According to Regulation 105, the Politburo considers and decides on the conferment or promotion of the ranks of General, Senior Lieutenant General, and Navy Admiral.

Regulation 105 on decentralization of cadre management and appointment and introduction of candidates of the Politburo, which has just been signed and issued by General Secretary Nguyen Phu Trong, clearly stipulates that cadre titles are decided or decentralized by the Politburo and the Secretariat.

The Chairman of the People's Council and People's Committee of Hanoi and Ho Chi Minh City is decided by the Politburo.

Specifically, the positions decided by the Politburo in central agencies include: Politburo member, Secretariat member, Party Central Committee member; Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister; Member of the National Defense and Security Council; Member of the National Election Council, Head of steering committees established by the Politburo, Member of the National Assembly Party Delegation, and Government Party Personnel Committee.

The Politburo also decided on the following positions: Chairman and Vice Chairman of the Central Inspection Commission; Heads of Party Central Committee committees; Chief of the Party Central Committee Office; Director of the Ho Chi Minh National Academy of Politics; Member of the Standing Committee of the National Assembly, Chairman of the Ethnic Council, Chairmen of National Assembly Committees, Secretary General of the National Assembly - Head of the National Assembly Office.

For provinces, cities and Party Committees of blocs directly under the Central Government, the Politburo decides on the positions of Secretary of Provincial Party Committees, City Party Committees, Party Committees of blocs directly under the Central Government; Chairman of People's Councils, Chairman of People's Committees of Hanoi and Ho Chi Minh City.

For the military and police, the Politburo decides on the following positions: Member of the Central Military Commission, member of the Central Public Security Party Committee; Director of the General Political Department of the Vietnam People's Army; Chief of the General Staff of the Vietnam People's Army.

The Politburo considers and decides on the conferment or promotion of military ranks on these personnel and the conferment or promotion of the ranks of General, Senior Lieutenant General, and Navy Admiral on personnel holding lower positions.

The positions of Assistant to: General Secretary, President, Prime Minister, Chairman of the National Assembly and members of the Politburo, Secretary of the Party Central Committee; Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister; and senior experts are also decided by the Secretariat.
