Embezzlement of allowances at Dooc May Kindergarten (Ky Son) has not been handled yet.
(Baonghean) -In October 2012, the Inspection Team of the People's Committee of Ky Son district concluded that Ms. Nguyen Thi Luu, Principal and Ms. Ngan Thi Quynh, accountant of Dooc May Kindergarten (Ky Son) had embezzled hundreds of millions of dong in salaries, allowances of teachers and money for lunch and study expenses of children... However, to date, the case has not been properly handled.
According to the Inspection Conclusion No. 569/KL-UBND of the People's Committee of Ky Son district dated October 16, 2012; as the Principal and account holder of Dooc May Kindergarten, Ms. Nguyen Thi Luu carried out loose state management, lacked a sense of responsibility, violated financial management principles; violated State regulations in performing management tasks and using budget sources; made a list of payment regimes for teachers that were not timely and complete; made a payment table but in reality did not pay or paid less, not fully the regimes for beneficiaries with the amount of 37,696,060 VND (including some items such as payment of salary increase in arrears in 2010, 2011 for 3 teachers of nearly 7.5 million VND but Ms. Luu did not pay enough). In addition, Ms. Luu also embezzled support money for children of poor households according to Decision 112/QD-TTg in 2010...
The inspection conclusion also pointed out: Ms. Ngan Thi Quynh, the school's accountant, took advantage of her position while performing her duties, violated state regulations, violated professional ethics, appropriated teachers' and students' allowances and policies for personal use, causing resentment and affecting the lives of teachers and students; and lost the trust of parents in the school. From 2010 to September 2012, Ms. Quynh appropriated more than 205 million VND in teachers' salaries, allowances and lunch and study expenses for children. Of that amount, there were 108.15 million VND in study expense support for children in the 2011-2012 school year and more than 20.5 million VND in children's lunch allowances. In addition, Ms. Quynh also did not pay nearly 25 million VND in allowances for especially difficult areas and 51.4 million VND in salary for July 2012 to teachers.
It is known that Dooc May Kindergarten in a particularly difficult border commune of the remote Ky Son district has 10 classes, with 167 children and 14 staff and teachers; the school's facilities are still lacking. Although there has been a clear conclusion about the corruption of the two above-mentioned staff and the Chairman of the Ky Son District People's Committee has also assigned the relevant agencies to coordinate in advising on disciplinary measures, up to now, the case has remained silent, causing indignation among staff, teachers, parents and the public.
