revolution.
Quang Phong is a poor mountainous commune, far from the district center, where people's lives still face many difficulties. Some villages have received help and support from a number of clean water programs, but when implemented and put into use, they have not yet been fully effective. Many voters want to continue upgrading the clean water system to help people have water for daily use.

Regarding the policy of merging hamlets, some voters expressed concerns that after the merger, the number of households would increase, with some hamlets having more than 200 households. The work of hamlet and village officials would be heavier. Therefore, voters suggested increasing the allowance for hamlet and village officials to encourage them to stay in their areas.
Voters also mentioned the situation of creating fake records for wounded soldiers; the need for appropriate investment forms for each village when implementing new rural construction; there should be incentive programs for households striving to escape poverty;...

At the conference, on behalf of the National Assembly delegation, Mr. Phan Dinh Trac, Secretary of the Party Central Committee, thanked voters for their sincere contributions and directly explained a number of issues of concern to voters.
Regarding the proposal to grant forestry land according to Decree 163 of the Government, Secretary of the Party Central Committee Phan Dinh Trac said that this is a legitimate aspiration of the people, because for people in mountainous areas, their livelihood mainly depends on forests. Comrade Phan Dinh Trac requested the district leaders to soon resolve the issue of granting forests to people, creating jobs on the spot.
Explaining the proposal to create jobs for children in mountainous areas after graduating from universities and colleges, Secretary of the Party Central Committee Phan Dinh Trac affirmed that to have good jobs, it is necessary to solve the socio-economic "problem". The most effective solution is to create conditions to attract many businesses to the locality, bringing on-site job opportunities for children. At the same time, the Secretary of the Party Central Committee suggested that the children of the commune have the will to rise up, proactively seek jobs, and avoid the mentality of waiting and relying on others.
Citing the advantages of Quang Phong commune such as the advantage of growing wet rice, people having experience in agriculture, or the commune enjoying policies from the Government's District 30a, but "Why is the poverty rate of the commune still high?" - The Secretary of the Central Party raised the question and requested the Party Committee, government and people of Quang Phong commune to promote their potential, make efforts to escape poverty, apply science and technology to economic development, and change the face of rural mountainous areas.
Regarding the proposal to have an incentive program for households escaping poverty, the Party Central Committee Secretary said that this is a "good idea", and affirmed that the best solution is to "give people fishing rods" - strengthen guidance for people on how to do business and build economic models. Comrade Phan Dinh Trac added that this is also the Government's orientation when building policies for poor households in the coming time.
Regarding the settlement of policies for policy beneficiaries, comrade Phan Dinh Trac requested relevant departments and branches to closely review the records of war invalids and sick soldiers, promptly resolve records for eligible policy beneficiaries, and strictly handle violations.
