National Assembly Delegates of Nghe An delegation met with voters of Thanh Chuong district
(Baonghean.vn) - There were 10 voters reflecting, recommending, and proposing 29 contents related to socio-economics, national defense and security, which were received, explained, and clarified by National Assembly deputies and representatives of 10 provincial and district-level departments and branches of Thanh Chuong district.
10 voters petitioned and proposed 29 issues

On the morning of May 10, at Ngoc Lam commune (Thanh Chuong district), National Assembly deputies of the National Assembly delegation of Nghe An province: Do Van Chien - Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front; Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly delegation of Nghe An province; Thai Van Thanh - Member of the Provincial Party Committee, Director of the Department of Education and Training of Nghe An had a meeting with voters of 10 communes: Ngoc Lam, Thanh Son, Thanh Huong, Thanh My, Thanh Thinh, Thanh An, Hanh Lam, Thanh Khe, Thanh Chi, Thanh Thuy and a number of agencies and units in the district.
Also participating in the meeting with voters were comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; leaders of provincial departments and branches and leaders of Thanh Chuong district.
At the conference, on behalf of the National Assembly delegates of constituency No. 4, comrade Thai Van Thanh - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training of Nghe An announced the expected agenda of the 7th session of the 15th National Assembly and informed about the results of responses from central ministries and branches to the petitions of Thanh Chuong district voters in previous voter meetings.

In the spirit of frankness, democracy and responsibility, Thanh Chuong district voters raised many opinions, proposals and recommendations to the Central and the province related to socio-economics, national defense and security.
The issue that many voters of Thanh Chuong district are interested in, making recommendations and proposals related to infrastructure investment for socio-economic development in the area.
Voter Nguyen Van Tien (Thanh Huong commune) said that Hoa Quan area, Thanh Chuong district has an important strategic position in terms of socio-economic development and national defense and security. Currently, all levels and sectors are implementing Resolution No. 39 of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, so it is recommended that competent authorities arrange to include in the planning and balance investment resources to build a traffic route, connecting National Highway 46, from Thanh Linh commune to Ho Chi Minh road to Ngoc Lam commune to create connectivity and promote development in the communes in the area (designed in 2014).

Along with this route, voter Nguyen Van Tien proposed upgrading the road connecting Ho Chi Minh road to Ngoc Lam commune; district road 385 has degraded.
Regarding infrastructure, some Thanh Chuong voters also requested competent authorities to support funding for investment in the flood prevention dyke on Lam River; pay attention to arranging maintenance of Provincial Road 533, National Highway 46C and some roads in the area...
Voters in Thanh Chuong district also reflected on the inadequacies related to planning, compensation and site clearance of the Ho Chi Minh road passing through the district. According to voter Le Thi Thuy (Hanh Lam commune), the Ho Chi Minh road was invested in and put into use in 2002, contributing to promoting the socio-economic development of localities where the road passes. However, currently, there are a number of constructions, land and houses of people located in the traffic safety corridor that have not been compensated or cleared, affecting traffic safety due to obstructed visibility and many households have the need to renovate and build houses but have not been able to do so; requesting competent authorities to resolve this issue.

Thanh Chuong voters are also interested in education issues, including the content related to the form of evaluation and commendation for primary school students; inadequacies in support policies for 3-year-old preschool children in mountainous areas and ethnic minorities. Many issues were also reflected and proposed by voters related to planning and management of 3 types of forests; special regimes for border communes, protection regimes, and the elderly; handling the existing problems and inadequacies after resettlement in Thanh Son and Ngoc Lam communes, which currently do not have a traditional market, stadium, memorial attached to the martyrs' cemetery and some village cultural houses; managing the prices of modern medicine, which still has many prices, especially the price difference between pharmacies in hospitals and private facilities...

After 10 opinions with 29 contents reflected and recommended by voters, leaders and representatives of 10 provincial and district departments and branches of Thanh Chuong district received and explained a number of issues under their authority.
Comrade Trinh Van Nha - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Thanh Chuong district proposed and recommended a number of issues to the National Assembly, the Government, and central ministries and branches.
The focus is on recommending the National Assembly and the Government to accelerate the implementation of the Vientiane - Hanoi expressway project, with priority given to the section from Thanh Thuy border gate - Vinh city, connecting the North - South expressway; at the same time, promptly allocate capital to build a rigid bridge across the Giang River to replace the only suspension bridge on the national highway in Nghe An; currently, this suspension bridge has seriously degraded, posing a safety risk to people and vehicles traveling over the bridge.

On the other hand, prioritizing resources to implement 3 national target programs; such as the National Target Program on new rural construction, currently the localities that have not reached the finish line all have extremely difficult conditions; it is necessary to remove difficulties and speed up the construction progress of some slow-progressing works and projects in the district.
Clarify responsibilities at each level and each sector
On behalf of the National Assembly deputies elected in constituency No. 4, Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the People's Council of Nghe An province, informed about the general situation of the country and Nghe An province in the first months of 2024 with many outstanding and more positive results compared to the same period in 2023.
The economy continued to recover and develop in all three areas: agriculture, industry, services - trade; economic goals and programs were implemented as planned. Evidence of economic recovery after the Covid-19 pandemic is that more than 51,000 new businesses were established and more than 29,000 businesses returned to operation after a temporary suspension.

For Nghe An, the economic growth rate in the first months of 2024 is estimated to reach 6.33%; budget revenue in the first four months of the year is higher than the estimate assigned by the Provincial People's Council, estimated at more than VND 8,500 billion. Investment attraction has had positive results, as of April 23, 2024, the total attracted capital reached more than VND 15,000 billion. Culture, education, health care, and social security continue to receive attention; national defense and security are maintained.
Comrade Thai Thanh Quy highly appreciated and acknowledged the sense of responsibility of voters at the meeting; voters reflected and proposed many contents related to practice. He also said that the Provincial National Assembly Delegation will synthesize and classify voters' recommendations and forward them to competent authorities for resolution. Head of the Provincial National Assembly Delegation Thai Thanh Quy also directly explained many contents of voters' concern.

Regarding the group of recommendations on policy mechanisms, comrade Thai Thanh Quy suggested that Thanh Chuong district review and specifically examine specific policies for border areas. If there are sufficient conditions and standards, they should be implemented; if not, they should synthesize recommendations and send them to the Provincial National Assembly Delegation to propose to the Central Government for resolution.
Regarding the policy of adding beneficiaries and lowering the age of benefit for the elderly, in addition to accepting and continuing to recommend the Central Committee to comprehensively study the policy nationwide, comrade Thai Thanh Quy also affirmed that the Party and State always pay attention to ensuring the lives of the people. However, in the ability to balance resources to ensure implementation, there are difficulties, so priority must be given to policy families, the poor, disadvantaged households and some beneficiaries of social protection, and the elderly.

Explaining the group of recommendations on infrastructure, the Head of the National Assembly delegation suggested that Thanh Chuong district include it in the investment plan to arrange reasonable capital sources in order of priority for synchronous implementation; at the same time, pay attention to mobilizing forces to handle issues such as those related to the drainage system on some roads, avoiding local flooding.
Regarding the recommendations related to the Ban Ve hydropower resettlement area, comrade Thai Thanh Quy said that this is a big problem that has been pending for a long time. He suggested that Thanh Chuong district and Tuong Duong district review and summarize the existing problems and limitations of the hydropower project and send them to the National Assembly Delegation, and the responsibility of the Provincial National Assembly Delegation will be included in the working program with the Provincial People's Committee and investors to thoroughly listen to the problems, on that basis, recommend the Central Government to resolve them.
Explaining the voters' opinions reflecting on the issue of the protection forest management board allowing people from outside the area to participate in forest management and protection without assigning it to local people, comrade Thai Thanh Quy requested Thanh Chuong district and the Department of Agriculture and Rural Development to review how many cases of contracts for forest management and protection are there in the whole province. Consider giving priority to local people if qualified.
