Social distancing according to Directive 16 in the entire Quynh Luu district from 0:00 on July 31

16 INFECTION CASES DETECTED IN 1 DAY

Comrade Hoang Van Bo - Chairman of Quynh Luu District People's Committee said that as of 5:00 p.m. on July 30, Quynh Luu District had recorded 31 cases of Covid-19 infection. From 5:00 p.m. on July 29 to 5:00 p.m. on July 30 alone, the district recorded 16 more cases. The whole district also detected 957 F1 cases; 2,820 F2 cases; 4,572 F3 cases.

The entire district has 12/33 communes and towns that have implemented social distancing according to Directive 16 of the Prime Minister to prevent and control the Covid-19 epidemic. There are 5 villages and hamlets that have implemented medical isolation.

The district is using primary schools and commune health stations to quarantine F1 cases. Quynh Van and An Hoa communes are overloaded and have to use secondary schools as centralized quarantine sites for F1 cases. Quynh Luu proposed applying Directive 16 to the entire district.

Comrade Duong Dinh Chinh-The Director of the Department of Health said that Quynh Luu has actively and promptly implemented epidemic prevention and control measures; the investigation, zoning, tracing, and sample collection work were very timely. The F0 cases are basically from F1, and have been quarantined.

The Director of the Department of Health said that this outbreak may have started before July 21, has gone through several cycles and may still be lingering in the community. Therefore, in the coming time, the district needs to continue working with the health sector to come up with effective solutions to contain the outbreak as soon as possible.

Emphasizing the importance of investigation and tracing, the Director of the Department of Health requested the district to continue investigating and tracing the contact history of 31 F0 cases. On that basis, it is necessary to continue to classify and select subjects that must be quarantined more accurately. This work will be carried out by the CDC Center in coordination with the District Health Center. At the quarantine points, the district must assign management staff with a drastic and strict motto to avoid spreading from the quarantine area to the outside.

FOCUS MAXIMUM ON EPIDEMIC PREVENTION AND CONTROL

Concluding the working session, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Covid-19 Prevention and Control assessed that the Covid-19 epidemic situation in Quynh Luu district is very "hot", the developments are very complicated, and the risk of community infection is very high.

However, the district has not yet clarified some tasks, such as analyzing epidemiological factors to determine the cause and origin of the infection.

Given the complicated developments of the Covid-19 epidemic,Comrade Nguyen Duc Trung suggested that Quynh Luu district focus on leadership and direction. This is a very important task, because only with good leadership and direction can the epidemic be controlled and contained soon.

The consistent viewpoint from the central to local levels is to mobilize the entire political system to take drastic, urgent, timely action, relying on the people; focusing all human resources, material resources, and resources to prevent and control the epidemic.

“At this time, the district must give high priority to the task of preventing and fighting the Covid-19 epidemic. At the same time, the district needs to clearly assign people, responsibilities, and tasks to each comrade in the Standing Committee of the District Party Committee and the Executive Committee of the District Party Committee in the spirit of closely following the locality continuously and regularly. Combined with mobilizing people's participation by strictly complying with regulations and actively participating with Party committees and authorities at all levels in the work of preventing and fighting the epidemic.”

Regarding measures to prevent and control the Covid-19 epidemic, the Chairman of the Provincial People's Committee requested Quynh Luu district to actively coordinate with the health sector and the people to continue to trace cases quickly and thoroughly, not to miss any cases. On that basis, carefully classify the cases to arrange the right subjects for centralized quarantine; strictly manage these quarantine points, to prevent cross-infection and spread of infection to the outside.

In addition, it is also necessary to pay attention to isolating citizens returning from other epidemic areas across the country. Regarding testing, continue to review and select the right focus, key points, and high-risk areas.

The district needs to consider setting up checkpoints in the areas, ensuring strict implementation of Directive 16 but not causing congestion on National Highway 1. At the checkpoints, the police force must take the lead in both tracing and managing the area. In the process of implementing Directive 16, it is necessary to tighten both inside and outside. Neighboring localities must also share responsibilities and difficulties with Quynh Luu district.

The district must also ensure conditions for epidemic prevention and control according to the "4 on-site" principle and ensure necessary conditions for forces directly participating in epidemic prevention and control work, especially frontline forces. At the same time, ensure living conditions for people in quarantine areas, not let people lack essential necessities; raise people's awareness and consciousness.

Faced with the situation of the number of infections in the district increasing rapidly in a short period of time, Chairman of the Provincial People's Committee Nguyen Duc Trung once again emphasized that the Covid-19 epidemic situation in Quynh Luu district is very "hot". In order to effectively prevent and control the epidemic, the district must strictly handle violations, including officials and civil servants in State agencies; regularly inspect and check, especially in high-risk areas; promote the role of people in participating in epidemic prevention and control./.
