Need to clarify the 'shape' and mark of the administrative reform year

On the afternoon of December 10, the provincial People's Council delegates from the constituencies of Ky Son, Tuong Duong, and Con Cuong held a discussion in group 5. Mr. Vi Hoe - Secretary of the Ky Son District Party Committee chaired the discussion session. Attending were Mr. Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; representatives of leaders of provincial departments and branches.

Care and support for remote areas

Secretary of Tuong Duong District Party Committee Nguyen Van Hai pointed out that a large number of workers have left their hometowns and farms to work far away. According to the delegate, to create jobs for the people, it is necessary to increase land and forest allocation, however, there needs to be a solution regarding capital sources for arrangement.

Citing local evidence, Mr. Hai said that Tuong Duong's forest coverage reached 46%, but there were no related policies to maintain this coverage.

“We are concerned about protecting the forest, but the income from forest management and protection is very low. A household managing 10 hectares of forest but only receiving 4 million VND/year, how can it cover living expenses and operating expenses?” - Secretary of Tuong Duong District Party Committee pointed out.

Therefore, delegates suggested that it is necessary to review the area of ​​protective forests, special-use forests, as well as depleted and valueless forests, and convert the land for people to produce so that they do not have to leave their homeland.

Regarding hydropower, delegate Nguyen Van Hai said that the progress of compensation and site clearance for hydropower plants is still slow, lasting for many years, such as Ban Ve Hydropower Plant (10 years), Khe Bo Hydropower Plant (7 years).

Therefore, it is recommended that there should be drastic direction and early return of policies, ensuring the legitimate rights and interests of the people. In addition, it is recommended that there should be a plan to resolve hydropower sedimentation, ensuring water capacity, both meeting business needs for enterprises and ensuring irrigation for downstream areas.

Also related to this issue, Chairman of the People's Committee of Ky Son district Nguyen Thanh Hoang said that although the consequences of hydropower are not new, fundamental solutions have not been found. Many hydropower projects are suspended, causing people to not enjoy social security policies, while for a long time, people have been waiting and waiting, but the authorities at all levels have not yet had an answer.

Regarding agricultural development, many opinions say that the districts in the Western region are changing slowly, without many breakthroughs. Although they have benefited from many projects for localities 30a, they are not strong enough to create momentum.

Therefore, delegates recommended that there should be policies to support the development of key crops in sub-regions such as passion fruit and ginger, and to develop products into commodities. All levels and sectors should take action to help mountainous areas build product brands.

In addition, delegates also mentioned many issues related to policies for people in remote areas such as: upgrading National Highway 7A which is often flooded; preschool children in border areas are disadvantaged and cannot go to school due to insufficient numbers to open classes and arrange teachers...

Must "hit the acupuncture point" of administrative reform

Contributing to the development orientation in 2020, delegates said that in the field of administrative reform, although Nghe An has actively improved the investment environment and attracted businesses, it frankly admitted that it has not met the requirements.

Con Cuong District Party Secretary Nguyen Dinh Hung said that the province has attracted many projects, but there are still many "on paper" projects. Therefore, it is recommended to review and closely monitor suspended projects and slow-progressing projects; at the same time, it is necessary to re-examine and re-evaluate at departments, branches and localities to find more specific solutions, clarify where the problems are, and rebuild the set of administrative procedures. In particular, it is necessary to be fundamental in the work of inspection and examination, in order to accelerate the progress of administrative reform more clearly and strongly.

Agreeing with the recommendations related to administrative reform, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong said that in the past 2 years, the province's competitiveness indexes have been positively improved and progressed rapidly. In particular, 2019 was identified as the year of administrative reform, however, the results of the year were quite vague, general, and did not bear the mark or form as the message proposed.

Pointing out a number of reasons, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong said that the ability to access land is almost a "bottleneck" that is causing many difficulties for investors in the process of project implementation.

This is an issue that has been raised for many years, but has not been thoroughly resolved. On the other hand, new, stronger and more innovative solutions have not been proposed to bring peace of mind to investors, as well as create great attraction for businesses when coming to the province.

Therefore, the Deputy Secretary of the Provincial Party Committee suggested that it is necessary to clarify the cause, which department, branch, or industry is responsible, and the spirit is "to "accurately hit the acupuncture point" to thoroughly resolve the issue".
