Minister, Chairman of the Ethnic Committee impressed with the village chief in the mountainous region of Nghe An

Maintain the apparatus for ethnic work
Working with leaders of Nghe An province on the morning of August 24, Minister Do Van Chien assessed that in recent years, from the provincial to grassroots levels, great attention has been paid to ethnic work and good implementation of ethnic policies in the province.
Since then, the ethnic people's lives have developed, and people have trusted the leadership of the Party and authorities at all levels. The province has promptly issued documents implementing the Central's documents; the ethnic work apparatus has been consolidated, improved, and increasingly effective. In addition to the Central's policies, the province has paid attention to allocating resources to implement its own policies.

On the morning of August 24, comrade Do Van Chien - Member of the Party Central Committee, Minister, Chairman of the Ethnic Committee and the working delegation worked with provincial leaders on the implementation of ethnic work and ethnic policies in Nghe An province. On the side of Nghe An province, there were comrades: Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Minh Thong - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Hoang Viet Duong - Vice Chairman of the Provincial People's Council and representatives of leaders of a number of departments and branches of the province. |
In particular, recalling his visit and work in Que Phong district on August 23, Minister Do Van Chien expressed his impression of the village and hamlet officials. "I am very impressed with the head of Na Chao village, Dong Van commune, Que Phong district. He speaks fluently, without needing books, when discussing the village's data" - the Minister shared.
The Minister highly appreciated the unity of leaders at all levels from the province to the grassroots in ethnic affairs and the very good implementation of ethnic policies. “Village, commune, district and provincial cadres are open, sincere, caring and sharing with the lives of ethnic minorities. This is very important,” the Minister emphasized.
Given the geographical characteristics and the number of ethnic minorities in the province, the head of the Ethnic Committee proposed that the province support and consider maintaining the current structure of the agency doing ethnic work in the coming time. Because after the 6th Central Conference (term XII), the organization of the Ethnic Committee of the provinces may be reorganized according to a "soft" structure, that is, some provinces have it, some provinces do not.
Although many results have been achieved, in order to continue to effectively carry out ethnic work in the area, in the coming time, the Minister and Chairman of the Ethnic Committee proposed that the Provincial People's Committee direct the Provincial Ethnic Committee, the Department of Home Affairs, departments and branches to carefully study and promptly implement Resolution 52 of the Government on promoting the development of human resources of ethnic minorities in the period of 2016-2020, with a vision to 2030; especially the recruitment, training, fostering and appointment of ethnic minority cadres working in Party agencies, authorities and mass organizations at all levels.
On the other hand, Minister Do Van Chien suggested that the province pay attention to strengthening propaganda and mobilization work in ethnic minority and mountainous areas so that people pay attention to promoting internal strength and fighting against the mentality of waiting and relying on the State.
“For the people, there is nothing better than setting an example and creating a ripple effect. Therefore, the province needs to continue to honor prestigious village elders and village chiefs, and students with high academic achievements,” the Minister suggested.
The Minister also suggested that the province pay attention to selecting good and excellent students from mountainous areas and especially difficult border communes to be able to come to Vinh City to spend the summer with local families to improve their life skills. "If the province can implement this, the Ethnic Committee will support it," the Minister affirmed.

Also at the meeting, Minister Do Van Chien asked the province to pay attention to supporting the policy of building a database on ethnic minority mountainous areas and updating it annually to serve management and policy making, providing it to all levels when requested; and well implementing the content of the Resolution of the 12th National Party Congress on ethnic work.
The head of the Ethnic Committee suggested that the province select typical examples to represent the province to attend the ceremony to honor prestigious people, intellectuals, and outstanding ethnic minority businessmen nationwide in 2017, which will be held for the first time in the near future.
Regarding the specific recommendations of the province, the Minister and Chairman of the Ethnic Committee agreed and responded specifically, giving directions for implementation in each content, including requesting the Provincial Ethnic Committee to coordinate with the Policy Department and the Ethnic Committee to quickly review the communes with special difficulties to submit to the Prime Minister in September; support Que Phong district with 350 million to build an economic model...
Focus on developing the West
In his response, Chairman of the Provincial People's Committee Nguyen Xuan Duong strongly agreed with the assessment of Minister and Chairman of the Ethnic Committee Do Van Chien on ethnic work in the province.
The Chairman of the Provincial People's Committee affirmed that Nghe An identifies the Western region as a growth pole of the province, and at the same time has many mechanisms and policies to prioritize the development of this region.
Accepting the Minister's direction, the Chairman of the Provincial People's Committee said that he would put it into implementation direction in the coming time; at the same time, he hoped that Minister Do Van Chien and the Ethnic Committee would continue to support, accompany and help Nghe An to successfully implement Resolution 26 of the Politburo.
Previously, reporting to the working delegation of the Ethnic Committee, Vice Chairman of the Provincial People's Committee Le Minh Thong said that the mountainous ethnic minority area of Nghe An has an area of 13,745 km², accounting for 83% of the province's natural area; including 46 communes in area I, 112 communes in area II, 94 communes in area III and 1,175 extremely disadvantaged villages and hamlets; there are 27 communes in 6 border districts adjacent to 419.5 km of border with Laos.

The population of the mountainous ethnic minority area is 1,197,628 people (accounting for 41%), of which ethnic minorities are 466,137 people, accounting for 15.2% of the province's population and 36% of the population in the mountainous area, including 5 ethnic groups with large populations: Thai, Tho, Kho Mu, Mong, O Du.
“This is a region with a particularly important strategic position in terms of economy, politics, national defense - security and ecological environment protection; there is great potential in terms of land resources for growing industrial crops, forestry, raising large livestock, developing hydropower, exploiting minerals and developing trade and tourism of the province” - Vice Chairman of the Provincial People's Committee said.
With such a role and position, Nghe An has implemented the policies of the Central and the province for mountainous ethnic minority areas and achieved high results.
“By 2016, all communes of the mountainous ethnic minority region of Nghe An will have car roads to the center and a national power grid; the average income per capita of the region will reach 23 million VND/person,” said Luong Thanh Hai, Head of the Provincial Ethnic Minorities Committee.
