If qualified according to regulations such as being in the planning area and completing tasks well, men under 45 and women under 40 will be piloted to practice as deputy ministers and equivalent.

Remove unqualified people from the planning
Reporting on the leadership and management internship regime, Minister Le Vinh Tan said that the Party Committee of the Ministry of Home Affairs has developed a pilot project to implement the leadership and management internship regime and submitted it to the Politburo.
The content of the project is to clarify the authority and relationship of the intern with the leaders of the agency or unit where the internship takes place; to clarify the legal value of the intern's management decisions when assigned by the head to organize and operate.
Internship contents need to be built into a job description as a basis for developing criteria for evaluating internship results.
In addition, the project supplements the process and procedures for appointing trainees; clarifies the removal from the planning of those who do not meet the requirements for training or do not complete the training regime.
At the same time, it is necessary to clarify the relationship between planning - internship - pilot leadership selection exam to ensure connectivity between projects and ensure unified connectivity.
To date,The Ministry of Home Affairs has received, completed and submitted this project to the Politburo. It identifies the subjects of the leadership and management internship pilot to be implemented with the following deputy-level management and leadership positions: Deputy Minister and equivalent; Deputy Director General; Deputy Director of Department; Deputy Department Head and equivalent; Deputy Director of Department and equivalent.
Standards and conditions for internship regarding age for men under 45 and women under 40. These cadres must be in the planning area approved by competent authorities; have completed their tasks well or better for 3 consecutive years up to the time of consideration for internship in leadership and management.
At the same time, the unit has a need to add leadership and management positions; proposed by the head and unanimously approved by the Party Committee.
The Politburo has met to give directions and the Ministry of Home Affairs is continuing to research and complete the project to submit to the Politburo in the coming time.
Encountering difficulties in revoking wrong appointment decisions
Reporting on the implementation of the resolution on thematic supervision and questioning activities in the field of internal affairs of the 14th National Assembly, Minister Le Vinh Tan said that in the first 9 months of the year, the Inspectorate of the Ministry of Home Affairs conducted 100% of planned and unscheduled inspections and examinations under the direction of the Prime Minister and the Minister.
Specifically, the Ministry conducted 12 planned inspections at the Ministry of Construction, Voice of Vietnam, Ministry of Health and People's Committees of the following provinces and cities: Hau Giang, Bac Ninh, Vinh Long, Tra Vinh, Hung Yen, Lam Dong, Can Tho, Khanh Hoa and Dong Nai.
Eleven surprise inspections were conducted, including an inspection of disciplinary action against Mr. Huynh Minh Hoang, Director of the Department of Science and Technology of Bac Lieu province; an inspection of the content of the press and businesses' reflections on some negative incidents occurring at the Hai Phong City Customs Department...
Also this year, the Ministry suddenly inspected the content of the complaint related to the 2016 exam to promote civil servants from specialist to senior specialist at Hanoi National University.
Through inspection and examination, the Internal Inspectorate has discovered shortcomings and violations in the implementation of legal regulations in the organization of personnel of ministries, branches and localities.
Typical examples include the assignment and use of administrative staff exceeding the quota; recruitment and admission without examination, against the right subjects, against regulations; recruitment according to an attraction policy that is not in accordance with regulations.
In addition, many places still commit violations in appointing positions without sufficient qualifications and certificates; appointing civil servants to leadership and management positions without fully meeting the conditions and standards; not fully implementing or not following the appointment process and procedures; some agencies and units have the number of deputies exceeding the regulations...
The Minister of Home Affairs also said that there are currently no sanctions to handle violations in personnel organization. Therefore, the implementation of the Politburo's policy and the Prime Minister's direction on revoking and canceling recruitment and appointment decisions that are not in accordance with regulations is facing many difficulties and obstacles due to the lack of legal basis.
The Ministry of Home Affairs proposes to develop and promulgate complete and synchronous legal documents on personnel organization as a legal basis for handling violations discovered through inspections and examinations of personnel organization work.
Recruited 52 management and leadership positions
Through synthesizing reports from 12 central agencies, the Ministry of Home Affairs said that 8 agencies have organized recruitment exams for leadership positions with 29 positions; 4 other agencies have developed plans and are implementing them.
According to reports from 8 localities, 5 localities have organized a pilot exam to recruit leaders for 23 positions; 3 other localities have completed the plan and are implementing it.
