Localities resolutely clear traffic corridors in the second phase
(Baonghean.vn) - After the first round of preliminary review, localities are now continuing to resolutely clear violations of traffic safety corridors in the second round, contributing to returning clear roads and airy sidewalks.
InDien ChauAccording to statistics, the whole district has nearly 5,000 cases of traffic safety corridor violations. With many drastic solutions, in the first phase, there were nearly 2,800 cases of voluntary demolition, over 1,330 cases of forced demolition.

However, there are still 870 cases that have not been implemented. Therefore, with the motto of resolving the issue completely, not allowing re-encroachment, in the second phase, the district focused on clearing solid structures and re-encroaching households, especially on 4 national highways 1A, 7A, 7B, 48.
Since the beginning of October, 5 units of Dien Thanh, Dien Thinh, Dien Phuc, Dien Hong have been actively taking action. In addition to propaganda, mobilization, and commitment signing, the 5 units have mobilized over 200 officers to clear and enforce nearly 100 violations and 120 re-encroachment cases.
In November, the remaining communes continued to launch the second phase of clearance on provincial roads and inter-commune roads, determined to completely resolve violations of traffic safety corridors in the area.
Hong Hanh
Phase 2 of the campaign to clear traffic safety corridors was launched by the district.Quynh Luufrom October 26 to December 30, 2017.The district will implement a coordination program between the district, communes, towns and road management units, BOT, with the motto of setting up markers as the clearance is completed, handing over to the authorities to prevent re-encroachment, striving to complete the clearance of traffic safety before December 30, 2017.
National Highway 1A, the section passing through Quynh Hau commune, is nearly 2 km long with more than 125 households, of which about 50% have kiosks and shops with advertising signs, so the situation of occupying sidewalks and placing illegal advertising signs occurs frequently.
In the first phase, Quynh Hau did a good job of propaganda, so most people voluntarily dismantled their structures and properties to return the corridor to the road. However, some households still deliberately resisted and re-encroached many times.
In the second phase, the commune mobilized nearly 100 people including commune officials, the Fatherland Front, organizations, military police forces, secretaries, hamlet chiefs of 12 hamlets, along with machinery and vehicles to resolutely handle violations of re-encroachment, ensuring clear roads and sidewalks, and traffic safety for people to travel.

To achieve the best results, Quynh Luu district has strengthened the direction of localities to organize inspections and punish violators. In which, the police force of communes plays a key role, directly going to each business household to propagate and mobilize and seriously handle households that deliberately delay in removing advertising signs.
Implementing the district's plan, 100% of communes and towns have mobilized forces and means to clear violations. Some communes have had positive changes such as Quynh Hau, Son Hai, Quynh Giang...

Mr. Nguyen Van Quy - Vice Chairman of Quynh Luu District People's Committee said: "This time, the entire political system is mobilized to focus on propaganda and mobilization to raise awareness, become self-conscious in self-dismantling and not re-encroaching on traffic safety corridors. We will conduct a general inspection and review all violations that have been reviewed in the first round but are still deliberately violating, then handle them thoroughly. The time to focus on synchronous deployment is from September 5 to December 31, 2017."

However, the total number of households violating in the area is up to 1,382. Of these, Lang Khe commune has 102 households violating, the town has 130 cases, and Chau Khe commune has 72 cases. Most of the cases handled are related to billboards, canopies, goods, and trees that obstruct the view. Thanks to good propaganda work, most households voluntarily dismantled without having to be forced, but after a while, they re-encroached.
Therefore, implementing the second campaign, comrade Vi Van Son - Chairman of the District People's Committee requested the Steering Committee and the interdisciplinary delegation to focus on directing the drastic handling of cases of encroachment and re-encroachment of traffic safety corridors with the motto of handing over to local authorities at the commune and town levels and road management agencies to manage, attaching the responsibility of the heads of local Party committees and authorities in managing traffic safety corridors.
During the first 10 days of propaganda and reminders to mobilize households that have signed a commitment and do not voluntarily dismantle after 10 days, strict enforcement will be taken against houses and kiosks within the clearance area, and encroaching constructions, billboards, and materials will be recovered.
Implementation method: Take National Highway 7 passing through the town as a point; focus on mobilizing and propagating people to voluntarily dismantle, assigning tasks to each relevant department. Especially for the road management unit (Joint Stock Company 495, Trung Tin Company), provide full documents related to traffic safety corridor management to the District People's Committee, communes and towns as a basis for carrying out clearance.
The peak period of enforcement, handling of violations and clearance of encroachment on traffic safety corridors in the entire Con Cuong district took place from November 6 to December 20, 2017.
