This round of streamlining the payroll has implemented synchronous solutions, including organizational structure, innovation in management mechanisms, recruitment mechanisms, propaganda, political and ideological education…”

That was the affirmation of Deputy Minister of Home Affairs Tran Anh Tuan at the national conference to implement Resolution No. 39-NQ/TU of the Politburo and disseminate the Government's plan on streamlining the payroll and restructuring the team of cadres, civil servants and public employees, which took place on January 12 in Hanoi.

Deputy Minister Tran Anh Tuan said that in this streamlining of staff, the responsibility of the head is promoted to the highest level. Because the plans and projects on streamlining staff, after being approved by competent authorities, become legal indicators associated with the assessment and classification of the level of task completion of the head in each agency, organization, and unit.

“The implementation of Resolution 39 of the Politburo on streamlining the payroll demonstrates the Party's policy and determination in improving the quality of civil servants, contributing to improving the effectiveness and efficiency of agencies and organizations and improving the quality of service to the people.

At the conference, representatives of provinces and cities, after stating the current situation of streamlining the payroll, also reflected on some difficulties in the process of implementing this work, such as redundancy due to restructuring of cadres, civil servants and public employees according to job positions but not being able to arrange other jobs; especially for the education and health sectors, this work encountered many difficulties.

According to the explanation, the current distribution of teachers in our country is both excessive and insufficient. Many localities are lacking many preschool and primary school teachers, but in general schools there are too many surplus teachers. This has caused confusion for some localities when implementing staff streamlining.

“Resolution 39 stipulates a minimum reduction of 10% of the payroll. However, currently, payroll in the public service and education sectors is implemented according to the teacher/class ratio. If reduced like that, there will not be enough teachers to teach in the classroom and it will be very difficult for subordinates to implement the 10% reduction in payroll,” said Mr. Nguyen Van Linh, Chairman of the People's Committee of Bac Giang province.

Besides, delegates also cannot help but worry because if not done carefully, objectively and impartially, the streamlining of staff will easily lead to internal disunity, complaints, etc.

Faced with these difficulties, some opinions suggested that the Ministry of Home Affairs soon approve the Project on job positions in public service units so that localities have a basis to implement staff streamlining according to regulations. In addition, the Central Government should create conditions for localities to implement staff streamlining by merging and reducing focal points.

“If we do not merge and reduce the number of focal points, it will be very difficult to reduce the number of staff. Currently, many local departments and branches have many public service units such as health, education, agriculture, etc. But when we reviewed to merge or reduce the number of focal points, we have not received the support and consensus of the central ministries and branches,” Ms. Do Thi Minh Hoa, Vice Chairwoman of the People's Committee of Bac Kan province, explained.

According to Deputy Minister of Justice Dinh Trung Tung, in the judicial sector, streamlining the payroll is one of the important and core tasks of the sector. “Therefore, for many years now, we have been doing this before the Resolution of the Politburo and the Government Plan. One of the basic tasks is that in the notary sector, we have transferred from the State notary office to the private notary office (currently 30% has been transferred, in the coming time, this will be socialized).

Property auction centers will also be transferred to the private sector. The number of outside property auction centers is quite large. The field of civil judgment enforcement is also gradually being socialized, including bailiffs.

However, Deputy Minister Dinh Trung Tung also said that if the issue of streamlining the payroll is raised but does not affect the operations of agencies, organizations, and units, ensuring the good completion of assigned political tasks for the judiciary, there is a contradiction.

Because the political tasks assigned to the sector are increasing, in recent years, the judiciary has been assigned many additional functions and tasks such as managing judicial records, managing administrative violations and monitoring law enforcement, managing state compensation issues, etc., so it is impossible not to increase the staff and organizational structure at both the central and local levels. To ensure the implementation of these tasks, there must be human resources, finance, equipment and facilities.
