Mr. Do Duc Duy - Chairman of Yen Bai Provincial People's Committee - on the afternoon of December 2 said that the Provincial People's Committee has sent a document to the Prime Minister and the Government Inspectorate regarding the results of the post-inspection handling related to the "mansion" case of Mr. Pham Sy Quy - former director of the provincial Department of Natural Resources and Environment.
Speaking to reporters over the phone, Mr. Ta Van Long - Vice Chairman of Yen Bai Provincial People's Committee - also said that Yen Bai province has imposed an administrative fine of VND507 million for illegal construction and unlicensed construction at the "mansion" of Mr. Pham Sy Quy's family. Along with that is a fine of over VND50 million for late tax payment.
Mr. Long emphasized that "only administrative sanctions and allowing the project to exist" will be applied.
"To do this, the People's Committee of Yen Bai province has sent a document to the Ministry of Construction and a number of related agencies to ask for opinions. The province has received feedback and based on current regulations, it can only impose administrative sanctions," said Mr. Long.
Mr. Ta Van Long also said in the document sent to the Prime Minister and the Government Inspectorate, the Provincial People's Committee reported that the province disciplined 14 individuals involved in both the Party and the government.
In particular, Mr. Pham Sy Quy was disciplined with a Party warning and dismissed from the positions of Party Secretary, member of the Party Executive Committee of the Department of Natural Resources and Environment, and transferred to the position of Deputy Head of the Office of the Yen Bai Provincial People's Council.
For cadres and civil servants at the department level or lower in Yen Bai City, the Standing Committee of the Yen Bai City Party Committee decided to discipline them with a Party reprimand.
In addition, the Director of the Yen Bai Provincial Tax Department also decided to discipline the head and deputy head of the Registration and Other Collection Team of the Yen Bai City Tax Department with a reprimand.
The official dispatch of Yen Bai province sent to the Prime Minister and the Government Inspectorate also affirmed that local authorities have issued documents to rectify the calculation of costs for excavation and site leveling as stated in the conclusion of the Government Inspectorate and to rectify the management of urban construction order in the area.
Previously, implementing Conclusion No. 2681/KL-TTCP dated October 20, 2017 of the Government Inspectorate on the inspection of land management, construction licensing and construction management; compliance with the law on transparency of assets and income related to the land at Group 42, 52 Minh Tan Ward ("the mansion" of Mr. Quy's family), Mr. Tran Xuan Thuy - Chairman of Yen Bai City People's Committee - and Mr. Nguyen Yen Hien - Vice Chairman of Yen Bai City People's Committee - were disciplined with a reprimand by the Party and the government.
